At least the artifacts sold at this auction have the stipulation that they must be in a public museum.

Yep, I do agree, but the buyer did pledge to lease it for display at a museum (and I hope that doesn't mean putting it up inside a special art gallery on his own prpperty with super steep entrance fee!). Actually, many paintings on display at public museums are on semi-permanent lease from their private owners, with a note underneath the painter/title card of the work indicating who the owner is. It's a long-time practice...though the really big-shot items are mostly owned by the museum itself.

I am not so sure which world some Polish conservatives live in. It might not really be 'this world'. Given that, there might not be as much of a contradiction here than you might think.
