Blood and Fortune: The Cursed Empire of Vegas

Las Vegas was built on the bones of the past. But beneath the neon glow and the endless clinking of slot machines, there are whispers—whispers of things that never left, things that still hunger. The Rise of the Less Clan (1905-1941) It all began with the Less Clan, merchants from Eastern Asia who came to the dry, cracked land seeking fortune. They purchased 110 acres at auction, unaware—or perhaps indifferent—to the sacred ground they had claimed. For centuries before, the indigenous tribes had worshipped at a great temple, a place where the old gods were honored, where offerings were made. In 1911, progress came like a blade. The temple was torn down, split in two by steel and iron as the railroad carved through the land. It was the birth of Las Vegas, a city built on desecration

By 1930, gambling was legalized, and the Less Clan seized the opportunity. They transformed the dusty outpost into a haven of vice. By 1941, they had built the first grand resort—right over the ruins of the temple. The rich and powerful came in droves. But soon, so did the whispers. Rumors of sacrifices. Of blood-drinkers. People claimed that late at night, the air in the resort turned thick with the scent of something ancient. That some guests checked in but never checked out. But the Less Clan silenced these whispers with money, power, and fear. The Era of Secrets and Sin (1946-1966) In 1946, a rival emerged—the Bound Clan, a syndicate of shadowy figures who built The Dragon Hotel across from the Less Clan’s prized resort. It was a declaration of war, not just for money, but for control. By the 1950s, Vegas had become an empire of indulgence.

The Less family ruled the casinos, the pleasure houses, and the underground. They amassed untold riches. But as their wealth grew, so did the rumors. People were vanishing. The city’s homeless. Dancers. Drifters who would never be missed. Some said the Less Clan fed something beneath the city. Something that still thirsted. The Carmelo’s Lounge was the first place to open its doors to all—regardless of class, wealth, or skin color. But even in its success, its owners felt the weight of the city’s darkest secret. In the 1960s, Las Vegas was the “Entertainment Capital of the World,” but behind the flashing lights and velvet curtains, the Less Clan had begun to rot from within. Greed turned to betrayal. Blood was spilled—not just on the casino floors, but in the dark, hidden corridors below them. By 1966, the empire was crumbling. Bankruptcy, drugs, and murder splattered the pages of the papers. The Less family turned against itself, and their name, once untouchable, was suddenly just another ghost.

The Fall… and the Return (1970-Present Day) By 1970, the Less Clan had vanished into obscurity, their name little more than a whispered warning. But something still lurked beneath the city. In 1975, The Bound Clan seized power, taking over the Dragon Hotel and Carmelo’s Lounge. The pleasure capital of the world had been fading, but the Bound Clan had no intention of letting it die.

They promised a resurrection. A comeback. But the missing people never stopped. And now, the rumors are worse than ever. Vegas is alive, more than ever in 2025. Tourists flood the Strip. Money flows. But in the dark alleys, in the old tunnels beneath the city, in the places where the neon doesn’t reach, the old whispers have returned. Some say the Less Clan never truly died—that something of them still lingers in the forgotten corners of the city. Others say the Bound Clan didn’t just take Vegas back—they brought something worse with them. But the most chilling rumors of all? They say the monsters have never left.

And now, they're hungry again.

Lore

Vampyres: In ancient times they were revered as gods by some and cursed spirits by others. To those who worshiped them, temples were built to honor them, holidays named after them, and so much of their ancient ways bleed into the very foundations of Las Vegas. Vampires are mostly immortal. They can not withstand sunlight and will grow ill from drinking dead blood (blood that has grown cold and not from a living organism). They have unnatural strength and durability, and can heal from wounds in hours no matter how severe. To kill one you must cut out the immortal heart or remove the head from the body or poison them over the course of many days. They can only breed with other vampires. Mingling with mortals is considered taboo, it’s prohibited.

Purebloods: Born Vampyres
  • Pureblood vampyres do look down upon it as they have their own prejudices or paranoia about it. Alot of the lore is pulled from the movie Blade where there are vampyres that are born and then there are some that are bitten.
Sired: Bitten and blood transfused.
  • Bitten vampyres can also become a liability if not brought into the fold of a clan because that would be analagous to giving a kid a loaded weapon. In this story Vampyres need to operate like a secret society while Hemophages can blend in more.
Strengths:

  • Immortality: They do not age and can live indefinitely unless killed by specific means.
  • Superhuman Abilities: Enhanced strength, speed, agility, and reflexes far beyond human levels.
  • Regeneration: Can rapidly heal from wounds, making them difficult to kill.
  • Hypnosis/Mind Control: Many versions of vampyres can influence or control the minds of humans.
  • Heightened Senses: Increased hearing, vision (including night vision), and smell, making them excellent hunters.
  • Transformation: Some vampyres can shapeshift into bats, mist, or other creatures... but only the most ancient of vampyres have been known to do it.
  • Immunity to Disease: They do not suffer from human illnesses or infections.
Weaknesses:

  • Sunlight Sensitivity: Often vulnerable or weakened by the sun, with some burning to ash upon exposure.
  • Blood Dependency: Must consume blood to survive and maintain strength.
  • Silver & Wooden Stakes: Silver can weaken or kill them, and a wooden stake to the heart is often lethal or removal of the heart.
  • Fire: Can burn and may not regenerate from extensive fire damage.
  • Invitation Rule: In some lore, vampyres cannot enter a home without being invited.

Hemophages: Hemophages are an offshoot from the vampire family tree. Most live as mortals now, but in times passed were considered the second class citizens of elite vampire society, even though they share ancestors. Hemophages have unnatural strength, durability and everything else that comes with being a vampire except they age just like mortals do. They can drink fresh blood and preserved blood and breed with humans. The only downside is that if the child turns out to be a hemophage the child will be stolen away from its mortal parent. So entangling themselves too much with humans is prohibited.
weakenesses.
Strengths:

  • Enhanced Physical Abilities: Increased strength, speed, and endurance similar to vampyres, but often slightly less refined.
  • Accelerated Healing: Can recover from injuries faster than humans, but not as quickly as vampyres.
  • Increased Intelligence & Instincts: Often hyper-aware, calculating, and able to process information quickly.
  • Partial Sun Resistance: Unlike traditional vampyres most hemophages can tolerate sunlight for limited periods.
  • No Religious Weaknesses: Holy symbols and religious artifacts have no effect on them.
Weaknesses:

  • Shortened Lifespan: Unlike vampyres, many hemophages suffer from a condition that causes them to age or deteriorate faster.
  • Blood Dependency: Still requires blood to sustain their abilities, though they may be able to last longer between feedings than vampyres and can consume human food.
  • Weaker Regeneration: They heal faster than humans but may not be able to fully regenerate lost limbs or severe injuries.
  • Unstable : Some hemophages experience unpredictable afflications, which can lead to physical degradation or mental instability.
  • Hunted & Feared: Unlike vampyres, who may operate in vampyres aristocracies, hemophages are often seen as abominations by vampyres or test subjects for scientific experimentation.

Witches: Witches go by many names. They are mostly considered female, though there are male conjurers abound. They work in close knit communities and blend in with society. These mortal men and women have their own autonomy and operate just like any other mundane (average human) would. There are all types of witches. Blood witches, priestesses, green witches, and even those who work with immortals. Those who remained closest to the original ancestor became the witches—masters of the mind, spirit, and the raw forces of the universe. Their magic remained fluid, adaptable, and tied to the cycles of nature. They alone retained the full knowledge of their heritage and the ability to shape fate through spellcraft. Abilities: Spellcraft and ritual magic Communication with spirits and the forces of nature Ability to weave reality with words, symbols, and blood Weaknesses: Mortal bodies, unlike their vampyre and hemophage cousins. Their power requires knowledge—without study, they are defenseless Bound by natural law—magic always comes at a cost.

Humans: Most live out the entirety of their mundane lives without one single  supernatural encounter. Some work in parallel with the supernatural world. Politicians, policemen, priestesses. Doesn’t matter. Some are left to a horrific fate just for being in the wrong place at the wrong time.  In Vegas it’s better to know the monsters than feed the monsters.

#1
The CAST
The Clans
The Less Clan : The Vampyre's
They were once the kings of Vegas, but their family fell apart under the weight of their own sins. Each member embodies a trait that played a role in their empire’s rise—and its ultimate fall.

Fatherless & Motherless GM NPC
These could be literal or symbolic. Maybe the Less brothers lost their parents under mysterious circumstances (murder? a disappearance?) or their parents were distant, absent figures who left them to fend for themselves. Either way, their lack of guidance may have shaped them into ruthless, lost souls.

POLICE PROFILES
The Less Brothers
Donald Less  Fearless Sirian Eve
The oldest or most dominant brother. He was the risk-taker, the one who made the boldest moves and led the family into power. He didn’t fear death, deals with the devil, or crossing dangerous people. But maybe that fearlessness is what led to the family’s downfall.

Bill Less      Careless
The reckless gambler, the playboy, or the brother who squandered the family's fortune. He didn't watch his back, didn't think things through, and maybe his mistakes made them all vulnerable.

_________________________________

Reckless- Kokaine
The adopted wild one, possibly the enforcer or muscle of the family. He had a taste for chaos and violence, acting first and thinking later. If something needed to be done, he did it without hesitation—no matter how brutal.

Faithless-
The schemer. He never believed in luck, fate, or loyalty—only in his own ability to manipulate people. He may have betrayed the family when things started falling apart.

Ruthless- Cressray
The cold, calculated businessman. He handled the money, the politics, and the murders. He saw emotions as weaknesses and didn't hesitate to eliminate anyone in the way.

Loveless-
Maybe a hitman, maybe a bodyguard, but definitely someone without a heart. He never formed attachments, never cared for anything but the family name (or himself).

Priceless-
The golden child, the one with all the potential, the one everyone thought would lead the family to true greatness. Maybe they were wrong. Maybe he was just as flawed as the rest—or maybe he disappeared before the empire fell.

Heartless-  xPeachyPuff
The one who enjoyed the suffering. If the rumors about sacrifices were true, Heartless was at the center of them. She had no remorse, no guilt—just hunger for power, money, and something darker.

Bound Clan: The Hemophages
Mother Bound - GM NPC
The matriarch, a woman with absolute authority. She could be a puppet master, orchestrating events from behind the scenes, or the eerie, all-knowing figure keeping the family bound to its destiny. Some say she’s been around longer than she should be…

Father Bound-  GM NPC
A powerful but shadowy figure, either dead, missing, or playing his own game. Maybe he’s a legend—a name spoken in hushed tones, his influence still lingering in Vegas’ underworld.

Ironbound- Wolfi72
The enforcer. Built like a tank, unshakable, and unbreakable. He makes sure debts are paid and no one crosses the family without consequences.

Earthbound-
The one connected to the land itself. Maybe he understands the ancient history of Vegas, the temple it was built over, and the spirits that still linger. He might deal in more than just money—perhaps in blood and secrets.

Spellbound-
The supernatural expert. Whether she's a true occultist or just deeply involved in the city's dark rumors, she's the one people fear when they speak of curses, magic, and the things that go bump in the night.

Rebound- Wolfiing72
The face of the Bound Clan’s resurgence. Maybe an ex-boxer, a fallen star, or someone who clawed his way back from the brink. He’s the one bringing Vegas into a new era.

Inbound-
The recruiter, the one who finds new talent (or new victims). He brings people into the fold, whether they realize it or not.

Baby Bound-
The youngest, either naive and being groomed for power. Her mother was a bloodwhore who died of a drug overdose. Fatherbound secretly raised her away from the life of the clan.  She lives a completely mundane life. Owns a tattoo shop.

Chapter 1. The Return

Las Vegas Tribune Reports

March 1, 2025
Another Geneticist Vanishes—Dr. Noell Galinsky Joins Growing List of Missing Scientists
LAS VEGAS—Dr. Noell Galinsky, a renowned geneticist specializing in experimental gene therapy, has been reported missing after failing to return home Thursday night. Surveillance footage last captured Galinsky leaving his private lab in the downtown district around 10:47 p.m. His car was later found abandoned in a parking garage near The Dragon Hotel Casino.
Galinsky is the sixth geneticist to disappear in the last 90 days, joining a disturbing pattern of unsolved vanishings that have left both law enforcement and the scientific community on edge. The others—Dr. Sylvia Marquez, Dr. Peter Halloway, Dr. Emil Cho, Dr. Marcus Levin, and Dr. Nadia Furlong—all disappeared under equally mysterious circumstances, leaving behind no clues, no ransom demands, and no signs of struggle.
Authorities have yet to confirm if the cases are connected, but insiders speculate that the missing scientists may have been working on something bigger than the public realizes.
"These aren’t random abductions," an anonymous source close to the investigation told Las Vegas Tribune. "Somebody, or something, is targeting these experts. And if we don’t figure out why, more will go missing."
With the rising number of disappearances and no suspects in sight, residents are left wondering: What is happening to Las Vegas’ top minds? And more importantly—who’s next?
Anyone with information is urged to contact the LVPD’s Missing Persons Unit.

I'm really interested in the concept! I just have a few questions really!

In terms of characters, are you mainly wanting to fill out the 2 opposing clans with the profiles you've mentioned in mind? You mentioned making original characters too, but how do you see them fitting into the game and what is your priority when it comes to creating characters in general?

For the setting, I'm gathering the LV strip and beyond as a whole is the area of play? Is there anything in particular you wanted to focus on story, setting or themeing wise?

Hopefully these questions make sense lol. I just wanted to clarify some things for myself before getting invested c:

Hey Peachy!!!!

Ok, so my intention is to fill out the casting roles as much as possible, but no rush with that. The blueprint I provided for the cast was just to help the writer understand the role if they chose a clan character.

OC's can be anyone affiliated or not affiliated with the clans. Like the humans who work with a paticular clan (affliated) or just happen to be living their life and then get pulled into the world (unaffiliated).

Another example would be a rogue vampire. Or a character that doesn't understand what they are (witch, hemophage etc) and then eventually get pulled into world of the supernatural.

As for Vegas. I have various locations created around the city. The strip is just one of them. So, yes that can also included the world beyond.

Hope that helps. :)

Edit: Also I mean to add that you can make your own version of a Less or Bound character if that was not clear.

I do have a question though?? You seem to have your Cast of characters pretty much locked in for the families at any rate---I wondered, do they have to be the gender you expressed in their OG mini write up?

Like, two distinct characters within the cast call to me but only one of them feels masculine in my imagination even though both of them are marked as masculine.

You can adjust to fit your imagination. It's more about their names then their gender.

I'm possibly thinking about the Heartless role...but still unsure yet so if someone else is eyeing that up, please feel free!

Question! Can there be more to them than what's in the blurb? I realise these are only rumours or police profiles, so they coupe be misconstrued, but I wanted to know if we can fiddle with them a bot to make them deeper and more complex?

Sirian Eve

Why yes @xPeachyPuff. I wrote those small blurbs with the intention of sparking the imagination. You can definitely expand on the character to bring them to life in your own way.

Lol. I'll figure it out once I actually sit down to write out the character. Won't be til after work tomorrow, unfortunately.

See my two were Ironbound and Rebound (Rebound felt feminine to me- maybe because I wanted to use Massy Arias and THEN I got the idea of a hemophagic treasure hunter who follows the spirit whispers within the sewers of LA and Earthbound punched me in the head- so now? I don't flipping know. Only thing I know for certain is one of the Bound cuz they feel best to me.
