Shifting Shadows

Deception is a right. Truth is a privilege. Innocence is a luxury. Born of the U.S. government’s 1928 raid on the degenerate coastal town of Innsmouth, Massachusetts, the covert agency known as Delta Green spent four decades opposing the forces of darkness with honor, but without glory. Stripped of sanction after a disastrous 1969 operation in Cambodia, Delta Green’s leaders made a secret pact: to continue their work without authority, without support, and without fear. Delta Green agents slip through the system, manipulating the federal bureaucracy while pushing the darkness back for another day — but often at a shattering personal cost.


The world is not as we think it.  We are all dreamers lost in a dream but sometimes, the dreamer does awaken.  Awaken to the nightmare that is the truth of the world as it is, glimpsing the illusion that even it is.  The truth can be hard to swallow for many who prefer to go back into the dream and pretend it is the reality of the world.  Others cannot allow themselves to sleep again but the pounding truth cracks them, breaking them beyond repair.  That is why the wise only glimpse a little of the truth, bits at a time, knowing there is more but only taking in what they can bear, though even that can cause subtle cracks. 

The Great Old Ones came from elsewhere and fought over the Earth billions of years before man, and now sleep in some infernal cycle of time.  Life on Earth is the result of biological runoff, a fungus borne of alien shit, that has clung and crawled and evolved as these giants sleep.  Their science is our magic, and remnants of their civilization spring up to infect our world.  Soon, they will wake and destroy humanity.  Nothing can stop this.

But one organization is at least trying to slow this inedibility down, give humanity some more time in this world, in this reality.  Delta Green.  They try to hold the line between the dark truth and the reality others accept, keeping madness at bay, though not always for themselves.  Pooled for various federal agencies, they are a long held secret in the halls of the government, having bene both official and unofficial over the years. 

You are federal agents who’ve at some point had their eyes opened to the truth and it’s opened your eyes, and perhaps scared you to the bone for a short time.  Perhaps it was on that raid on that drug manufacturing plant when you and your partner got separated checking the basement and you saw the thing wriggling in unnatural ways.  Or perhaps it was doing an audit at that old mansion with halls of unnatural angles that sent a shiver down your back.  Whatever it is, you were soon contacted by an agent who saw mention of it on a report, whether it be a case report or a personnel report, and asked to join like-minded individuals. 

You have agreed to be part of the program for whatever reason and explained the covert nature, no one, not even your beloved, can know about the program.  Given a burner phone with no contacts, you’ve been instructed to keep it on hand at all times and you will be contacted when needed.  Perhaps you’ve been called on once already but now the phone has rung and a meet up point given, you are part of the team now.  The Delta Green cell will be working out of Philadelphia so your agents should be stationed there or possibly in New Jersey or Delaware.  The current in game year will be 2020, starting in the spring.

There will be adult situations and we’ll be exploring how the cases and the agent’s experience affect their personal life.  That said, I will be taking my cues for the adult stuff from the players. I will most likely be putting this in the NC: Human-System Small Groups section to be safe but I don’t see the monsters looking to do anything with the agents but destroy them, though it leaves things open for human agents.

-This is a system game using the Delta Green rules by Arc Dreams Publishing.  They have free rules available if you don’t have the main books, the system is based off of the ones used for Call of Cthulhu with some tweaks. (Percentile system)

-Players new to the Delta Green system as well as experienced players are equally welcome.

-The setting is a dark one with sanity rules and unforgiving combat so your character may die, in which case you can create new character.  Just realize death or insanity may be a real possibility.

-You are federal agents, professionals, keep this in mind when creating them. 

-Bonds are an important part of the setting and rules so be aware if you are making any spouses or lovers, I may be NPCing them.  Some of the time between missions where Bonds often come in will probably be RPed to some extent.

Looking for 4-6 players.  Standard 72 points divided among the six stats.  Your professions will determine much of the rest, you can choose from the main book or the ones offered in the Complex supplement.  If you don’t have access to it but know the agency you are considering, I can give you the breakdown.  Portraits should be IRL and not art as this is meant to be a more cinematic RP. (I have not filled in the default skill percentages so keep that in mind when filling yours out to add those in as well.)

Yeah, totally possible.  I think there are CDC options at least in the Complex book.  I'll have to double check the book later.

My interpretation of Delta Green recruiting, and being the Handler I guess that's what matters, is that most recruits come on the agency's radar because they experienced something strange and were able to handle it.  So most should have had like one strange experience. But as far as experience with the organization, this should only be their first or second mission with Delta Green.

Sorry to get granular.  There are some (bananas but fun) missions out there that just slam a group of clueless characters together and the ones that survive end up getting recruited.  :D

Yeah, I've seen some live play like that but never made any sense that an organization wanting to hold the line against incomprehensible beings and their followers would send out agents who are completley clueless.  Unless they were a distraction for the main group maybe. lol

Though I can see that approach more in CoC.

Traumatized (PTSD) ATF agent. She ran into a cult and came out with a serious case of battle ‘fatigue’. She was found out by her shrink, who pointed Delta towards her. Ex Force recon marine.

Taking bit longer than I thought.
But my concept is a Medical Doctor working with the CDC. She may have had some military/ police enforcement experience (bonus skills) Will take either the police or soldier marine bonus skills.

If she is military - her Physician bonus skills would be Surgery and Psychotherapy 
If she is in law enforcement - her Physician bonus skills would be Forensics and Psychotherapy.

Not sure if I should play a male or female character.

He/She is going to be fairly young when she was called in to "quarantine" something strange? Thoughts anyone?

I was thinking a pilot, but that would be useless 99% of the time, so will probably go with a computer scientist type.

I'm looking at a failed actor in their late forties that has been in a few  TV shows.

He's a bit of a jack of all trades due to his exposure to different skills as an actor.

He got exposed to some sort of unnatural business while on set in south America.   Now he uses his acting ability to get him access where others might not be able to go.  Or get info some might not be able to.

I just wanted to clarify, he'd be a failed actor who's now a federal agent?  The system is built around people working in the federal machine.

Is there a focus you are looking to explore with your character?  Like there are a number of agencies available, from the Internal Revenue System, who handles tax enforcement, Immigration and Customs Enforcement which the title kind of explains, US Marshals who track down criminals, Secret Service, who not only protect government officials but also have an enforcement arm dealing with counterfeiting.  NSA and CIA analyst who are more like the people at the desks of the intelligence agencies.  Then you have the Drug Enforcement Administration and Bureau of Alcohol, Tobacco, Firearms which are kind of self explanatory.  More even really.
