Here lay earth's mightiest defenders and it's darkest monsters. Encased deep in the Tomb of Warriors - from the mightiest of the Justice League to the lowliest of villains. Relics of a bygone era, a time when it was truly necessary for ordinary people to stand up and fight for what was right. Heroes rest in tombs among the Hall of Heroes, laid among their weapons and trinkets of note in displays to their memory. Alongside them are the stark reminders of ancient villains, buried within the Vault of Villains that keeps those relics as a memory of humanity's chaotic past. Walk among the Tomb and see how the world was a century ago, in contrast to the peaceful and calm world we have created now.

DC comics heroes revitalised in a cyberpunk influenced setting, classic powers granted to a group of civilians now stuck in the role of superheroes against a tide of revitalised villains and a heartless government ran by megacorporations who'd rather turn a profit than see the return of heroics.

DC: 2099 is a freeform superhero game set in an alternative DC universe. Due to the fact the player characters will mostly have very little knowledge of the now long-dead classic DC heroes only very basic DC knowledge is needed to join this game. In this universe heroes emerged during the second world war, aiding the allies whilst many villains sided with the axis powers. From there heroes and villains were an intrinsic part of the world in a period known as 'The Age of Warriors'. until the very end of the 20th century. At it's close an army of power-cloning machines known as 'The Amazo Legion' managed to destroy, capture or force into hiding the entire superhuman population of earth as well as forcing any new superhumans to hide their powers. Vast megacorporations rose up and took over during a long time of peace from 1999 to 2099, termed as the Golden Age. That peace will be shattered at the start of the game by a lone superhuman, 'The Spectre', using vast and mysterious power to disable the Amazo Legion and open all exhibits in the Tomb of Warriors. It will transpire that the Tomb of Warriors served the alternate purpose of containing the means to recreate heroes and villains of the past, alongside many other storage facilities around the world which were all also opened and activated by The Spectre. The player characters will be a group of those inside the tomb, with the game beginning when they first acquire their powers during the Spectre's attack.


The game will be a focused environment aiming to tell the story of these unlikely, unexpected heroes who must swiftly adapt to vast and growing powers as they deal with a world unused to, and often unwelcoming to, heroes. Inevitably they will struggle with the reality of who they've been forced into being, the morality of what they owe it to others to do and the growing threats of the others who were granted powers during the incident as well as the ever-present totalitarian regime responsible for the now destroyed Amazo Legion who are certain to be unhappy about the return of superhumans. Not to mention the inevitable rising concern that the earth, no longer under the protection of the Amazo Legion, is once again vulnerable to those who threatened the Justice League of old.

This game will feature a small cast and value building up interpersonal connections with a mixture of camaraderie and drama/issues. It will be set in a dark, dystopian future in which the heroes of the past are both praised as saviours and looked down upon as warriors and brutes. A place in which work and money have come to be all that matters without the threat of conflict, with a downtrodden lower class and vast cities that blot out the stars with plumes of smoke. The group will likely cross social strata and have issues not just as heroes but as people of a broken world some may see as better but many despise. It will feature gritty villains ranging from grey and challenging moralities to the outright evil. The game will not have any focus on smut at all, though it will include adult content such as graphic violence, gore, themes of horror and dystopian society. Smut will be allowed in specific threads.







In 1999 when the Amazo Legion first arrived, under the control of a syndicate of earth's most powerful and influential businessmen, the world was changed forever. The Amazo Legion had such vast power that they destroyed the idea of all other superheroes before ending the concept of war in it's entirety. With no violence left mankind mostly turned to work, furthering technology and growing exponentially led to the gathering of humanity among vast cities that darkened the landscapes. With food being lab-grown communities in the countryside withered away, splitting the world between empty wilderness and cities that housed sometimes over a billion people.

Any heroes or villains who survived went into hiding, blending in amongst the populace or else leaving earth entirely. The Government presented the past heroes as gradually more warlike and aggressive, akin to the cowboys of the old west they suggested there simply was no place for a superhero in the modern world. Soon enough they were myths of the past, used to sell novels or toys to children and to fill a vast Tomb of Warriors in one of the largest cities in America, Sanctuary City. In truth, Sanctuary City used to be Metropolis and Gotham, two cities on either side of the Deleware Bay. When they grew larger it was decided that to remove remnants of the past age, the cities would be joined and renamed. What was Gotham forms the majority of the working people's homes, foundries and the poorer districts whilst what was once Metropolis houses the elite.

Sanctuary City is America's largest city with a population of 1.1 billion people stretching out over vast slums and metropolitan areas with the majority living in poverty and working menial jobs whilst an elite few run companies worth more than most people could hope to make in a hundred thousand years of labouring. Wealth disparity is at an all-time high and civil obedience was ensured by the ultimate threat of the Amazo Legion leading to a lack of serious crime, though of course conventional police still operate to deal with petty criminal actions. These police are generally hated and seen as the agents of a cruel regime. Warfare and open conflict is rare but corporate espionage is fairly common and can involve some military-esque conflict at times. Some look upon past heroes as they've been told to, as long gone brutes, whilst others long for a return of heroes as they have grown downtrodden and broken in this new world. Life in Sanctuary City can often be monotonous and saddening with all things that might hinder the profit and efficiency of megacorporations being heavily discouraged.

The City is governed by a council of elected officials, but only those in more elite areas are allowed to vote with the masses being told they are not educated enough to vote on matters of government. This council is inevitably consistently made up of those in the pocket of megacorporations to the point that businesses essentially run the entire city, with some of the city's largest corporations having political influence on a global scale and almost every country being run like a for-profit business.






1939 'The Dawn of Superhumans': At the outbreak of the second world war superhumans were first revealed. Those who had been keeping to the shadows struck out and made their allegiances either to the Allies of the Axis, cementing themselves as the first heroes and villains. These included Superman, Wonder Woman and Batman among others.

1945-1999 'The Age of Warriors': After the second world war was won many of the heroes and villains who had taken part returned to their home countries, or sought out new places to continue utilising their powers for good or evil. For over fifty years conflicts spanned the world between various heroes and villains. Much of the truth of this time period has been purposefully obscured.

1999 'The Amazo Legion: In the background, away from public eyes, many growing corporations around the world saw the threat of both heroes and villains. These beings could disrupt a stranglehold they were trying to put in place over the general populace. In order to remove them from the equation the 'Amazo Program' was begun, culminating in the construction of vastly powerful androids capable of copying superhuman's abilities. Superheroes were falsely arrested, imprisoned or even murdered whilst villains underwent the same. Those who survived either fled earth or went deep into hiding.

1999-2099 'The Age of Peace': Named by the megacorporations to blame for creating Amazo the Age of Peace was a time of greed and prosperity for the wealthy, at the cost of the welfare of the masses. Money and work were the ideals of the century with all sentimentality eroded away to allow the elite to live a life alien to most people. Any of the few heroes who attempted to return early were slain until all that remained of the greatest heroes was a mausoleum in Sanctuary City and old myths. Populations of cities grew, farming communities and towns abandoned and science advancing rapidly.

2099 'The New Age': January 4th, 2099 was a day like any other in the titanic Sanctuary City. It was the day an age came to an end. An unknown force swept through the earth, targetting the Amazo Legion with great precision and unprecedented power. The Amazo Legion were destroyed, sending a panic around the world. Humanity were no longer safe from villains, and had no heroes left. The one responsible revealed himself at the Tomb of Warriors in Sanctuary City. Clad in a green cloak and silver-white armour he breached the Tomb, revealing it had been designed to be able to recreate the heroes and villains who'd been lost for the sake of research. None had feared the potential as the Amazo Legion was thought infallible. The lone figure, known as 'The Spectre' activated these recreation protocols and in a heartbeat revitalised the world of heroes and villains in a new age.






Superheroes have only just returned to the world after a century of complete absence. They are not the returning figures of the past but rather new people picking up the mantle of old legends. How exactly they acquired their powers is varied and could be anything from simply acquiring the old hero's famous artefact to being altered on a genetic level. All replication devices were purposefully one use only, though in the case multiple heroes wore a similar mantle multiple devices were created to replicate each individual as best as possible. For example, there are multiple devices designed to recreate Kryptonians such as Superman, Supergirl, Powergirl and even General Zod. In some cases, devices may impart vast amounts of knowledge, training or talent but even this takes a great deal of use and practice to properly utilise, just as the sudden acquisition of superpowers does.

These devices recreate powers and can in some case influence physical traits. They can also cause a heavy personality impact. These devices were designed to, if in laboratory conditions and given suitable time and the right candidate, perfectly replicate the old hero. They use flashes of memories and emotions in order to better help the new host of the powers emulate the past. This, in practice and in the way the events played out, means that the powersets of heroes are more likely to influence a person to heroic ideals and the powersets of villains to villainous ideals. They were never intended as more than a potential future attraction or experiment. It is very difficult to become a hero with the powerset of a villain, and vice-versa. Recreation protocols all function in a unique manner and how your character's protocol worked is up to you, within reason. The protocols will grant characters some initial powers known as 'stage 1' but they will grow stronger with time.

3. Inform the GM if you will be unable to post for significant time.
4. Write in the third person past tense. A reasonable standard of English is required. (Spellcheck, grammar check, no one-liners or overly short posts)
5. Accept your character will sometimes lose fights and/or get injured.
6. Please communicate with others, seek out scenes, be proactive and involved in the game. I will always be willing to utilise NPC's.
7. Respect that this game is not smut focused and save that for appropriate threads.
8. I will try to be reasonable and listen to players but ultimately the GM's word is final on all things in this game.





This segment will do the best I can to give a clear idea of what I'm looking for in characters for this game, what I am explicitly not looking for as well as some loose ideas and explanations of the game's concepts related to creating a hero. Please make sure to read it through before asking questions. Thank you!

Suggested Method: I strongly recommend picking a DC character to use their protocols. Then start to think about a fitting cyberpunk/dystopian character and their civilian life. Use a little of the DC character as inspiration, but really focus on just making a citizen of this world. The 'Setting' and 'Further Setting information' segments should help with some ideas. The CS is purposefully laid out so that you don't have to input anything related to their superpowers/protocol until those segments.

Alternate Universe: This is an alternate universe. All the classic canon characters died a century ago. Your character is not them in stasis or them brought back, but a person with an imprint of their powers and a few hints of their persona. Bring me an original take on a classic, not just the classic brought back. Use the classic for inspiration but make the host of their recreation protocol someone your own.

Fitting & Unique: Characters must fit the idea of a team of heroes. If they're a loner they must be willing to open up and socialise. The more they can form connections and bonds and not simply try to be a lone badass the more fun a group game is. This is important. They are a revitalised Justice League-esque team in a new world, not the Suicide Squad. I will only be taking one character of certain types as I intend for this to be a small, focused game. This means a maximum of one Kryptonian protocol, one lantern, one bat-family etc.

Power Level: The player characters only just got their powers. These will take some time to develop as they were intended to be trained over time. The PC's will begin with just a handful of their canon character's most famous powers and will be given opportunities to grow over time. Do not send mary sues or attempt to power game. No PC has their powers yet as the game will kick off at the event with the Spectre arriving at the Tomb of Warriors. Gaining powers will be played out in-character. Powers will still be included in the CS's to lay out what the characters will be capable of when they first gain their powers. Powers will grow along the course of the game, in stages. Descriptions of powers should be kept reasonably vague, with as few numbers as possible and an awareness they'll be fit to the plot as needed. Do not speak about any 'feats' as these characters haven't even got their powers yet, let alone performed any feats.

Gender, Race, Sexuality: All are anything goes. In this game, the Recreation Protocols may have connected with someone with a different gender, race or sexuality or even just appearance. This does not matter at all. I would urge to use, for example, Supergirl instead of Superman for a female character, simply because there's likely to be more inspiration, but if no extremely similar character of the same gender exists feel free to swap genders.

Personality & History

Personality: Lloyd is a man ruled by his emotional side who cares a great deal for the world around him. Even when he becomes negative or cynical it is born of heartfelt sadness at the state of the world, particularly the district in which he grew up. He's confident and decisive, trusting in his gut and making decisions swiftly based on what feels like the right thing to do. He likes to joke and to try and keep up the veneer of a laid back smooth talker who enjoys his lot in life even if that's not really who he is. Even if Lloyd has often wanted to make a difference he's never had the chance to due to fear of being taken away from his family and trapped in Isolation.

History: Lloyd grew up in the depths of Blight, born in a mass hospital that barely kept his mother stable and raised among poverty and pollution. His family were very poor with both parents working dead-end jobs in the Blight. He was raised around the bitter and despondent, those who despised the money-hungry society they were trapped in. Lloyd was taught to value people and moments over possessions, in part as a genuinely held belief and in part because his parents knew he had little chance of ever earning a notably better life.

In the Blight's extremely lacking education system Lloyd only learnt the very basics with much of his knowledge being acquired from his parents and family friends. He became streetwise and used his knowledge to take some questionable work in the Blight. He helped illegal gambling rings, aided in trafficking low-class drugs and served as something of a messenger between a few petty criminals. In this lifestyle, Lloyd had to keep fit and aware of the world around him. He earnt the nickname 'zone' for the way he would focus in on things, cutting out the world and entering his zone.  Growing older Lloyd knew he didn't want to risk getting arrested having witnessed several others disappear to Isolation, and so he settled on finding a full-time job.

It was in the Spires that he found work with a casino, becoming a dealer. His natural charisma played well even if Lloyd hated being a part of the system he was too afraid of being pulled away from his family to keep risking a criminal lifestyle. He started to gradually find bitterness rising up within himself, too, just as it had in those he grew up around. It was palpable, the cycle starting to repeat itself. Only in his early twenties, Lloyd discovered his Blight childhood had given him several lung issues that restricted his cardiovascular fitness. Lloyd, sick of the monotony of his work and seeking some kind of hopeful moment, took a day to visit the Tomb of Warriors. He knew better than to trust the Government and wondered if the past might inspire him to drop his work and stop being a part of the grim machine.




Skills, Strengths and Flaws

Skills:

Streetsmart: Lloyd is aware of the rougher parts of life. He grew up in the Blights and spent some time working with criminals in various capacities. He knows when a situation's dangerous, how to handle himself and how to find the right people. Lloyd is reasonably academically capable but has minimal education.
Athletic: Lloyd's had to be physically fit with the lifestyle he's had, building up health through exercise with friends and through needing to be fit to get by. He's strong for his weight but limited by his lung disease.
Casino Dealer: Lloyd has spent over a year working in a casino and has an intimate knowledge of many gambling games popular in the Spires as well as a basic idea of the mechanics of Spire casinos.

Strengths:

Empathetic: Lloyd's no stranger to his emotional side. While he may sometimes lack emotional control he is at least good with the emotional sides of others, and of situations, and tends to take feelings into account before cold, hard logic.
Kind: Despite moments of bitterness Lloyd is kind-hearted and tries his best to do the right thing, help others and be a good person.
Quick-Witted: Lloyd thinks quickly and can often come up with sharp jokes, jabs and even good ideas in a pinch.
Charming: Lloyd has a smooth confidence that leads to being quite naturally charming in most situations.

Flaws:

Cynical: Lloyd grew up around bitterness and suffering. He despises the government regime and those who just fall into line, even if he did himself he felt a lot of self-hatred at the time. Lloyd can be hateful towards the Government and become either angry and determined or negative and despondent.
Hot-Headed: Lloyd does not have a true temper problem, and he is not aggressive, but he is very hot-blooded by nature. He feels out a situation and often acts based on gut emotions which are prone to error, even if he usually means well.
Lung Disease: Lloyd has an undiagnosed lung disease almost certainly caused by growing up among Blight's pollution. It limits his cardiovascular fitness and can cause heavy coughing, shortness of breath or even lightheadedness. Lloyd cannot afford to get this condition assessed.

Personality Impact: The SHAZAM! Protocol includes memories of heroics. A clash with a villainous version of himself who believed he was righteous. An orphaned boy lost and alone in the face of a wizard, telling him he was not worthy only to accept the boy's confident claim that true worthiness was not the same as perfection. A sense of innocent almost naive righteousness and a desire to be a hero, to trust in others and to believe in good.

Physical Impact: The SHAZAM! protocol has no physical effect at all until the word SHAZAM! is shouted at which point it transformers the user to a tall, muscular and almost godlike version of themselves.




Superpowers and Weaknesses

Superpowers:

Shazam!: By shouting the word 'SHAZAM!' Lloyd is transformed into the avatar of the wizard 'Shazam'. Through this transformation he becomes empowered by six gods, though they all greatly limit their influence over him thus far due to the nature of his transformation with Solomon wholly refusing to share his knowledge thus far. When transformed Lloyd gains the following powers:

  • Superhuman Strength: Shazam is extremely physically strong, more than capable of breaking steel, hurling humans or even vehicles around with relative ease.
  • Superhuman Durability: Shazam is extremely resilient to conventional harm such as small arms fire, physical attacks by humans or even being struck by a car.
  • Superhuman Speed: Shazam is capable of outrunning a speeding car, dodging bullets and acting or reacting at speeds in advance of Olympic athletes.
  • Flight: Shazam is able to fly at will at speeds comparable to a jet.
  • Magical Lightning: Shazam is able to summon magical lightning in waves, balls, bolts or continuous streams. This lightning is extremely hot and can cause severe harm to even resilient targets.

Weaknesses:

Spoken Word: LLoyd must be able to speak to say the word 'SHAZAM!'. If he cannot speak his powers will not function, such as being underwater or in a void or even simply having a hand or tape over his mouth. If Lloyd says the word 'SHAZAM!' whilst transformed he will return to being just a man.

Worthy of the Wizard: Lloyd's powers are granted by The Wizard. If The Wizard chooses, he can take them away again. His protocol is one of those that inherently relies on the power of other beings and he gained the mantle of Shazam due to being shifted to the Rock of Eternity when The Wizard had had no avatar for a century. He must act in a way befitting of the Wizard's avatar, fighting for goodness and justice.

Lacking Powers: Lloyd's protocol has only just activated and the Shazam of yesteryear possessed many powers he does not yet have. These include: Unlimited Stamina, The Wisdom of Solomon, Access to magic other than Zeus's Lightning, Enhanced Regeneration, Fatigue/hunger and tiredness immunity, Infinite Courage, Telepathic Resistance and Achilles's fighting skills.

Cool. Do remember it's just his protocols, not him. The person using the powers is a whole other person. Most likely Kryptonian protocols will work via infusing DNA though in his case some of Kal-El's and some of Lex's.

Which does go for anyone, here. DC knowledge is not really needed at all. I can help find a powerset and past that the cyberpunk setting and AU pretty much wipes out vast swathes of DC canon here.

To the PC's the famed heroes of DC are just distant memories until game start.

Sweet sunshine, does the John Constantine protocol include the rather infamous Constantine bad luck? Because that's a heck of a handy plot device. Also the mental imagine of suddenly having a cigarette habit out of nowhere and a fondness for trenchcoats is pretty great.

I think it would do. These protocols are pretty much designed to replicate the crux of the 'character'. Speaking OOC-wise they are ludicrously powerful, but they're the big leap of suspending disbelief required to make the rest make sense, and for a fun group game.

Constantine's would likely also include a nicotine addiction and some kind of affinity for trenchcoats, yes.

My nonsense explanation for these aspects being added is that the idea was to perfectly replicate the heroes in lab conditions, it just didn't work out that way. And that they thought all the little facets may be necessary to have made them work so well. Who knows what Constantine might've done if he didn't have his vices. Yes, liking trenchcoats is a vice.

Addendum: What're the odds of someone with Constantine blood getting into just that right/wrong position to get the John Constantine package? I figure with the Amazo Legion around it'd be pretty rough for demons to get into the mortal world and nab people, so a few descendants might have gotten around, and even without powers (or maybe some subtle nudges here and there) it's not impossible that one could've ended up in the wrong place at the wrong time to get the full Constantine package? Just throwing things at the wall here.

It's possible for them to be a descendant of Constantine's but yeah basically all external threats have been stuck leaving earth alone for a while since they couldn't really deal with the Amazo Legion any better than earth's native heroes/villains could. I'd only really question what the point of having a relative is when they're getting the protocol anyway, and when the game allows so much space to make someone distinct from the original powerset. It's an option - just curious as to the 'why'.

Do remember you're not writing 'them' but someone with their powers, so it wouldn't be the same person Booster typically was. He'd have arrived back between 1939-1999, died and had his protocol created like everyone else.

I know sometimes there may be interesting ways to bypass the protocol thing but it's very much core to the game.

The main reason it's hard to tell is that it depends a bit on what the group ends up doing. I have plans but there's space for the PC's to really influence where the story goes.

If they decide to be full-time heroes and ditch ordinary life then it doesn't matter much, no. If any of them try to cling on to what they used to have, then it would matter.

They will be considered enemies of the state and hunted by the Government, especially early on.

Currently, I imagine they'll shift most of their dealings to working with underground organisations and criminals etc., what few exist, simply because they'll have very little real choice early on. I imagine they'll mostly wind up living in blurred personas and that it won't matter hugely just because trying to live a normal life will be pretty impossible due to how monitored most ordinary jobs and places are.
