Why doesn't Oxymoron mean what it sounds like, an oxygen-deprived person resulting in them acting like a moron?

Why do progress and Congress technically mean the opposite, but claim to be the same thing?

Why if humans are mostly made of water do we still drown?

Why is 'butt' not a verb if we have butter? Or 'fing' if we have fingers?
