In 2023 the American economy began to systematically collapse. The fallout from this collapse rocked the world's economy. In 2024 the newly elected president of the United States accepted a bailout loan from the wealthiest corporations in the world, and the interest on that loan was the rapid death democracy as the world knew it. By 2030 global corporations controlled an estimated 82% of the world's finances, and entire countries belonged to entities such as Disney, Apple, Google, and Amazon. By 2050 the common idea of government across the globe had been replaced by chairman, directors, and executive officers. These were lucrative years for society, and saw some of history's greatest accomplishments. These successes allowed for the birth of the Global Executive Office in 2072, which was little more than a board of the most powerful and influential - the wealthiest - individuals in the world gathering to bring humanity together beneath one large corporatocracy. With GEO at the helm, free from political burdens, the world catapulted forward with innovations for the next hundred years. History would record this as the golden era of humanity.

Climate change? Solved.
Sustainable energy? Obtained.
Off world colonization? Achieved.
Cancer? Cured.
War? Eliminated.

But behind the curtain of these monumental successes, the festering truth of the unsustainable nature of this societal structure began to build. The corporations began to cannibalize one another, and in the wake of achievement humanity was left in more dire a circumstance than it had ever been in. By 2180 the human population had swelled to a massive forty-one billion, and was still on the rise. Long buried tensions began to surface, and the division of the classes became the public focal point. These problems came to a head in 2192 when the underground movement known as the Third Class Republic stepped out from the shadows and began to take terrorist stands against what they saw as their oppressive corporate overlords. Later that year GEO established HIVE, a large scale peace keeping force and the first official military organization since GEO's ascent to power. The previously established SENTINEL program was absorbed into HIVE and its forces waged a nine year war against the Third Class Republic, but ultimately were successful in eliminating its leadership and disbanding the movement. However this would only be the first of several powerful enemies that would stand against GEO and HIVE.

In 2224, a cell structured radical group bombed the orbital stabilizers of The Bridge, a massive space station locked to the moon's orbit that helps close the gap between it and earth. Over 300 million lives were lost.
In 2239, several martian colonies banded together and captured HIVE command centers and formed the Free State of Mars, a rival political faction to GEO. A bloody thirteen year war ensued.
In 2275, a hacker group breached the social constraint protocols across the entire GEO Network. Though they were only down for hours, the resulting chaos took thirty years to clean up.
In 2318, genetically modified, cyberneticly enhanced, chemically fueled individuals began to surface and create major problems. DEUS EX, a specialist division of HIVE, was formed to counter these extreme threats to society.

Now the year is 2387. There are just over three quarters of a trillion humans. To make room for the sheer quantity of people, the earth's crust has been bored into to create an under layer called The Burrows. The moon, Mars, and Venus have all been colonized. Twelve enormous saucer cities - Kronos, Gault, Terlina, Romulus, Kataan, Boreth, Remus, Andoria, Tagus, Vulcan, Risa, Denobula - orbit earth. An artificial ring world has been created near Mars. Even with all this space people are cramped and nearly stacked ontop of one another - except where the richer social elite are. Technology is thriving; stellar travel is regular, cybernetic enhancements are expensive but available, genetic engineering is common, force fields happen, laser pistols are a problem, artificial intelligence is everywhere, and big brother is always watching. Citizens wear wrist bands that contain their identities, their funds, their status. They act as their badge to enter restricted places, and determine what sort of food they have access too. Food is largely replicated, and eating a real meal is a privilege reserved for only those most wealthy. Jobs are plentiful, but designed to fuel the corporate machine - you never work your way out of your class. But it's not all dystopian doom and gloom. For those that are content and just want a way to forget the stresses of everyday life, there's The Matrix. A virtual reality with endless established scenarios and settings to play in, or simply a place to craft your very own blissful reality. And for those that need something a little more active, something with some stakes, or a way to ascend past their social limitations, there's H.A.C.C. - Human Autonomic Cyber Clash. A deadly sport where 'drivers' interface their bodies with mechanical constructs and compete in high stakes matches for fame, fortune, and status.

Your identification bracelet made three sharp chirps and buzzed to life. As you pulled it up the holo emitters came on and projected an three dimensional image of HIVE's emergency logo. Soon every monitor around you came to life an displayed the same thing. Every phone. Every tablet. Every feed in the Matrix. Every holo emitter. Anything with a display that was in any way connected to the network. The emergency broadcast override, a feature hard coded into everything that connected. A feature rarely used, reserved for only the most extreme and dire situations. The logo faded and an image of a young woman appeared and began to speak...




But for you it was different. Your bracelet projection offered something different. No words, but a data code. An encrypted message to be viewed somewhere else, somewhere private...
"This isn't how the world was supposed to be. Humanity was supposed to evolve past this. We've explored other worlds. Yet we live like rats on our own. We've transcended the shackles of creation and spread the seed of our existence well beyond what we inherited. Yet for all the freedom we are proclaimed to have, we live as the oppressed. Stomped on and beholden to those who claim to be above us. And why do those that sit above us call themselves superior? Money? Lineage? Insight? Have we forgotten that we all bleed the same? Our roots, no matter how far behind us are the same. You are not a commodity, no matter what they tell you. We are not the fodder for their machine. The cycle will continue, until we do something about it.

They call me a terrorist. And they should. I want to bring them terror. I want them to cower in fear as we dismantle everything they have built for themselves.

Hello and welcome writers and friends alike!

Neo Requiem is a dystopian Cyberpunk/Science Fiction adventure that follows the activities of the government labeled extremest group by the same name. Characters that have been recruited to join Neo Requiem can come from just about any walk of life*, but the one thing that they have in common is a desire to make change in the way the world is. These characters should have some skill that can be taken advantage of, and in some form they need to have been 'activists' of some sort in order to be identified as safe candidates for contact and recruitment. The available skills are potentially limitless, but they should be focused. We could support multiple hackers, if say one of them is a field engineer good at disabling security systems and the other is a deep web hacker that is good at cracking into files and what have you. Generic, sweeping prodigy style characters will be denied on contact. Characters should be generally speaking team players, or willing to be so once they see the potential. They do not need to come from histories of no resources, but the overall resources they have had prior to game play should leave room for them to grow and be excited about what they are being handed.

The game will be sandbox in nature, but follow several small events and story lines for the players to interact with to push the more overall plot along. Given the dystopian nature of the game it will be placed in the extreme board.

*In general the characters should also be of lower social class, as those of higher social class are less likely to have issues with the current system. Concepts of higher class will be viewed skeptically and have the extra burden of 'proof of concept' to warrant approval. Basically, the concept needs to be extremely compelling, otherwise its unlikely to be allowed.

Long story short: this game should mostly be about those underprivileged individuals who have the skills and desire to enact change in the world, but lack the means to do so.



Some basic location information...

Earth (89 billion): Earth is divided into three major districts: Terra District is everything above ground, Atlantis District covers all aquatic cities, and The Burrows are all subterranean locations. Approximately 75% of Earth's population falls into The Underclass. Civilization here is built on top of itself. It is a cramped, filthy location in the vast majority of places.
Mars (43 billion): What started as several biome colonies has expanded until nearly the entire surface is covered. Though each colony location is its own, they are all connected making it almost like Tycho City. The planet is in the process of having a artificial atmosphere installed which will allow the domes to be removed and its transformation into a single city world to be completed.
Venus (6 billion): Only colonized in the last thirty years, Venus is a series of small colonies that mirror when Mars was first colonized. The planet is currently under constant construction and being expanded on. It's also a mining hub, as it is being stripped of its resources rapidly.
The Bridge (154 billion): A massive station that is located in orbit with the moon and circles the earth. The Bridge serves a secondary purpose of balancing the moons orbit around earth, and a tertiary purpose of stabilizing earth's weather systems - it played an integral part in solving climate change.
Tycho City (1 billion): The crown jewel of humanity is the moon, turned into a single city world. No one below The Private Class is allowed in Tycho City. The whole moon has been given an artificial atmosphere. It has the distinction of being the wealthiest single location across all others. It also has the smallest number of people per square foot. The ultimate destination state.
Orbital Stations (40 billion, each): Twelve saucer like cities that orbit earth. Each of these is distinct in the way that Brooklyn, Queens, The Bronx, Manhattan, and Staten Island are distinct.
Omicron Theta (22 billion): Humanities greatest achievement. A fully functional ring world that orbits Mars. Only members of The Upper Class or better were allowed to migrate upon its creation.



Some basic social class information...

The Underclass (30%, 238.5 billion): These individuals have almost no rights. They live at or below the poverty line. Approximately 35% of them are undocumented and do not have identification (which is illegal). These individuals live in the worst parts of everything, and Earth houses the highest percentage per population of them. Always risk factor 3.Yellow minimum.
The Consumer Class (20%, 159 billion): Analogous to the working class, these individuals live just above the poverty line. They are hopelessly trapped in the system.
The Common Class (20%, 159 billion): The lower middle class, these individuals are likewise trapped in the system but they are comfortably trapped.
The Upper Class (15%, 119 billion): The upper middle class, these individuals are the bridge between the "lower classes" and the "top classes". The Upper Class can usually go to, visit, shop, or otherwise check out places that The Private Class has access to and might use on the daily, only the upper class uses it as a treat.
The Private Class (10%, 79.5 billion): The minor social elite, this class was given its name because at this point these individuals and above are kept mostly separate from those beneath them. Where they live is like a whole different world. (Characters of this class will receive heavy scrutiny)
The Elite Class (4%, 32 billion): The social elite that live in luxury. These individuals have everything, and at the end of the day more than they could ever use themselves. (Characters of this class will receive extreme scrutiny)
The Diamond Class (1%, 8 billion): The top 1% of people. These are the movers and shakers of society that live on the top of it. (Characters of this class will not be accepted)
The Diamond 500: Also commonly called "The Forbes Class", The Diamond 500 are the literal 500 wealthiest and most powerful individuals alive. In short these 500 people are the people that control everything.



Some basic setting information...

The Matrix: It's the Matrix. Only not controlled by evil artificial intelligence. Just an artificial intelligence that wants to placate you... Wait...
H.A.C.C.: Basically cyberpunk MMA. Drivers hook up machines to their nervous systems and then use them as stand ins for huge spectator sport style fights. Drivers have a very low life expectancy. However, this is one of the few ways to elevate yourself beyond your class.
XG3 Circuit: Extreme Anti-G Cycle racing competition. Guns, rockets, sabotage, death, and really, really, really fast speeds. Equally - or more - lethal than H.A.C.C., but comes with even more fame. Something something you must have jedi reflexes to pilot an Anti-G.X Cycle...

HIVE: Mostly augmented humans. The enforcement division that has replaced arcaic notions of police and military. Also serves as a form of government, enacting policies and requirements.
SENTINEL: Autonomous robotic support and tactical division. These droid lines are developed to act as resource efficient support to enforcement.
DEUS EX: HIVE Black Ops...

What skillset, talent, knowledge, or other thing put you on Elizabeth's radar? Why were you picked to join this "terrorist organization", what benefit are you. What did you do that made you a potential candidate, and what do you bring to the team?


Identification Code: Nine alphanumeric characters in any sequence. This unique identification number is in short everything that you boil down to in society.
Risk Level: An assigned evaluation of your potential threat level to the status quo. Rated on a scale of 1 to 6, and coded either green, yellow, orange, or red.

  • Green: Data scrub, information not kept. In short, you're being ignored.
  • Yellow: Passive data collection, low priority. In short, some of your activity is being recorded but not monitored.
  • Orange: Passive data collection, high priority. In short, all of your activity is being recorded but not monitored.
  • Red: Active data collection and analysis. In short, you've been flagged and are being watched.

  • Non-Risk. Upstanding citizen, generally treated well and dismissed. Officials will quickly try to resolve your issues and get you on your way.
  • Low Risk. Casual citizen, generally treated well. Information might be checked quickly, but for the most part you will be flagged on quickly.
  • Potential Risk. Often held for extended questioning. You're always suspect, but rarely the focus and you know it. If you play nice, they'll likely leave you alone.
  • High Risk. Any justified reason is good enough to bring you in and assess your current situation. Always suspect number one when issues arise.
  • Elevated Risk. Any reason is a good enough reason to violate your rights and look into your life for a reason to get you off the streets. Frequently harassed and poorly treated by officials.
  • Confirmed Risk. Any reason is a good enough reason to get you off the streets. Extremely poor treatment by officials.

HIVE Records: Does your character have HIVE Records. IE have they been arrested, suspected, or otherwise implicated or associated with crimes. (Yes or no)

Registration: A voluntary way to wave some of your privacy in exchange for social benefits. Your bracelet is traceable, and all of its activity is recorded and stored. Registered citizens are able to access more of just about everything: locations, food, options, jobs, etc.

Catalog: Another voluntary submission of personal identification including biometrics, finger prints, retinal scans, and DNA. This information is securely stored, but can be used against you in investigations. Like registration, cataloged people enjoy social benefits.

License: The types of vehicles your character is licensed to operate. All licenses include all lower class licenses and sub licenses.

  • Class 5. Standard Wheel Vehicles.
  • Class 4. Hover Vehicles. 4B includes hovercycles. 4C includes passenger vehicles. 4D includes cargo and commercial vehicles.
  • Class 3. Standard Flight. 3B includes passenger vehicles. 3C includes cargo and commercial vehicles.
  • Class 2. Anti-G Cycles. 2B allows Anti-G operation on non Anti-G roadways. 2X allows for competing in Anti-G racing circuits.
  • Class 1. G0-Mach Flight. 1B includes cargo and commercial vehicles.
  • Class S. Stellar Vehicles.

She is turned over to Michael Frakes, the family steward. The Wayne estate is turned over to the appropriate managers. Control of Wayne Financial is turned over to the board of directors until Elizabeth's 18th birthday.
  • 02.13.2372 - Omicron Theta.Kirkview Province.Wayne Estate: With the help of Michael, Elizabeth files a formal request to have the HIVE Incident Report released to her. Her request is denied.

  • 07.11.2383 - Tycho City: Elizabeth Wayne is featured by several news outlets, and praised for her growth as an individual. A spot light is shown on her past and revealed to the public. Her story is spun as one of inspiration, as she took herself from The Elite Class to The Diamond.
  • 09.13.2383 - Tycho City: Elizabeth closes a deal and buys property in Tycho City and relocates there as her primary residence.
  • 02.06.2385 - Tycho City.Disney News Headquarters: Elizabeth is named years most eligible bachelorette.
  • 06.01.2386 - Earth.American Province.GEO Headquarters: Elizabeth is honored with a humanitarian award and recognized for her efforts to give back to the people. The reception of the campaign is generally neutral, but accepted as a GEO publicity stunt to help build moral.

  • Where should character sheets be submitted?
    Character sheets should be completed and then posted in this thread for review!
  • Can I add to the setting?
    You are empowered to create anything within reason. Locations, people, places, businesses are all on the table. When in doubt, ask, but the solar system is big enough for a lot of ideas so probably yes.
  • How many characters will be accepted?
    The short answer is I don't know.

    The longer answer is that this isn't about building a specific team, or fitting into a mold. Fun conceptual characters will be accepted so long as there is feasible room for them. I have no explicit limit on the characters that I'll take. Only that I'm not likely to accept every character. This game is ultimately about exploring personal stories. If your character has a story that reads like something fun to explore, I'll probably want them.
  • Why documented life events and not character history?
    I wanted something a bit easier to digest when reading, and something that left some mystery. This style, I feel, allows to you to get "what could you google about this person" rather than "this is who they are and what they've done and where they come from and why they are who they are". It's a lot less long winded, and leaves lots of room for exploration... Which for this story is important to me. You're welcome to be as detailed as you feel would be reasonably accessible.

Neo Requiem is the culmination of an idea. Elizabeth is a person with status and resources, someone who could enact change but she lacks the skills to do so. This organization, founded in secret by her, is her way to rebel against what is by giving those that have what she doesn't, what they don't have. Elizabeth will serve as the groups handler, their leader in the sense that she brought them together, and most importantly their bankroll. The character's I'm looking for (she's looking for) are those that can take what she has to offer, and help her do something lasting and good. This is part of the reason higher social class characters will be scrutinized, as there's virtually no need for "two banks" - and there's a lack of trust there, these people have such a little reason to commit to this cause. It is perfectly acceptable (and anticipated) that characters might be uneasy or scrutinize Elizabeth initially due to her status.

I was thinking of a guy who was born into wealth, but had all that taken and since then has had to rely on himself to survive. He did everything from H.A.C.C. to XG3. Emi is an expert at finding her way into places where she doesn't belong, both in and out of the network.  Her skills with tracking, shadowing and stealth make her the ideal candidate for tailing subjects and infiltrating locations physical and virtual.  Along with her ability to squeeze into tight spaces, quickly change her appearance and climb seemingly sheer surfaces with ease, her parkour ability allows her to not only safely follow targets but escape from pursuers.

This is a good question. I Culturally, I think we're at the point where the lines are totally blurred. National lines have been gone for a couple hundred years at this point, so mixing is going to be pretty rampant. With that comes the sort of self destruction of heritage things. I don't think we're far enough out where they're totally gone, but probably only really observed by "hardcore" families that are very deep into preserving it. Given the corporate spin on the world, it makes sense that things would eventually end up pretty homogenized in the mainstream - holidays in particular - with specialty things being available for those outliers who wanted to keep something from their past.

Spoken languages have likely been watered down to the big three being the most spoken: Chinese, Spanish, and English. I'd say that most people learn at least two of those (Consumer Class and above, likely), and several learn all three (Upper Class and above, likely). Other languages are unlikely to be dead just not generally observed.

Religions haven't changed much in the last couple hundred years, except for having seen more generalized tolerance - as you'd see with most social issues. The most evangelical people might suggest its time for a new crusade, given how sin is by far the norm now, and the focus on material existence has blinded people true way... And other gospel-spoken things. There have definitely continued to be religious zealots, but they've been mostly muted by just not being directly provoked.

So, I'm definitely willing to entertain this idea with a few tweaks. First of all, the Deus Ex bit will have to be axed outright - not necessarily the HIVE part, though. For simplicity sake, let's just say they're not so sloppy as to not deal with their loose ends. I'd like to see some limitation to either a H.A.C.C. or XG3 pro. While some of the skill sets definitely overlap, they take two distinctly different enough things that being both could limit someone else's vision of a character. tl;dr This flirts closely with the "Guy who has done everything", and we want to avoid that entirely. I am down with the idea of being born into wealth, but having had it taken. I'd like some elaboration on how / why that happened of course. Might be a very strong plot point though. And the last bit about freelance hacker and mercenary. Given his stint with H.A.C.C. or XG3, I think merc is likely a better descriptor. Hacker is again adding just another skillset onto the character that doesn't need to be there.

That all came off as me just like shotgunning your idea, and I apologize. I don't mean it like that. Rather, I'd like to see some paired down and more focused version of that. If that makes sense at all.

I am all over the vibes of this setting.

I was thinking about submitting an angry drunken character. She's all for any team that's involved with causing trouble for the establishment. She's former youth league member of HIVE where she received "aptitude and placement" training as an M.D. in Cybernetics then got sent to a couple years in prison for violating some HIVE rules. Now she's free to terrorize the corpies.

I'm picturing her as being Underclass, deceased family, raised by corporate school. She scored high in aptitude and sent for the HIVE youth league training to become a Doctor. Since she's underclass she sees the real shit side things, causes some trouble, gets sent to prison. Now she's out and living in squalor back where she started.

Where are we in the spectrum of story telling for this setting. Would we be running ops Shadowrun style with lots of action or living out a dramatic noir lifestyle tinged with rebellion?
