Tales of Erelhei-Cinlu (3.5 DnD, lots homebrew, mid-high level gestalt game)

As an introduction this game is based on my earlier game which I tried run but never got far. Also in that game, I allowed one players become matron mother which was a risk and proved perhaps wrong idea itself. Matron mother of the house players will be involved in will be created by me and be a NPC under my control. However players get to create their house, influence it and through said influence also affects what kind matron mother runs the house. However, that part happens in session 0 after I have selected my players, I aim for 4-5 players selected for this game. Far below are char gen rules but please asking questions or even think building chars, check out my homebrew rules on base classes as much is changed about them and how they work even. Homebrew besides my own asks GM approval and player wanting it needs to provide a direct reference link to the wanted material if any. Otherwise, all official 3.5 era DnD materials are allowed. Including dragon magazine but it's well-advised to give reference to source/pg for any outside core book (to spells, classes and feats or items). Without further ado, here comes fluff and then chargen rules.



Erelhei-Cinlu


Vault of the Drow

House Eilservs was long the most powerful of Erelhei-Cinlu's noble houses, and long believed that the city should be ruled by a single queen of their house. When the other noble houses allied against the Eilservs to prevent this from happening, the Eilservs renounced the worship of the demon queen Lolth, turning instead to an Elder Elemental God. They then attempted to establish a puppet kingdom in the surface world dedicated to the worship of their new deity, hoping this would bring them enough power that their claims to supreme power in the Vault could no longer be denied. This scheme was thwarted by a band of adventurers.

The same adventuring party, with numerous allies, then entered the Vault itself and assaulted the Eilservs estates and the Great Fane of Lolth itself. In the aftermath the Eilservs were ruined, their wealth and power shattered, and vengeful priestesses of Lolth turned on them to exile what remained. Many fled to the lesser drow city of Angrimm, which was subsequently overrun by the vampire spawns by a female drow vampire countess known as De'lilyth.

The Priestess Wars

Back in the city, the remaining noble houses squabbled for dominance. The Tormtor and Kilsek houses were the chief claimants, and the Tormtor elected to reject Lolth and embrace the worship of Kiaransalee to challenge the Kilsek's claim that their long devotion to Lolth had earned them the right to supremacy. The houses of Everhate and Aleval allied with the Tormtor, as did a group of extraplanar githyanki. With the Kilsek faction was aligned the houses of Despana, Noquar, Godeep, as well as the illithids who naturally opposed their githyanki enemies (most likely these were the illithids of nearby Dra-Mur-Shou).

As chaos and savage battles overtook the Vault, hundreds of drow died, as did hundreds of their mercenaries. The conflict lasted two centuries.

The war was finally ended after Eclavdra abased herself before Lolth and underwent a horrible punishment to prove herself. Surviving unmarred, she made a pact with her goddess whose nature remains obscure but evidently involved seducing and betraying the demon lord Graz'zt. In reward, Lolth intervened personally to end the war. Though turning her concentration to this conflict cost the Demon Queen of Spiders her two promising holdings on the surface, the war was ended definitively. House Eilserv was reinstated in power and House Kilsek was banished, replaced with House Archwinter who took over ghetto of the dead by House Eilserv blessing after the arise of the rather unique case of matron mother who had single night slaughtered all siblings and own mother since she was sent to be sacrificed by Lolth. Leaving no doubt that Lolth had been enraged wrong judgment call by the former matron mother of Archwinter.

Most recently, House Lice-Drilloth has risen to power by exterminating the last of House Everhate by using an army of spiders and a handful driders. Also, House Shi'quos was displaced (destroyed) by the up-and-coming House d'Szeossen by using rather nefarious means, such as assassination and extortion, along with leveling accusations of treason. The drow of Erelhei-Cinlu has gained a certain perspective from these tumultuous events, replacing overt military schemes with more subtle scheming, at least for the time being.


Geography

Erelhei-Cinlu lies in a huge cavern, over six miles long and nearly as wide, beneath the Hellfurnaces known as the Vault (also known as the Vault of the Drow). A huge chunk of turnkeoite on the ceiling of the Vault gives the appearance of an alien moon, whilst much smaller deposits of other exotic minerals give one the impression of a starry night sky.

Major bodies of water within the Vault include the Pitchy Flow, the Weeping Spring that flows north and west into it, and the Mere of Glooms in the midst of the Weeping Spring.

Much of the Vault is filled with forests of lichens, crystalline growths, and fungi. Merchant estates are scattered south of the city, as are fortresses for the male and female orders of warriors. The city itself is built on the southern bank of the Pitchy Flow in the northern corner of the Vault. A single structure, the Flying Bridge, connects Erelhei-Cinlu with the other side of the Pitchy Flow. Across the river is a plateau containing the estates of the noble houses, and a tunnel leading to the Great Fane of Lolth.

The city of Erelhei-Cinlu is surrounded by a 30-foot-tall wall of seamless polished basalt, interrupted by 40-foot square towers at regular intervals. On the shores of the river, the wall is 50 feet high and without towers; the river wall is the exclusive domain of female soldiers.

The buildings of Erelhei-Cinlu are alien and strangely disturbing to human eyes, its streets narrow and crooked.

Population

Erelhei-Cinlu boasts a population of some 27,000 souls. 40% of these are drow, 15% are troglodytes, 12% are bugbears, 10% are surface dwellers and undead, 4% are mind flayers, 4% are trolls, 4% are yugoloths, 3% are kuo-toans, 3% are demons, 1% are svirfneblin, 1% are orcs, and 1% are githyanki or githzerai.

Religion

The principal religion of Erelhei-Cinlu is the worship of Lolth, the Spider Queen. Other deities worshiped by the drow of Erelhei-Cinlu include Kiaransali, and Zinzerena. The priesthood of Kiaransali is dominant in the Ghetto of Chattels, though always under the supervision of Lolth's priestesses. The Great Fane of Lolth is located in a separate cavern; worshipers must leave the city and cross the Pitchy Flow and the nobles' estates to reach it. In the Ghetto of Foreigners, along the Street of Lies, the drow permits the temples of deities worshiped by other races, including Nerull, Boccob, Ralishaz, Incabulos, Erythnul, Beltar, Raxivort, Vecna, and Tharizdun, though the temple of Tharizdun is more of a museum than an active place of worship. After the resurrection of Orcus, one of his temples is said to be found here as well.

Languages

The drow speaks their own dialects of the Elven language mixed with Undercommon, the common tongue of the Underdark. Drow often use Elven and Undercommon interchangeably, creating an effective pidgin language at times. Other races who come to the Vault of the Drow, including duergar, illithids, humans, and others, have their own languages but Undercommon serves as the lingua franca for trade.

Transportation

A road leading from nearby tunnels and caverns opens from a fissure in the Vault's southern wall, leading past a fortress called the Black Tower a mile north before reaching the city proper. All non-citizens must stop at the Tower to be inspected; they are given green silk cloaks to indicate that they have been cleared. Foreigners without these cloaks are normally killed or enslaved by the drow in short order.





Characther Creation

Starting Level: 12, gestalt
Stats: Can take 32 point buy or take risk rolling 3d6+6 (drop lowest 1) to all six stats (send to me with player's E username along this game's name in the comment section using E's roller), two series of roll with allowing swapping one rolled stat from other series replacing one roll from the chosen series. As an added perk, if someone goes the ironman route (roll one series of rolls), they get bonus feat for having guts stick with their initial roll (need add it into a comment with goal stick what you roll by writing it's an ironman stat roll).

Class/Monsters: As gestalt you normally place one class other side and another to other. However, I allow LA templates, races (naturally drow etc) and also monster PC's (minotaurs, driders) or even outsiders (draegloths, succubi, yochlols etc). So HD + LA of said monsters are placed on one side of gestalt and class levels to the other. Figuring out monster stats are simply -10 to their stats and then rounding down the scores (if no official source explain the stat figuration for PC monsters). Not going use the savage species monster class progression, just pick and take anything 12 or less in HD+LA area. Also, normal gestalt rules forbid using hybrid PrC's (like mystic theurge). However, I allow them with one condittion; you must qualify for said PrC with classes in one side of the gestalt (so fighter 12|cleric 3/wizard 3/mystic theurge 6 is okay).

Races: City is pre-dominantly a drow city, but with chargen given can allow playing some monsters or outsiders. But there are other races as well; humans also could make way to underdark. But with the above lore, all outsiders (even drows) wear the green capes (which glow brightly) in the city. Alternatively, you can play as slaves as well to the house where all other PC's will be working/serving in. Houses do employ mercenaries as well but unless your not a true citizen you must wear a green cape to be in the city (or risk being caught not wearing one). Now most slaves do not have gear but your 12th level gestalt, so you must be a valuable slave and likely thoroughly broken in loyalty to the house (or have fierce geas holding you back or magical slave collar ensure loyalty). So playing a slave is entirely RP choice of player and does not affect any part of the chargen. Also would not be unheard of if matron mother has taken a non-drow consort (if well accomplished one) but there is the only room of one such consort.

Overall otherwise any official WotC published race/monster is open as are templates. But I hold GM's right call 'no' for any which I find unbalanced (savage species feral template is one such template).

Alignment: Any (serious), albeit do take note to working with and living in drow city which most inhabitants are evil alignment will test any good aligned persons morals and albeit IC wise drows give no fuck about your being good, but if you act against their society rules, you will get into serious trouble and any disobedience to matron mother of house your working in/serving is not tolerated. But do not stop me you playing CG drow (so long it's not Drizzt clone, clones get horrible deaths). Just need as player figure out how such drow had survived or kept morals as they were. Also ofc faiths and gods which are hostile to Lolth centric city and openly displaying faith is not smart idea, as even if namely city tolerates other faiths in city in specific section, does not mean priestess does not decide flay you publicly and church of Lolth is absolute authority in city.

Starting Gold/Gear: 150,000gp for gear, no item costing more than 50% of your budget and adding magic item effects to a single item (creating custom item) is +50% cost of any items added to the base item (which is always cheapest listed item price, can freely choose form between all added items freely). Example Ring of Invisibility (20,000gp) added to Amulet of Health+2 (4,000gp) would cost = 20,000 x 2 + 4,000 = 44,000gp. Can choose amulet or ring shape. Crafters can only get 50% added benefit from crafting gear themselves (so they cannot get more than 225,000gp worth of gear crafting all their stuff). Crafters have the same gp item cap as normal people do (75,000gp is the max item price, but crafters pay only 50% for its cost to get it).

Leadership (feat): For purpose leadership score you got both Great Renown (+1) and Stronghold (+2) modifiers added in your leadership score, as 12th level chars you got some kind of fame developed and serving a house gives a base of operations. However, slaves cannot take leadership feat. Even if they gain it via class they benefit none at all from it (or any form of it). Also regards controlling cohorts/familiars etc, you control both unless convincing fellow PC to control them for you.

Allowed materials: All WotC published sources. Homebrew/Custom needs GM approval (and link to it, if entirely custom needs to be discussed here or in PM).

Homebrew: You gain feat at every odd HD (instead of every third level, max 2 flaws allowed to gain extra and flaws need to be approved by GM) and every 4th HD gain +1 to two stats instead of one. I speak of HD as even if you get monster HD it does not allow additional feats/stats but any 'racial feats' from being monster are free as usual. Besides this check out my homebrew class changes, seriously. As I have seen people propose fighters despite they no longer exist. Ignore the rest stuff in the linked thread as their meant other games than this, only what I use is the class changes. The intent behind my class changes is to make some less used classes more inviting to take and progress further than 2-4 levels.

I do not demand full sheets for application purposes, just need to fill the below info for application purposes.

The final countdown choosing players is at next monday at 28.9!

When Dora began displaying powers beyond those of any normal unicorn, her mother again, did not panic.  She turned to her friends in the local Hirophant order of Druids.  Once it became clear that many of Dora's new 'talents' were of an Arcane nature, the Druids turned to their own ally... a Regent in the Arcane Order..

Fascinated, he agreed to take her on as a pupil, and later, as a fellow Guild Member.

Dora herself regularly visited her mother, as the nearest Order tower was within a day's flight of the borders of her forest.  (Pick a Large Forest, temperate) However, living among scholars, she soon found their delight in learning about the world.  She retained a strong sense of the balance of nature, but took with it the desire for improvement of life so common among her Human and Elven order brothers and sisters.  Until she was captured by one of the Mages of her own order, a Drow Noble of some influence, who spirited her away before anyone was aware.

Still quite young by Unicorn standards, she knew someday she would become the Guardian of her mother's forest, but she is pleased to know that day is most likely centuries off, as she can not return until she is freed.  Meanwhile, she does good, as best she can, while enslaved to a Drow Noble

If going for unicorn, easiest is perhaps add it as a 'slave beast' to the house. Bound serve the house and matron mother. Perhaps itself moralizing 'bring light and good' to cruel hearts and hope it sparks growth somewhere (as form endure slavery without falling deep depression cause of it).

So I assume this is evil campaign in origin? Also I have no idea what gestalt is to be honest. *One trip to d20srd later...* Oh. Two classes at the same time taking the best of both worlds. Ya know its rare to indulge in the dark side in this forum so... Yeah i want in!

I understand that the drow are quite matriarchal and all position of power are held by the ladies in drow society. Save for within military but even then in limitations. Drow men can be sorcerers/wizards just fine (and preferred them be men as women try groom women to become clerics). Indeed it's matriarch society, however drow men can own slaves of any gender and race and do whatever they want with them. Also as there is regular trade in foreign ghetto there is brothels in ghetto where drow men (if desired) can go have fun. In regards holding leashes and such; drow society is build upon ladder of power and dominance and submission. You submit to matron mother, but if your high ranked (as you should be as 12th level char), anyone below you despite gender is fair game.

Only added elements why women could rule technically below your rank, is that if their daugthers of matrons/nobles and also if their clerics of Lolth. If a commoner female comes across you, you can boss her or even rape her if she is weak and has no influence or any protection. In females case she refuses call help for three reasons; one being make entire event public (the humiliation), second is survival and avoid being killed and third is possibly feign interest so she can have revenge later (and also she knows she unlikely gets help from anyone, even fellow guards).

Albeit cleric of Lolth *may* possibly intervene but they may judge that it's your female victims job to prove she is stronger than you, as if some female is too weak to resist, then is no worth of effort even go rescue her. Of course this is entirely forbidden done on nobles and most rich merchant women got bodyguards. So this sort minor transgressions are ignored outright by the law and customs, if your male drow is a noble (which means either marrying into house or born into it). Mercenaries, even drow, do not get that much leverage.

So as male drow have lots of ways hold a leash. Physically or by magic. Also Selvetaurm clerics are often male and they are accepted (their directly subservient to Lolth's church). Also another way gain power is be part of Lolth church; like a arcane devotee (male drow wizard who has gained approval/support of Lolth church) or even Fang of Lolth (a elite church hitman which all fear, including nobles).

Also, being warlock associated with church (having Lolth granted arcane powers via pact) can work albeit female warlocks outrank you and are more revered.

Thanks for the clarifications and elaboration Zaer. It gives me time to consider my options and looking over your home-brew rules again, I am thinking things over class combinations. My idea was to be a noble of said house (wizard/cleric or ranger/wizard/arcane archer), or perhaps a mercenary whom has a target to kill either (ranger/rogue or rogue/wizard). At the moment I am not too sure about the fighter classes, I say that because it don't exist but I know little on the sub classes. Lacking source materials or just gotta have a long look of the books.

Background (max 2-3 paragraphs): In youth he was a sneaky child whom often frustrated his parents and servants alike with his affinity for hiding. This knack for stealth helped him well in martial training as he proves to be an efficient ambush attacker. However what was worrying was that he had a lack of enthusiasm for working with others or showing the discipline required for a soldier. However his mother was clever and played to the youths aptitude, making him into a dangerous bounty killer and assassin instead. Little did she know how competent he would be and how potent an ally he was to the family. She expected much and he exceeds expectations.

As an adult his enjoyment of debauchery flourished as did his appetite for power. Many a drow would turn on each other at the drop of a hat and damn the consequences. Not him. He prefers to keep his house strong and as such when it comes to his house he has a strong sense of loyalty. Anyone whom would seek to weaken the house from within due to petty ambitions winds up dead. However during his time spent as an assassin and bounty killer, he has shown himself to be more than a mere attack dog, exercising pragmatism on his job. If there was more to be gain from a living target than a dead one, he would bring the target back alive.

However he soon learned that he could only climb so high. Be it a sister, a daughter or whatnot he would never see himself in a role of leadership, regardless of aptitude or lack thereof. Thus he would take his frustrations out on his "pets". Exercising this want of power with those he enslaves and captures, he had since sought greater ambitions that head of the house. He hopes to keep rising in reputation knowing a position of power is out of reach. To him, legends and glory last far longer than mere positions of power.

I'm like 10 years familiar with Pathfinder, but never got the chance to play 3.5. Is there still room for me / are you willing to help with building my character?

I understand totally if you prefer someone versed in 3.5 proper and not its sucessor.

I am open for new people, albeit you need to learn the basics first from 3.5 DnD before you jump in making char to this game which has lots of homebrew rules. Gestalt itself is an exotic form of blending two classes together into one. The best source is the online SDR; https://www.d20srd.org/index.htm

Just go Basics => Core Mechanics (and then go combat). It's quite similar to pathfinder but there are differences; for example sunder does not work targeting a CMD (there is no CMD at all whatsoever in 3.5), it's an opposed roll (attacker and defender both roll against each other).

Also, skills do not have +3 innate bonus if you got it trained/proficiency for it and invest a skill rank. Modifier is skill rank + ability modifier (and your max cap on skill ranks is level/HD + 3). Thus why you get x4 amount skill points in the first level.

Also ofc there was loads of splat books in 3.5 before it ended. So your case best stick on core classes and mechanics.

My reasoning?  I figure a Drow Slave is probably not allowed to keep really nice items if a Drow wants it?

75,000gp is a cap, the +2 tome is 55,000gp and +3 is 82,500gp. So if you planned buying +4 or +5 tome, then I say no. You can purchase +2 tome, but nothing beyond +2. You can later buy or find a greater tome as treasure or loot, but in char gen stick on the 75,000gp limit for single item. Also is true drows would not allow slave to keep very nice items if so desired, but your also 12th level slave and thus more than a mere slave in House your serving in. Your investment, an asset. Matron mother has invested in you and thus you get nice gear despite being slave.

Personality (1 paragraph or 3 terms from TV Tropes site): Lavena is a social manipulator, with brute strength and decisive action to command. She typically gets her way and makes a point of it. Whilst she can be reasoned with and it is good to negotiate with her. But irk her, and she will direct that scorn at you in some form. Outwardly, she appears to be very blunt and straight forward with her feelings. As if wearing them on her sleeve. But she actually hides her true feeling and strikes when is most oppuruntune to get her way.

Background (max 2-3 paragraphs): She is one of a few Matriarchs in line to assume the role of leader of her clan. Her sisters vie for power and authority over her clan. To get more of her clansman on her side and to show Lavena up. However, her sisters cannot match Lavena's strength. In a straight forward fight, Lavena makes a mockery of them. They have lost so much favor and trust that the sisters have consorted to working together and attempting shady tactics to dethrone Lavena's position. Which Lavena respects, if brute strength doesn't work, then change your tactics. However, this very concept is what she adopted as well.

Lavena has started communications with Erelhei-Cinlu. Specifically House [name]. She has gathered support and has started trade of goods between their clan and the drow metropolis. Which has propelled their clan into much more power and comfort of living. Her sisters have become the equivalent of gnats compared to Lavena. Having been shown to be outclassed, outplayed, and shown to be wildly incapable. Lavena is all but assumed to be the next Matriarch of her clan.

Without having to worry much about her clan, she is strengthening her relations with House [name]. Perhaps at a goal to further enhance her clan's position. Maybe making her clan into a household or a nation of it's own with Erelhei-Cinlu as it's ally.

Background (max 2-3 paragraphs): Aewyn was born to privilege among the nobility. With her father been the regent,  she always had lesser nobles serve her family in turn. As the noble child of a count and like any family members she receivde hereditary titles, land, and estates, and was among the most wealthy nobles in her domain. Knights and minor lords paying tribute to her family, and her parents attended directly to the monarch. She was expected to attend the royal court.
A shaddy mentor took an interest in her development and volunteered to train and sponsor Aewyn. This creature's motives might not have been entirely clear, but without its influence she would not be who you is now.
She always had an innocent expression and a silver tongue, so naturally she was recruited as a spy during her childhood. In her adolescent years, she dealt with or was possessed by a fiend who lent her raw power at a time of great need. This experience tainted her body and mind and changed her life. Some part of the demon remained inside her like an old friend, influencing her toward destructive ends, and sexual submission that would come.
She then met a young human girl, Megan Stormfall, with which she started a love relationship, and the two friends began adventuring as a pair. But during one rescue tentative of some people they both got captured and tamed into sexual slavery by the drows of Erelhei-Cinlu. Megan serves as a blackmail tool against Aewyn and vice-versa, so she slowly sinks into darker ends to be sure her love survives.

Background:

The youngest boy of the family had the honor of being a murderer before he was even born, having killed his twin sister in the womb. Even as a small child he was deeply cunning and entrancing.  The attention he got usually just resulted in him getting beaten more. The Matriarch may not have ordained him worth her time but she did give him two major boons. The first was that he would only be hurt in ways that wouldn't leave a mark. The second was that he was given full access to the library where he delved deep into religion and philosophy.
   
As the youngest son he little privilege owed to him but he took what he wasn't given. He wasn't great at sneaking things undetected instead he was very persuasive in showing why any rule he broke never applied to him in the first place. He also was great at sexual favors and it didn't take long past his sexual maturity to have slept with every one of his siblings. This continued even as he twisted lessons on wizarding to cast divine magic instead. He frequently mastered difficult spells with greater ease than the priestesses that prayed so diligently for them. He claimed it was a gift from Lolth. This acquired him an extremely potent mentor in the insane Archmage  Anybis Velifane.

His pride grew to the point he eventually entered The Fane of Lolth and declared himself a priestess. He did not ask for it, he did not demand it. He just said it as if it was an indisputable truth. His eldest sister took the initiative to sacrifice him for his blasphemy with the assistance of every priestess in that part of the temple. They dissolved his body and sent his soul to the demonweb pits right to the Goddess he had dishonored.
 
There was a certain prestige in sacrificing one's own family. The first daughter felt very smug until she felt dozens of venomous fangs sinking into her spine. She lived just long enough to see the brother she had killed, Abduxuel, wearing robes reserved for the most favored of Lolth and holding the very scourge of fangs that killed her. Lolth returned Anduxuel to the fane, not just alive but wrapped in omens of her favor and channeling her power as proxy. With such obvious sign of their goddesses approval he was accepted as a priestess and allowed to return home. Where he said he would immediately take the place of the nameless daughter he killed or he would murder every one of his mothers children until there was no choice but him. The fact that he still has living siblings shows they were wise enough to kneel and let him pass.

Anduxuels power as Lolth's proxy  quickly faded but he kept all other gifts. The first daughter is a very divisive figure with many accepting him as rightful holder of his position as first daughter and respected priestesses and thus they hate him as they would any powerful female on the rise. Then there are those that see him as a mockery of the power structure they live by and thus hate him for a completely different set of reasons. Then there are the rare few who understand Lolth's nature. Perhaps Abduxuel was a female drow all along and received great favor when he overcame the weakness of being born male bodied. Whether that's true or not Abduxuel's position has powerful drow questioning everything they know about where threats to them will appear. That must please Lolth greatly.


***Abduxuel was full Matron Mother in previous iterations of this game not once but twice. One of which was earned through RP. I also didn't include MalexMale as a kink since sexual preference isn't really a kink

I prefer if you rename your char very least as I have included house Archwinter as a NPC house (a matron mother who did kill everyone in her family, sort cleaned the slate anew). So bit similar to your story but your famed more for unorthodox reputation being born male but then turned female/dual form after death. But as said house name and such details follow in during session 0 with chosen/selected players.

Smut activity is up to players, but drow society has sexual influences. Their entire social dynamic structure is about who is above you (dom) and they got rigth treat those below them (subs) as they desire as it's their prestige to do so. Overall game is meant have political intrique games as open military conflicts are for now frowned upon the noble houses (as there has been serious conflicts in recent history and city is still reeling/recovering from it). But there can be conflicts but more in cloak and dagger sort approach.

Ilivarra was always a precocious woman, seemingly disinterested in the politicking of the Drow. Despite this apparent disinterest she still managed to climb the ranks to a modicum of power, though she never grew terribly high in the rankings of her sister priestesses or within the city itself. Still fiercely devoted and loyal to Lolth, she instead turned her attention towards maintaining the status quo of Drow society. She did not want another war for reasons that perhaps largely stemmed from her hedonistic lifestyle.

Likewise, instead of vying for control of her house, she instead had cast an eye to what some would consider “lesser” conquests. She has been spending a great deal of time cultivating relationships with the various businesses within the city as well as trade into and out of the city. She prefers to garner power from the bottom up rather than from the top down.
