Definitely, and now I've got ideas tumbling around inside my head.  Thanks for the suggestion, btw ^^

No worries.. have a few I’m trying to put in order...stealing from Solomon Kane’s staff of Bast as a tie in to Catwoman’s origin

Sorry for the double post, but I wanted to share my idea of how to make Starfire fit into the setting more.  Whatever the White Martians did to her while they had her captive has made it next to impossible for poor Kori to properly regulate her own body temperature, especially whenever she uses her powers.  As such she has to wear a cooling apparatus nearly all the time, which gives off great plumes of steam from its exhaust ports on her back whenever she has to fire a Starbolt, for example.  What'cha think?

Works for me. Sounds like a steampunk version of her classic chemtrail hair.

Crensler

Basically, yeah.  It also adds a bit of a limiter to her, so if she runs out of steam (haha, I'm so clever) she has to either find a place to refill the tanks or get out of the fight.

I love the normal humans in this world... "And what's your power, Green Arrow?"

I, uh, am really good at gymnastics, argument, and archery?

Batman's answer to the same question: "I'm rich."

First draft:

Olivia is tall for a woman, and slender. She is not considered a beauty by the standards of the era, but would make a good model in the modern day. She has a easy smile and a calm demeanor, unless she's getting worked up about politics, especially penal reform and women's suffrage.

Olivia Drake was in her late teens when she begin a tour of the continent. A terrible storm blew her vessel off course, ship wrecking it on an island. It was far from deserted, filled with 'savages', who were of course nothing of the sort. They cared for the foreign woman, tending to her injuries and needs until she was recovered. Then, since it was an egalitarian society, they taught her to hunt and track and survive in the wild.

Eventually, Olivia felt confident enough in her abilities and succumbed to homesickness, taking a canoe back to the mainland, to rejoin 'civilization' where, due to her exotic outfit, she was promptly accosted by some local lowlifes. After being incarcerated briefly from that fight, she eventually made her way back to England.

At home, she quickly became bored. The sultifying Victorian morals curtailed her freedoms, and placed ridiculous limitations on someone used to  self sufficiency and independence. Olivia bounced between being a respectable woman of means, and a borderline criminal adventurer in the underworld.

Gaining some fame as a woman archer, she was challenged to a contest by the Locksley clan, a reclusive group of the best archers in the world. Olivia couldn't truly compete with their technologically advanced bows, but she proved her expertise and passion with her regular bow sufficiently to be rewarded with their marvelous invention.... A compound bow. Due to the modular nature of the weapon constructed by the Locksley engineers, the bow could be changed to a rapier at need. In an emergency, special super compressed steam vials could be used to add extra power to arrows, and to create  secondary damage if fired at a target.

Powers Abilities: Expert archer.
Master of disguise (Olivia has a secret identity as Oili Queen, male adventurer. She hasn't been found out once yet.)
Competitive gymnastics and parkour abilities.
Perfect balance, superb resistance to disorientation, no fear of heights or falling.
Tracking and hunting.
A martial art similar to Akido learned from the island warriors.
Rapier combat.
Aristocratic demeanor. Olivia is from a famous family, and fully trained to relate to the Peerage. She can socialize with anyone from royalty to commoners.
Linguistics: Tutored in French, Latin, and some Spanish.

Minor skills: Lockpicking
Forgery
Contacts with the lower social classes, and some underworld ones too.

Is it cool to invent some characters for providing a bit of a rogues gallery for use?

Sure is! You can create personal nemeses for your character or got thoughts on baddies in general you can throw 'em out.

Elizabeth Ecsed

Gotta have some sort of steampunk flyers... Launching from a dirgible for crime...

Crensler

Yeah, oh, like steam powered gliders that keep themselves aloft with jets of steam!

Okee doke, I'm feeling like there's a solid level of interest in this to open recruiting. The OP has the sheet but I'll plop it here too...

Go ahead and post yer peeps here. Feel free to keep asking questions and brainstorming. Anybody lurking can still hop in. A reminder that "Seven Soldiers of Victoria" is just wordplay that popped into my head when I thought of this, there's not a numerical limit on players. The group is officially the Royal Society of Extraordinary Gentlefolk. Characters can formally be members or informal allies (for instance, I'm gonna be playing Mera who won't be an official member as her loyalty is to a different monarch), participation-wise it won't make a difference. The group in pretty autonomous, the Queen is more concerned with results than methods, so stuff like secret identities and personal agendas are good.

How do people get recruited to the group?

How secret is it?

Goooooood questions.

One idea I had is that the Royal Society of Extraordinary Gentlefolk is publicly known but is seen by the people as mostly a fraternity of rich and/or well-connected eccentrics get together to talk about odd going-ons and conduct silly rituals or experiments. It's actual purpose of being defenders of the realm against unusual threats is a secret. As such it's not unusual for the Society to invite people who are quite unusual to their headquarters.

In addition... and you in particular might get a kick out of this... the Royal Society possesses Drake's Drum, which could be used to summon those with the ability to defend Britain in its hour of need.

So characters could be people that have caught the eye of the Society and invited, summoned by the Drum when England had need of them, or if you want just happen to be at the right place at the right time.

Ah, hm, I tended to picture that Aleksandr is fairly open with his powers, as far as it goes.

Is the situation in general that powers are a secret thing or is it known that superhumans exist and stuff happens? I mean the first mad scientist airship nation conquering armada attempt would probably be hard to cover up, as it were.

There is public weirdness that happens but its not commonplace and the government downplays some threats to keep the people calm. Plus with our heroes trotting the globe your average British citizen might even be aware of some catastrophic kerfuffles that went down. Now someone like Aleksandr (or Mera for that matter) can still be open with their abilities. They're the type that would get a formal invitation to visit the Society, with locals feeling a little bad that such important people have to appease such a group of dilettantes and eccentrics.

Anyhoo, nothing is written in stone at this point and things can be tweaked to fit individuals.

Who is actually in charge of the group? They serve the Queen and country, of course, but someone's got to be the handler, the herder of cats, the assigner of missions...

Crensler

I just realized Victorian type people are going to be exposed to Starfire.  Who has no shame whatsoever.  Oh dear xD

I got a couple peeps in mind but wanna wait and see which characters are decided on so I don't end up messing with someone's ideas. The initial mission will be given by the Queen herself.

Yeah, Mera and Victorian modesty aren't exactly gonna see eye to eye either.
