I'm looking to play that with a system which either could be one of my own (you'd have to dig into my discord or dropbox for that. Will post those links if interest is shown), BESM 4, or Modern AGE ideally, but not anything d20. The default assumption will be the game I wrote Visual Novel World, using the Apocalypse World Engine.
So I'm thinking about playing a new-ish cop , not quite a rookie, but in the business long enough to want to get a detective or undercover assignment, (or possibly seasoned federal agent) who barges into her superior officer's office and demands that. So anyway, she gets assigned to infiltrate and/or monitor a gang by hiring on as a stripper in one of their clubs. So she goes to this club, maybe has a little bit of a rough altercation/rape scene with a member of the gang. Turns out her brother rescues her... by fucking her willingly. I've not quite figured out how this should go down.
Thinking if she doesn't know it's him at first, it's because she's a federal agent assigned to go to this town from some other office she'd moved to and turns out that her brother had already moved there after he left several years ago under mysterious circumstances. In this circumstance, it'll need to be revealed after he creampies her.
If she does know, then maybe she wasn't aware he was a gang member (while he is aware she's a cop), or even that he hung out in the club. And he fucks and creampies her to show dominance to the other gang members, who then leave her alone because she's "his bitch"
Either way, the end result is bro creampies cop sister. Could be a one shot, I think I want it to be a longer story carried out as long as someone wants. Ideally in a long term game, she would start off resistant to being raped by the gang members, or having sex with her brother in general, but would subconsciously put herself in rapey situations and end up bimbofied because of it.
