I'm presuming you're trying to figure out how kiara got a 19 and an 18?

If so, I think the answer is there's an option for humans called dual talent that swaps out most of the other bonuses for +2 to a second stat as well.

His mother always told him the he was "The Child of a Powerful Sorcerer", she would say this as he played in the Kitchen of the Inn she worked for, seems he was the result of a one night stand with a traveling Mercenary...His mother merely a serving wench at the time. As he grew he understood their were great expectations for him, so he was disappointed to find that upon his thirteenth birthday he was still unable to call upon any magic, staying as mundane as his mother. She remarried then, the inn keepers son finally successful in his advances. They had one daughter, his half-sister Mary. he started work then in the inn, learning to cook at his mothers side so she could take care of his little sister.

Years passed, his mother grew and stepfather grew old, and his sister became a fine young woman courted by the Blacksmiths son. Meanwhile he had been working as the cook for "The Bard and Boar" for eight years and realized he wanted something more with his life, that was when he was twenty eight years of age. He bade farewell to his family and traveled to the nearest capitol to train as a solider, the next two years were spent doing grueling training, and discovering that his skill with a blade or with any weapon he was trained to handle was almost supernatural. Unbeknownst to him, the spark of draconic blood he got from his father had decided to manifest another way.

The year he became a full guard was the year of his nieces birth, and now he was much more than just a solider or a cook, he was now an uncle. Guarding the main Capitol did not allow him much time to see his niece, but he corresponded with his sister and always made time to travel down to see them when he could. It was such a blessing though when they moved to the Capitol so his brother-in-law could take over for the ailing blacksmith there, whom he had apprenticed under in his youth. He felt fulfilled, he had a job protecting not only nobles but the common folk as well, the love of his family, and the adoration of a little girl who thought the world of him.

The night it all went wrong, and the days that followed would be something he would remember for the rest of his life.  There was a ball, held by the nobles, for the nobles that he was assigned to guard. He was at the east entrance when he heard screaming and left his post to see if anyone was in trouble. He found nothing on those foggy streets and was getting antsy so he returned to his post. What he found chilled him to the bone, a Nobles son lay splayed out on the streets, his throat cut and bleeding into the dirt. He was arrested and charged with murder, sentenced to death by hanging until his feet stopped kicking. He could not bear the thought of his families eyes as they watched, so when they offered him a chance to live he took it. If only to spare his niece from the image of him dying.

When the day came, he said his goodbyes, kissed little Amelia(his niece) on the forehead, and headed off to colonize a new land...or more likely to die on one.

Though he is 34 years of age he is proud of the body he possesses, Honed by years of physical labor and grueling training to become and stay a solider of his nation. Standing at an impressive six feet four inches this man towers over other men. His powerful frame weighs in at a firm two hundred and eighty four pounds and the muscle is shaped quite nicely under tanned skin. His long black hair is starting to show signs of graying, silver streaks running through some of the strands to add a bit of salt to the pepper of his long mane.  He keeps his strong jaw clad in a well maintained beard, braided into to short braids hanging off of it. His eyes are a deep forest green, but seem dulled by cynicism from the situation. Body hair does not grow wild, luck of his fathers genes once again.

That's correct, Dual Talent allows a second +2, in exchange for the extra feat and the extra skill point.

Human - Oracle of Sarenrae

Born into a poor family with 8 other brothers and sisters, Shalashaska, born Silas Avron, seemed destined for little else but the life of an impoverished peasant. At least that was until he was noticed by a group of missionaries of Sarenrae, who had stopped by his humble village along their travels. Their cleric had sensed in him a touch of divinity, marked by the goddess as one of her chosen. They beseeched his parents to allow them to bring him back to the church, and knowing he would be given a better life there (and having been promised a nice financial "blessing" from the church in return) they gave the boy over to them. From there he had been raised as an oracle, a devote worshiper of Sarenrae. He worked from the central church in the kingdom's capital, and was soon chosen to become a "sun seeker", a special priest who stared deeply into the sun's light to try and decipher the goddess's will from it's brilliant rays. It was a prestigious, though fleeting, position, as their interpretations wielded significant influence over the church, though a human's weak eyes meant they would inevitably go blind gazing up at the sun for extended periods of time. Most sun seekers would only last a few years before going blind completely, and thus having to step down from their position, though the sacrifice of their vision was seen as a noble one worthy of great respect.

This would have been Shala's fate as well, as he was only a few months into his time as a sun seeker when the new regime took over, had they not swiftly put a stop to it. Sarenrae was among the most widely worshiped gods in the kingdom, and her church wielded a great deal of power and influence over the common folk as a result, especially when new edicts and revelations came down from the sun seekers. Fearing the threat of said influence, the new regime quickly went to work destabilizing the church's power structure. And while they knew they could not merely slaughter them outright or ban the worship of the goddess, their favored tactic was to decentralize the church's hierarchy by splitting up high ranking members and sending them off into exile into remote parts of the kingdom under the pretense of "holy missions". Shalashaska was one such case, having been assigned the enviable quest of venturing out into the new world and bringing the word of Sarenrae's radiant benevolence to the people there. Obviously those in the church understood the true purpose of these ploys, but could do little to directly oppose them. And so Shala finds himself bound for a new world, a half-blind young man with no experience going on adventures or fighting back hostile forces. With the influence of his position gone he finds himself merely hoping to help out in whatever small ways he can.
What a thrill...with silence and darkness through the night....
