I don't see the Shoutbox

I've heard about the Elliquiy Shoutbox, but I do not see it located on the forums.  I've heard that it's public and can be viewed by approved members, but I don't see it.

Is there any way that I can access it?

The shoutbox has not been active for some time, it's the blank area next to your avatar - or that's where it used to be when it was working. Veks had to take it down to reduce strain on the site.
