Animation/.gif AI?

Hello~

I've been looking for an image editting AI that can animate an image and make it a .gif

Like, with my current avatar for example, an AI (or any online tool really) that I can select the tentacles and animate them. I got one that did something like that, but it just made selected parts shine instead of actually animating them.

And the name of the one I've seen several times is completely gone from my mind, I know people use it along with Midjourney to do amazing images with cool and natural looking animations.
