Long wait on e-mail verification?

I'm posting on behalf of a friend of mine who's trying to get in here so he can set up his questionnaire and start in on the real approval process~ It's taken a good six hours now I think and no sign of the e-mail so he can confirm his account isn't a spam-bot or whatever reason forums actually do those things for. x3

So, I was wondering if this amount of delay was normal (I recall I received my e-mail nigh instantly) and I should just tell him to be patient, or if perhaps there are some other issues worth knowing about? How long do you think we should wait before trying something, and what would you suggest we try if that time period elapses?
