Topic: Vigilante game (one on one) Need Villain(ess)

The title pretty much explains it I've been wanting to do a game with the girl in the pictures below and could never really figure out what to do with her.  I know superheroine though if she has powers I would say a healing ability.  The villain would take control of the game and such as that for the most part in developing the plot but I would like some input or will offer some if the GM should get stuck.  I don't have a solid character idea for her in mind but I was thinking badass while in costume (or tries to be) and a bubbly college going girl out of costume. 

So basically post ideas of a game you have in mind.  Oh and while I love for my heroines to run into trouble, I also like situations that they can get out of too so keep that in mind.
