E is less a person as much as it is a psychic gestalt of every mutant ever killed as the result of prejudice. Existing as a sort of psychic parasite- E has the following powers.
-E is naturally immaterial, and can only be restrained by magic that specifically incorporates Order.
-E is an incredibly strong telepath, and is able to create illusions by directly implanting sensory input into a subject's mind. Telepaths attempting to enter his mind may succeed, but often feel they are in the centers of psychic maelstroms.
-E is telekinetic, though not strongly so.
-E is able to hide inside the bodies of others, and can make suggestions as to behavior of it's host.
-E's most dramatic power is the ability to encourage a state playful anarchy and insanity in others. Not mind control in the strictest sense, people under the influence of this power are immune to mind control- but lose anything resembling impulse control. Actions that have the direct consequence of harming themselves or others are avoided, but otherwise E turns entire crowds of people into playful madmen.
E's immaterial state is permanent. It has no body, and can not physically interact with the world without acting through a host. E also requires hosts to survive, as if it rests outside of a host the psychic energy would dissipate. Hosts experience at best their imaginations being amplified to the point where focus on complex tasks becomes impossible- and in some cases complete psychotic breakdowns are possible if E took the host unwillingly.
General Personality/Traits: E is completely insane. While it's stated goal is one of freedom for all, it tries to accomplish this through psychically manufacturing insanity in others. It's not malicious by any means- it's more like E is a force of nature rather then a person.
History: The lies have to end. The lies have to end. Mutant Rehabilitation is Mutant Concentration, everyone knows that. Laser blasts and psychic minds, chaos magic and quick moving time. Thousands dead for no reason or rhyme but for having powers. Right now, they're just doing metas that don't play ball with the Holly Act. You know how these things work, they never stop with just one group. Who's Next? Gays? Liberals? Jews? Socialists? Catholics? Smokers? We can't let this stand, we won't! This is what happens with the abuse of power, the abuse of authority, and for this there is only one sane response. Anarchy, Choas, Madness.

Known Mutant Power(s): Inheriting his most if not all of his abilities from his father, "Mr. Fixit- The Super Bouncer of Las Vegas" has the primary ability to leap several times the height and distance of a normal person. He possesses superhuman strength, especially in his legs, along with superhuman endurance, agility, reflexes, coordination, and flexibility. His tongue is also highly elastic, durable, and prehensile. He can also secret a chemical from his skin that makes him highly adhesive to most surfaces. Beyond that, his abilities all stem from extensive training from some of the best trainers in Vegas- especially in slight of hand maneuvers, combat tactics, kick-boxing, and "spotting a con".
In what's probably the most controversial aspect of his public persona, rumors are surfacing that the success of "Lady Velvet" as the most expensive prostitute in Vegas may be due to unconfirmed mutant powers of enhanced charisma and attractiveness. What is known is that for a woman old enough to have a son in his low twenties she's aged very well, and if she has these abilities she definitely passed them on to her son. Toad was considered ugly and misshapen, but "Mr. Fixit" is said to make the ladies swoon with a glance and can sing like Sinatra to boot.
Weaknesses: His powers, while showy and impressive looking, aren't really all that impressive in terms of sheer power. Mostly, he succeeds in superhuman battles because he fights smarter then the other guy, not harder. He's almost more a local Vegas celebrity then an actual superhero.
General Personality/Traits: Showy and charismatic- he's grown up in the Vegas lights and never wants to leave. Could have had promising careers as either a stage magician or a kick boxer, but chose to use his powers for "the good of everyone" instead. Not that he isn't a decent person, but that's some very well paid PR people talking. Does like seeing that everyone makes it through the day safe but doesn't plan on going broke while doing it either. His biggest personality flaw however is him and women- he can't get enough. His rumored list of past sexual partners includes politicians, movie stars, random ladies that happened to walk into the same casino. . .it's a list of ladies that supposedly is in the hundreds. True, he's always used protection- but god damn!
History: The product of a condom break in a paid encounter between Toad and Lady Velvet, it's unknown exactly why the most expensive prostitute in Vegas kept the baby. Rumors range a lot of different directions, ranging from "Magneto threatened to kill her if she didn't at least bring it to term" to "Lady Velvet is also a mutant, she used Toad so that she had an excuse why her kid would test positive for the mutant gene".
What is known is that young Simon Velvet displayed his powers quickly, and he'd take to Vegas like a fish to water. The neon was in his blood they'd say, and almost be right. A frequent figure on the Strip, Simon would eventually learn to sing like Sinatra, make with Magic like Houdini, and most importantly- fight like the last "Mr. Fixit". Hired by the Luxor to be a super bouncer, he'd soon adapt the identity of the most famous metahuman to ever take a job as a Vegas bouncer- the Hulk when he was using his "Mr. Fixit" identity.
Soon "Mr. Fixit" would expand his territory to include other casinos- and the "Super Bouncer of Vegas" was born. Part superhero and part bouncer, the son of a joke supervillain is certainly doing very well for himself in Sin City.
