[Idea] Superheroes, mega troubles.

I guess it should be two groups, though the hunter group could have people like scientests, politicians or lawyers in it.
The power level will be 7, both for heroes and their opressors, as the humans will just be crack soldiers or agents, or 'sanctioned' supers of the same variety.

If we're talking about second-edition M&M, skill costs are standardized at a value that doesn't make everyone reading the book go "WTF were they thinking?"

If we're talking about first-edition (which there is no reason for unless people are all lacking the 2e book), well, nobody ever buys skills.

1st edition is fine if you replace the horrendious skill exchange rate.

1st edition was a fun game, but had some serious rules quirks.  (And in my experience, even making the skill rate 3-for-1 resulted in entire groups with zero skills.)  I'll still play with either edition, though.

I have second edition, so i'd really prefer to use it.
The power level is '7' for all characters. It would make sense for the captors to be more skilled at military stuff, while not nessesarily having lots of supernatural stuff in them. It's only a suggestion, of course. I'm requesting a forum now.

Exactly a reason that i prefer non-nonsense, heavy duty restraints. Just so somebody won't slip away taking a form of a fluffy bunny or slithering snake.

That's a good point. It would likely look like that:
Villan:keep her restrained in the power-nullyfying delta-thingamajig, otherwise she'll change shape again.
Henchmen:our crack troops are more than ready to deal with a collosal monster. we trained all yesterday.
Villan:no fool! she'll change into a cute bunny! we're all doomed then, my evil and spoiled daughter will surely betray me, she loves cute bunnies!
Henchmen:yes sir!

Feather dusters can lick? Man, I need to shop somewhere else for cleaning supplies.

Look at the cover.

If it doesn't say SECOND EDITION at the bottom, you have the first edition.
