GM needed- Gotham City Street Level Superhero Sandbox

Hey there, I have an idea for a street level superhero game based in Gotham City. I'm thinking our characters will be more or less non powered, or very low powered so they fit into a Batman street level sort of world. I'm seeing this as a small group, with 5-6 players, and I need someone who could run the events and story as a GM. I will work with this person, and I'm happy to do anything I can. I have plenty of experience with group games,  but I'm never been a full GM before. So, here is hoping I can find one! Please, hit me up!

Are you looking for a system, or free form?

A system might be possible, but I really have no experience with that. My idea was someone to act as sort of a game manager and story crafter. Basically, we let the players write their own story in the sandbox, but with events, and an overall story happening where we push the story along. So free form is what I think would work best, but like I said, I'd be open to a system but I have no idea how that would work.
