Too Far: A Grim-Dark, Realistic Vigilantes RP

Last night I watched the movie "Harry Brown" starring Michael Caine. Without spoiling anything, I can just describe the movie as old British veteran and widower goes vigilante on young gangsters in his neighborhood. This has made me crave the idea of doing a vigilante RP.

Now, this RP will be adult not because of graphic sexual content, but because of violence, drug use, profanity, and other disturbing material.

The RP will focus on a group of people living in a fictional city in a fictional country (haven't decided on names yet). Guns have been outlawed in the country, and are extremely rare and hard to come by. Even the police usually don't have guns. In this one particular city, a street gang made up mostly of older teenagers and young men has risen up to take control of the streets. Strung out on all manner of drugs, they rob, burglarize, vandalize, and commit acts of violence purely for fun. The police have proven utterly ineffective at stopping these criminals, and most police avoid neighborhoods where they know these young men like to congregate.

Our characters would be members of the community who've had enough and decide to go vigilante on these young men in the hopes that they might eventually bring down the gang altogether.

I should be clear: I don't want our characters to be superhuman in any way. When they decide to fight, injure, or kill a gangster, they do so at tremendous risk to their own lives. They have to be clever about the way they dispatch them. I feel this story could be particularly interesting in that our characters will constantly be the underdogs against criminals who are more physically fit than them, more well-armed, and more experienced as fighters.

Granted, we can play characters who are veterans, people who've become strong through construction work, former cops who lost their badges, boxers, former gangsters, etc. But I don't want there to ever be a scene where two of our characters take on ten gangsters without a problem. For that matter, unless our characters can gain some kind of huge advantage over their enemies, I don't even want them to be able to deal with just one gangster without a problem.
