Yeah... maybe I should add in a bit near the end of the biography saying that Wally seemingly sacrificed his life to save the world, but was actually trapped in the Speed Force the entire time.  First post will be about him escaping the Speed Force. :p

== Physical Description ==
Charlie is a 5 ft 7, about 130 lbs human Mutate. Their naturally white hair, and unnaturally pale skin, have made them somewhat ostracized since the incident that changed their life as dramatically as their appearance. Musculature is slim, essentially a runner or swimmer's build, focused more on speed and endurance than feats of strength. Charlie is a female presenting "true hermaphrodite," a condition directly resulting from the incident that induced her mutation.

== Persona ==
As their alias would suggest, Charlie is rather quiet, not bothering to talk much unless the conversation interests them above a certain degree. Having had their unnaturally washed out appearance from, essentially, in utero has made them somewhat shy to boot. When it comes to social interactions, Charlie is as likely to stay away from the thick of it and post up by the walls as they are to simply phase through them altogether. Still, when action or interaction is required, they become extremely determined. It wouldn't be inaccurate to describe them as stubborn, almost bullheaded, once they set upon a plan of action. The fact that it is almost impossible to keep them out of somewhere they want to go certainly doesn't help. Something of an airhead, due more to a lack of attention than intelligence.

Something worth noting is their mental state. It has been suggested that they might fall somewhere on the high functioning side of the autism spectrum, due to an inability to properly read social and emotional cues, and a lack of respect for boundaries. They are at an age, however, where determining this definitively would be next to impossible. Prefers they/them pronouns, but she/her are also acceptable.

== Key Skills ==
Selective Molecular Density - Charlie's primary skill is manipulating their molecular density beyond what should be physically possible. Having been more or less born with this power, she's had plenty of time to develop it over the years. It has been honed to the point that they can selectively choose what can and cannot be touched when in optimum settings. For instance, an arm will be intangible, only to have the hand materialize once it's inside a person while the rest stays immaterial.
 
Teleportation - It's currently unclear if this is a separate power, or an evolution of the molecular manipulation. With focus, Charlie can effectively become so molecularly diluted as to disappear, reforming elsewhere. While faster than her standard maximum movement speed, the translocation is nowhere near instantaneous, and has a maximum geodesic limit of about 100 feet.

Enhanced reflexes: While not explicitly superhuman, the training Charlie has gone through to develop their power to the point it is now has increased reflexes and reaction time to the human limit.

Enhanced Stealth: As a side effect of malleable density, Charlie rarely makes noise without intending to, and is effectively completely silent when intangible.
Painting skills: A successful painter in her spare time, Whisper relies in face paints to hide their identity, and is experienced in applying camouflage, as well as other general uses of art.

== Advantages ==
Molecular shenanigans: By changing their density, Charlie can do certain unexpected things others might not. They cannot fly, for instance, but can levitate and float by becoming lighter than air, operating on the same basic principles as a blimp.

Safety system: A (likely autonomous) part of her brain shunts away foreign matter when they rematerialize, essentially protecting them from, say, dropping through the floor and becoming one with the foundation.

Indomitable Will: Because their powers require a lot of focus and calm, Charlie is hard to rattle and rarely panics.

== Disadvantages == 
All function, no form: Because they have had their abilities essentially since birth, they haven't really had to learn to compensate without it. If their ability to phase shift is blocked somehow, their fighting abilities are significantly weakened.

Physically weak: Again, because they've yet to be placed in a situation where strength topped strategy and finesse, they have physical strength that is average at best.

No psionic shielding: While their willpower is high enough to put a green lantern to shame, there is nothing preventing a sufficiently powerful telepath from locking up their mind.

Power of diminishing returns: While they can use physical contact with others to phase them in a similar manner, there are severe limitations. For instance, the selectivity of the power is negated, they can both only be fully intangible or fully physical. Further, the system that prevents her from unintentionally becoming one with foreign matter does not extend to others; if their concentration is broken, or they choose to phase back early, any passengers can be seriously injured or even killed.

Manual activation: While their powers leave them all but invincible when active, they are not automatic. The autonomic system that protects them does not extend to their powers as a whole, which require conscious activation. As such, they are susceptible to sneak attacks, and they are completely defenseless while sleeping.

== Background ==
Charlie was born mutated, to a degree. An experimental procedure was performed in utero to try and fix what were seen as severe genetic abnormalities. While the process did fix some legitimately troubling chromosomal deviations, it also caused others. The experimental virus injected in the zygote created a person who was a little unstable. Still, their parents loved them, regardless of their appearance. Possibly feeling some extreme level of guilt over causing the mutation, they determined to make every effort to ensure that Charlie would become morally just.

They succeeded. Charlie became enamored at the antics of the Supers at a young age, and her father encouraged it, figuring proper role models would make them someone who would use their powers for good. They would become someone who would run into a collapsing building and rescue trapped civilians, instead of someone who would phase their hand into someone's brain for an instant lobotomy. While taking on various monikers over the years, and trying to do everything they could think of to hide their identity over the years, often related to their ghost-like powers, recently they have been trying to do something different, hoping to reinforce their heroic identity. It's with this in mind that they decided to try out for a spot on the Titans. Thankfully, their actions saving lives over the years are somewhat well known, which meant it was somewhat easy to convince the ones in charge that Whisper would be a powerful ally.
