(Super) Hero Certification Program (HCP) 1986

Looking to create Original Characters with a writing partner. Any gender identity or sexual orientation is welcome. Primarily, I will write as a cis female hetero. Our primary characters will be, class mates, rivals, and friends (maybe more? we'll see.)

Setting: Super Powereds by author Drew Hayes (No previous knowledge is needed. See below.) The year will be 1986, you'll see why in the information.

Premise:
New Students (our characters) will be individuals with special abilities like a comic book super hero.

Our characters will enter into a college where there is a secret Hero Certification Program (or HCP).  Supers such as us go to school and attend special hidden classes deep below ground where we are trained and tested to become government certified super heroes. An Average of fifty students a year enroll but usually only a dozen will make it to graduation.  It is an intensive set of classes designed to stretch the upper limits of a "Super's" abilities and see if they have what it takes both physically and mentally to be a Hero. 

Those that graduate will do an internship and become heroes. Heroes join teams that protect cities and aid in crisis, they are often more famous than musicians and actors.

Extra Notes

HCP students train in secrecy at their respective colleges, there are less than 6 such programs in the US.

All supers are spotted at a young age through blood tests, there are specific genes for it that can be detected.

The Super gene was first noticed shortly after WWII when the earliest Supers (called Variant Humans by the government) were found.

Not all supers will go to HCP, but any can try out for it. College recruiters sanctioned by the government will determine if you can go.

Many supers live normal lives, some play "Super League" sports, some use their powers for business, or anything at all really. As long as they are not breaking the law they are allowed to live normal lives. Some achieve a certain amount of fame as great sports stars, etc.

Another avenue for the non-HCP Supers is to join something called Privately Employed Emergency Response Supers (PEERS). Corporate-Sponsored Superheroes that are called out by insurance companies or the government for rescue work, clean up after major hero battles, and environmental disasters. They can sometimes achieve a certain amount of fame as well, usually because they are often walking advertisements for their corporate sponsors. The job can be lucrative and it's all lower risk than Hero work. The usual type of a PEERS member are wash outs from HCP programs, and those that just simply choose not to put themselves or loved ones at risk while doing Hero work. Note: Heroes sometimes refer to them as CORPIES. Most say it without thinking, it's become a common slang term but it was originally termed in a derogatory fashion.

Department of Variant Human Affairs (DVA) - Is the government run organization tasked with handling all supers, HCP governance, and control/containment of Supers that are a danger to themselves or others. Founded in 1957

After completion of the HCP program graduates participate in a 2 year internship with a hero team. The best students get the most choices as Hero teams get to pick who they want on their teams. The 2 year internship is often referred to as "Side-Kicking."

Power Levels:  The powers will be weak to begin with. An example might be a person that is about twice as strong as an Olympic power lifter but over the course of the four years in the HCP they will become 10 times stronger. Or someone can shoot eye lasers that will set fire to flammable objects, after four years in the course they will probably be able to use the eye lasers to punch a hole through a brick wall. Powers will often have triggers that can help the student grow in power. Example of this might be the strong hero learns over time that as they get hit and injured they become more resistant to injury. So not only do they get a lot stronger after the four years but maybe they can also become tough enough to shrug off a crowbar to the face.




Story:
For the story, I will control the Dean of the HCP course and the general direction of the program. If you wish to create a teacher, or fellow student as a side character (NPC type), we can discuss that. I'm very open to it and would love to see my writing partner control extra characters to breathe life into the world.

We will begin the story by having our students go to campus, set up in dorms, then immediately attend our first class with the Dean of the School giving the commencement address to all the students. From there we go to our first HCP placement/ranking class.

We can discuss the writing process in more detail when you message but in basic outline I'm looking at having it play out as a series of scenes: an intro, some middle scenes, and an end of term finale. The idea here is to build a shared history between our primary characters that I will later use as "canon history" for my character (and yours if you want) in other stories.

This is a story driven solo, sex is only a small part, if any, which depends on our characters and npcs. Keep in mind my primary character will be a hetero female. I'm more interested in our character development.




Writing Style: 3rd person.  I prefer someone that can post multiple times per week, almost daily is preferred but not necessary.




Optional bonus points if you are interested in extending this eventually into a group game where our characters are now retired heroes, maybe teachers, and doing some world building with me. Keeping in mind that I might use this same setting to write different stories with other writer's as well but every story will be unique.
