City map generator?

Can anyone recommend a freeware software program that can generate a city map? Hopefully it will have customizable colors, and allow you to move things around, kind of like vector graphics.

I may just have to use a paint program. But if anyone has suggestions that would be great!

It's a bit 'cute' in some aspects.

They aren't downloadable, but it saves time in MS paint.
