Bumping Policy: Do 'Place-Holders' Count as Bumps when a Thread is just started?

My question is pretty much in the title.

I understand how empty place-holders (to add space to work with) could be a bit obnoxious after one obviously has a thread established already, but what about immediately after a thread is being posted?

Edit for Clarity: I am of course, referring to the 1-on-1 Requests thread. Sorry, I should have mentioned that. :-)

That's, generally speaking, not something we penalize as a bump, no. We try to be understanding that sometimes when people first create their thread that they might need multiple posts to categorize their ideas in.
