Need help with CSS

I'm trying to create a profile for a Roleplaychat.org that uses CSS for profiles.  I want to make pretty decent look profiles, but the CSS is a huge challenge for me.  I can do fine with HTML and I used to have a bookmarked page that allowed me to perfectly convert HTML design into CSS code which I then copied and past on my profile page. 

Much appreciation if someone can point me to a converter or some layouts I could use.

I'm wondering if the CSS is inline or if it will be drawn from a stylesheet somewhere.

Usually on other people's pages, you can't drop CSS into a post. There needs to be a sheet housed somewhere or CSS in the actual HTML of the page on a level that someone normally posting can't change.
