Well, let's crack on, shall we?
Animal shifting - Max has the transformational ability to morph and transform into any animal that she has seen herself or has seen in an illustration. These transformations take only a few moments. As a corollary to this power, she can transform back into her default form if an external force like magic transforms her into an animal.
Oooh, interesting. We have an Animal Communicator, but no Animal Shifter. I like where this is headed! I do have a few questions, though;
- Is this power limited to animals that actually exist, or is it any
animal, mythical or real? In either case, perhaps just limit it to animals she has seen in person, in the "real world" That way, if I want to introduce a mythical creature later on, we can handwave her not being able to shift into it earlier as "She just hadn't seen one yet."
- Can she mix and match animal parts, or is it "All Or Nothing?"
- How long can she stay in her animal form before she has to shift back to a human, and is she limited by having to spend a certain amount of time in her human form before shifting again?
- Can she communicate with humans in her animal forms, or is she limited by their vocal abilities?
- If she goes to sleep or is knocked unconscious by something, does she stay in animal form, or revert to human?
- Does shifting and maintaining her form take energy, so she finds it harder when tired to stay in a form, or is it just shifting itself that she'd find difficult? Like...does it take constant energy / concentration, or is it a one time cost?
- Is it difficult for her to shift into a brand new form at first, so she needs practice with each animal?
While an animal, she gains all of the physical abilities, attributes, and characteristics of said animal, such as greatly enhanced superhuman strength (a gorilla), superhuman speed (a cheetah), and enhanced durability (a turtle), and abilities such as flight (various birds), and aquatic breathing (various fish). She can even gain the specific poisons and toxins produced by specific snakes.
Heightened physical form and senses - She seems to possess a degree of heightened senses in her default human form. Her body is also seems to posses a heightened strength and reflexes.
Eeeeeh....that starts branching into general Captain America areas. I'm not sure how this connects to her Shapeshifting, since the entire point of shifting is to get those abilities anyway. Plus, heightened reflexes is somebody elses main powerset, more or less, as is enhanced strength. Maybe you could get away with slightly sharper senses or agility, but the general Captain America vibe as well as shapeshifting might be a touch too much for WCBH power levels.
Increased healing factor - As a result of this rapidly changing genetic structure and enhanced metabolism, Max also has an increased healing factor. Her healing factor just means that she would heal at a faster rate than a normal human... ie recover in hours or days instead of days or weeks
Again, not too sure how this links into your characters power. She could shapeshift into an animal that has a higher healing rate, but I'm not sold on the "Having a healing factor as a default." It feels too much like you're trying to generalise and diversify, when the point is to specialise, y'know?
Animal nature - If she does not keep her mind focused or fight the urges she can in fact lose herself to the animal mind set that she has taken on. Which means that she does tend to have more animalistic reactions to things even in human form. So don't be surprised if she growls....or purrs in response to something around her.
Does this risk increase with time as well? Like, the longer she spends in one form, the more likely she is to start thinking like that animal?
Appetite - Due to her new enhanced Metabolism Max has a various appetite and can find herself feeling drained if she exerts herself without eating for a long periods of time.
What happens in relation to her power when she becomes drained?
Limited knowledge of her power - With this being the first onset of her powers Max will only be able to turn into animals she has seen. Nothing more exotic than what someone can see in a zoo. She also has issues controlling her natures or shifting(see above). She will also have limited understanding of her bodies new needs and its limitations or lack there off. So there will be a great deal of trial and error so to speak and a few awkward naked moments...lol
Ok, so see the above; is it seen in person, or in illustrations as well? I think the former would work better, if only because if she tries to shapeshift into a dragon and it doesn't work, and then later on I bring in a dragon, we then have to explain why she couldn't shift into the dragon when she tried.

How much slacking are we talking here? Too much, and she wouldn't have been accepted into MWH. So...C's, perhaps? Also, why is she in a public school rather than a private school? Is it just that her father can't be arsed to spend the money or do the paperwork, or something more? Or is it just that her parents are well-off, but not rich
Max fell into the popular crowd, her talents and status in life just made it seem like it was what she was supposed to do. It wasn't that she was one of the mean girls; she just accepted things as they were. High school life was good for her, even if her home life wasn't the best. But that was normal for everyone...right?
To be fair, the "Popular Crowd" at MWH seems to be rather benevolent at the moment so she wouldn't have been one of the Mean Girls anyway. Unless you want her to be. That's up to you!
Max secretly loves music, and not just in a I found my theme song sort of way. She secretly writes her own music and poetry. Not that she ever voices or believes it will happen.
Out of curiosity, does she play an instrument?`
