Picking an Avatar

I'm not sure how to do so to take a picture from the internet and turn it into an avatar here.  I have tried several pictures and all of them were the right size.  Have I done something wrong?

There's a restriction of filesize, too. I've had to drop the quality of some avatars to make them uploadable.
