What are the rules of Gif Avatar?

Even better question , how do you make them?

Every time I've tried  resizing gif it's just ended up being a still shot.

I'm just curious.

It depends on what program you're using to do the resize. Not all graphics editing programs will allow you to resize a GIF and still retain the frames that animate it.

If you do a quick Google search for programs that can create animated GIFs as avatars/icons, you should be able to find a number of them that work for you.

Some online editors such as Online Image Editor are also capable of resizing and saving a file as an animated GIF.

For mine, I used the one Caeli mentioned, the Online Image Editor. It works wonders. It also allowed me to grab the still that I use in my signature.
