When releasing his Shikai, Ryukishi may select 3 Kido to be under his Shikai's effect. While wielding his released Shikai, he is absolutely immune to those three Kido, and may use them to their most powerful effect without utilizing an incantation, not suffering the typical reduction in effectiveness.

His Bankai assumes the form of a returning paper tag which constantly scrolls characters across it which only Ryukishi seems to understand. He can throw his Bankai or touch it to a surface in order to activate it. Upon doing so, the object will be consumed in writhing characters. Anyone who touches the object aside from Ryukishi will be subject to myriad powerful Bakudo and Hado as though cast by Ryukishi with a full incantation. Ryukishi may select the Hado and Bakudo placed, each time he tags something. If placed on a large object (building) or on the ground, it covers a circle of the area which is 25 feet in diameter. When triggered, the seals do not vanish, they simply fire and then remain. If triggered again, they will fire at the same power. Ryukishi pays the price for each release of these Hado and Bakudo, however, as his strength begins to wane with each activation.

History:
Ryukishi was an average man in his first life, and had a loving wife and two beautiful daughters. He seemed to have the perfect life for a married man, until he came home from work one day to see his wife and daughters tied to chairs, and shot in their heads. Their house had been ransacked, and left with next to nothing. In one day, everything had been stolen away. Within an hour, he also had a bullet in his own head, and this one wasn't put there by a stranger.

Awakening to a new life with no memories, Ryukishi found himself with a strong desire to protect others, and thus applied to the Academy. Quickly accepted due to his strong spiritual pressure, he swiftly passed through the Academy solely on merit of his abilities with Kido, especially Bakudo, and his above-average hand-to-hand skills. Many years passed uneventfully for the most part, until he finally became attuned to his weapon enough to receive the trial of his blade for Bankai. After training in his Inner World for well over a week, he awoke to a worried Captain with a beaming smile, saying only "Bankai."

With him being the only other Shinigami in his Division with a Bankai, aside from the Captain, he was immediately promoted to Second Seat, and offered the chance to duel the current Vice-Captain. Accepting the offer, and even offering not to use his Bankai, Ryukishi never even drew his blade. Raising an eyebrow at the wanton charge of his aggressor, he simply began speaking, "Sai. Hainawa. Geki. Rikujōkōrō. Hyapporankan."

Within moments, the Vice-Captain of Squad 9 was bound by the arms, torso, legs, shoulders, neck, knees, elbows, and completely paralyzed. With a wan smile, Ryukishi muttered "Hakufuku. Tanma Otoshi. Sleep well, second seat." Following those words, he simply strode from the platform, leaving the former Vice-Captain bound in a knot of spiritual energy that even a Captain would wish to avoid.

After a decade of serving as the Vice-Captain of Squad 9, with the bitterness of the second seat aimed at him, he was attacked in the night by an assailant who failed miserably by stepping onto a single rune upon the floor which activated a previously cast and full-powered Gochutekkan, binding him in place by five pillars, while a similarly runed Hyoga Seiran, freezing him in place until morning. When Ryukishi arises from his slumber, he has the displeasure of finding a frozen second seat in his doorway, pinned to the ground. After suitable investigation, the second seat admitted to attempting to murder Ryukishi. As such, Ryukishi was given the honor of performing his execution, which he utilized a Kurohitsugi with the full incantation, lacerating the perpetrator's body from head to toe.

Several years later, his Captain chose to retire and appointed Ryukishi as the new Captain of Division 9. It has been about 5 years since that occurred.

Strengths:

Rare Zanpakuto: Tsukiko possesses the most powerful of all water-type zanpakuto.

Inventive Prodigy: When it comes to the interaction of Reishi with technology, Tsukiko is a gifted genius.

Speed Specialist: Tsukiko has become skilled at dodging and evading incoming attacks. Unlike many shikigami she does not revel in close combat and has become expert in using shunpo to both avoid attacks and to launch her own. She may not be the fastest of all time, but she is considerably faster than the average shikigami of her power level.

Tech Support: Tsukiko's division is R&D and she's known for stress-testing various inventions during spars and combats.


Weaknesses:

Claustrophobia: Tsukiko has a crippling fear of enclosed spaces and has dedicated much effort to avoid being in them when at all possible. She has spent a good deal of effort as Captain widening spaces around the 12th division facilities.

Bakudo Deficiency: She's fast and versatile but Tsukiko is not good with defensive bakudo. At all. It was her worst class at the Academy and even now is not something she handles well.

Zanpakuto:
Name: 乙姫、海洋のドラゴンプリンセス (Otohime, Dragon Princess of the Oceans)

In its' sealed state Otohime appears as a simple wakizashi with a pearlescent white hilt that sparkles with rubies and emeralds.

Shikai 私の意志、乙姫するために、すべての液体を曲げる! (Bend All Liquid To My Will, Otohime!)

Otohime becomes a naginata with a haft made of red-pink coral and a blade made of black pearl. Intricate golden bands spiral around the end of the haft and at the point where the haft connects to the blade. In this form Tsukiko gains the ability to create and draw on the ambient water molecules around her. She can shape and mold water into various forms and states, manipulating them with ease. Although the possible combinations are endless, she has four that she particularly specializes in.

津波をもたらす!(Bring Forth The Tsunami!): This attack shapes water molecules into the form of a iminami, a mega-tsunami. An ordinary tsunami is about 200 feet in height. Hers reaches 600 at it's maximum and crashes down with incredible force, inundating everything about and wreaking widespread devastation.

無限の悲しみの無限の雪 (Endless Snow of Infinite Sorrow): This attack condenses water molecules into falling snow. The snowfall can be anything from a gentle blanketing to a white-out blizzard, complete with icy hail. Even in white-out conditions, the blizzard does not affect Tsukiko and she can clearly see and hear through it.

冷凍天の無慈悲な針 (Merciless Needles of the Frozen Heavens): This attack solidifies water molecules into the form of ice needles. Each needle is incredibly tiny but honed to an edge no thicker than a molecule and designed to sheer through even solid steel and bone. Typically, she creates the little needles in the hundreds and unleashes them to inflict death by a thousand cuts rather than in one overwhelming attack.

火山の息吹 (Breath of The Volcano): This attack superheats water molecules in the area. A thick steam forms, obscuring vision but also scalding the enemy. The temperature of the steam can range from the merely boilingly-hot to a maximum of 2000 degrees farenheit. Tsukiko is unaffected by the steam's temperature and can see clearly through it.

   
Bankai 生命の水は私の盾です! (The Waters Of Life Are My Shield!)

Otohime turns into water in Tsukiko's hands. This water shapes itself around her, taking on the form of a beautiful woman from the waist-up, with a dragon's tail from the waist-down. The mermaid-dragon flows over Tsukiko's body and begins to solidify itself around her. What emerges from the shape is Tsukiko, clad in pearlescent body-fitting armor and face-concealing helmet done with a motif of crashing waves and rearing dragons. In her hand is a naginata whose hilt is a dragon of green pearl and whose blade emerges as the icy flame from the dragon's mouth.   

The armor her bankai forms is unusual in several respects. First, unlike normal water, it doesn't conduct electricity. The armor is immune to attacks water as well, and enables Tsukiko to breathe indefinitely underwater. The water magically freezes, proving itself very difficult to harm by flame. It is also incredibly resilient, able to shrug off most physical blows with ease. While it's not invincible, it is damned hard to break through her defensive barrier when her bankai is released.

History:

Tsukiko is a fresh face as far as the Gotei 13 is concerned. Thirty-five years ago, there lived a mortal woman in Chiba, Japan. This woman died when an earthquake struck her city, trapping her in the ruins of a building for several days before she died of thirst and starvation. When she came to in the Soul Society, she realized that she could either move on with her afterlife or spend eternity moping about. Having been a woman who hadn't had much luck in her mortal life, she determined to make something of herself in the afterlife and joined the Soul Society.

The Academy flew by for her. She discovered early on that the Soul Society was a very traditional place, and she wondered why inventions from the modern world weren't more widely used. When she graduated, she was immediately drawn toward the 12th division to learn the answers to her questions. There she discovered that to be taken seriously she'd need to be seated. And worse, the Captain was a very cautious man who didn't like sudden or drastic change. Not to mention that some looked down on her for being a dead soul instead of having been born into the Society. She decided that she was going to have to get ambitious and creative to get ahead.

And that's exactly what she did. It took twenty-nine years but she clawed her way up from being unseated, all the way to being Vice-Captain, a meteoric ascent. Working closely with the Captain though, was not pleasant. He dismissed her ideas for new innovations, called her a firebrand who no respect for the traditions, and harbored prejudice against her for not being born to the Society. When she realized she would get nowhere under him, she decided to take action. Less than a year ago she challenged the Captain for his position. And she won, killing him in a duel that lasted all day and well into the night. She was appointed Captain of the 12th Division from there, and now has big plans for the future.

 Tired, late here, but I am interested in this. Possibly interested as either division 6 captain or rogue variant of.

 Though, I'd like to close with a slight nitpick on Empyrean's sheet ^^'. I hope "most powerful of all water-zanpakuto" doesn't mean you won't leave your character without room to grow or always win against another water-type opponent ^^'


 Oh, and what's the balance of male/female right now?

 Alright... I'm thinking a dual-zanpakuto user, sealed form takes the shape of a pair of kodachi. Element is wind, character was forming lieutenant of 2nd division before becoming captain of 6th. Maybe want to talk with Andol about that.

 Just some brainstorm stuff. Might make the character with an unknown gender, staying hidden wrapped up in robes all the time.

Name: Shihoin Shinobu 忍
Nicknames: The Silent Gale, Captain Quiet, Three Strikes Shinobu
Division: Formerly 2nd Division, 8th Division, and currently 6th Division
Rank: 1st Lieutenant (formerly, 2nd and 8th), Captain (currently, 6th division)
Appearance: Shinobu is a bit of a mystery in appearance. While he, or she, has been a long time member of the Gotei 13, Shinobu has almost never been seen outside of her heavy, body concealing dark blue cloak. Those that have seen him outside of his cloak usually only get to see a hand, or mouth, before she vanishes back into the sanctity of her darkness. Shinobu's eyes can be seen from within the hood of the cloak, his eyes are a bright, almost disarmingly blue. Shinobu's gender is subject to a good deal of gossip. There are those in Squad Six who think that he is a guy, and thus try to pair him with one of the female captains. Then there are those who believe Shinobu is a woman, and thus try to pair her up with the 5th Division Captain, usually in some sort of Dom/Sub relationship. Her twin zanpakuto sit hidden within his sleeves, easily accessible when needed yet still hidden away so as to appear unarmed.

Strengths:
Hohö Master: Quick, silent. Shinobu is a master of movement even for a captain. While not matching the incredible speeds of the Captain-Commander, he lives up to the two nicknames of The Silent Gale and Three Strikes Shinobu. Like the first, her movements while using shunpo are virtually undetectable, helped not in the least by his heavy cloak. The second is a bit more unique, in that those who have sparred with Shinobu claimed to have been struck three times in a single blow, even when those watching only witness one strike.

Zanjutsu Master: Shinobu is a skilled swordsmaster, utilizing finesse over raw power. His fighting style involves a good deal of acrobatics, event from within the confines of her cloak, utilizing spins and jumps to avoid an enemy's blow. Watching her fight has been called "enthralling", as if watching leaves spin in the wind.

Hidden Form: The heavy cloak Shinobu wears has a two-fold effect. First, it serves  to conceal his physical body and hide how she appears to the outside world. Secondly, it acts as a spiritual barrier, keeping her spiritual energy contained. There are some rumors that, due to the drawback of her zanpakuto, Shinobu's physical body has actually eroded away. Then, there are other less serious rumors, that her cloak is actually a portal to a pocket dimension.

Weaknesses:
Uncontrolled Spiritual Pressure: Shinobu possesses a powerful spiritual pressure, easily equal to that of other captains, but doesn't have as much skill at controlling such pressure. Without her cloak to keep the energy in check, there is no telling what kind of damage could be done. To add to that, even the most unskilled at detecting spiritual pressure would be able to locate him with pinpoint accuracy, including hollows and more powerful foes.

Kidou Deficiency: Connected to his lack of control over her own spiritual pressure, Shinobu lacks any real control over most forms of Kidou. Most attempted have too much power fed into them, and the results are generally too dangerous for those around.

Familial Duties:[/u] Shinobu is the only child of the current head of the Shihoin Household. As such, he is expected to live up to the expectations required from a member of one of the Four Noble Households. This includes utmost respect for seniors and adhering to the laws of authority. As well, Shinobu is expected to hold loyalty to both the Shihoin, the Captain-Commander, and Central 46.

Zanpakutō:
Name: Kamaitachi 鎌鼬
Shikai Erase 消す, Kamaitachi's shikai takes the form of a pair of blades that smoothly curve inwards. The abilities of it's shikai are fairly simple, greatly increasing Shinobu's speed and strength to such a degree that ever blow carries the force of a hundred hurricanes and the speed of a thousand tornadoes.
Shikai Second Form: Arashinome (dead eye of the storm). In it's second form, Kamaitachi's blades become a pair of long bladed kama attached to chains, which Shinobu spins to throw and attack with. While this form lacks the general speed and power of the first form, it makes up for that. It's range increases greatly, to a distance of about a hundred yards, and the twin kama allows Shinobu to attack a multitude of foes without having to move. In addition, the power of the zanpakuto becomes focused directly into the edge of the blades, causing explosions of rending winds whenever they strike.

Bankai "Rip asunder the Heavens in thunderous fury." "Kaminari no yōna ikari de barabarani ten o saku."
 Shinobu's Bankai can only be activated while he is outside of his reiatsu suppressing cloak. Three large chains attach themselves to her back, a four bladed kusari-gama attached to each. The kusari-gama in either hand remain from the shikai form, though now they possess a similar four blades, curving in one direction between gently curving the other way. Lightning crackles around his body, and every being within several miles can feel the crackle of electricity in the air as a storm builds around Shinobu. The longer the battle goes on,  the larger and fiercer the storm grows. As the storm grows, the blades at Shinobu's back spin faster and faster, creating thunderous arcs of electricity. The area within the storm is her field of power, allowing him to travel to wherever the lightning strikes, while also enabling her to charge his attacks with the bolts.

 The storm is actually reishi that has been converted into electricity, causing the fierce winds and destructive lightning. By allowing the lightning to strike him, Shinobu takes in the spirit particles and empowers her own abilities. There are drawbacks of course, as Shinobu is still very young for a captain. While the storm does grow more powerful as time goes on, Shinobu slowly begins to lose control over it. Several minutes is currently how long he can keep the storm contained, attempting to go more than that risks the storm spreading wildly and causing untold damage. Additionally, forcing her body to take in reishi is extremely taxing and deadly, potentially causing damage from a backlash of energy. Shinobu has only used her bankai three times in the past, and the third time ended when he shorted himself out and ended up hospitalized for several weeks.

History: Shinobu was born to the Shihoin household as the eldest and only child. Born already with an immense potential pool of reishi, the Head of the Shihoin family decided it would be best for him to be trained within the family, then the connections as a noble family would be used to give Shinobu a seat on one of the 13 squads. Because of this, Shinobu grew up with little in the way of friends, or even little in the way of interaction outside of the Shihoin complex. She was taught all the basic skills needed for a shinigami, though it was quickly found that kido would be dangerous and potential fatal to himself as he had little control over such abilities.

Still, the day came when Shinobu was deemed ready to enter the Thirteen Court Guard Squads. Joining was fairly simple, being a member of one of the noble houses meant Shinobu could simply bypass the academy entirely. She was assigned to Squad 11, which fit with his swordskill. Quickly, however, she was transferred to Squad 8, where he stayed for a number of years. It was within Squad 8 that Shinobu began to develop his bankai in secret, taking every chance possible to begin to tame the three brothers of Kamaitachi. Shinobu had barely begun to bring Kamaitachi under control, when he was promoted to lieutenant of 8th division.

Shinobu spent several more years in her position as lieutenant, always showing proper respect for his captain, and assisting when needed with the duties of the squad. However, when the current Captain-Commander assumed her role and Ryou Kurosawa took up the role of Captain of second division, Shinobu was transferred to fill the vacancy. This didn't last long, as the captain of squad 6 retired, wishing a new generation to take the helm of soul society. Around this time, Captain-Commander Megami bore witness to Shinobu managing to at least somewhat tame Kamaitachi, and promoted him to captain of division 6.

 Thoughts on the character so far? Not sure what to do on the Bankai and the shikai second form might be altered a bit, moving the damage from being focused on the tip of the blade to the cutting edge (someone pointed out how much it didn't make sense).

Bahaha, I see, I just read somewhere about a reservation for 4th Squad and I have no idea if it's for a Captain, Lieutenant, or just not happening anymore.

Anyways, if Forth Division is free, I'd like to take a crack at it and throw in a reservation. If not, I'll figure it out from there.

Well, the 4th Squad Captain is reserved by an OOC friend of mine. He's Manzoz on here, and waiting to get approved to post. I'm gonna hold his reservation for five more days, which would be the 9th.

6th Squad would be fine, and make your Squad 4 VC, and if Manzoz doesn't get a character to me by the 9th, you can just add a Bankai and take Captain.

I give a go with a rogue shinigami concept but what you mean by 'rogue'? A something like Yoruichi or Urahara sort person who was a lieutenant/captain in one the squads but then left and now moves/functions outside the normal hierarchy?

As for the Rogue Shinigami, that's exactly what I mean.

Okay, I think I have idea for rogue shinigami who was part of squad and who was bullied by his captain and lieutenant who both were perfectionist (wanting their squad be the best combat squad and compete fiercely with other squads when they could for glory). Reason for bullying was with his weaknesses, lack of physical fitness and so on. But then something snapped and it caused him awaken his shikai and then somehow he became a runaway criminal charged with murder from both his lieutenant and captain from his squad.

No one knows how he managed achieve it (killing a captain nd lieutenant same time), but since then he has been on run and had sealed his Zanpakutō (with kido enchanced peace string) and it's powers and voice included. All in measure that he would not be able use his Zanpakutō at all (because it's shikai is outright dangerous and he is unable control it). But he had not ditched the blade and he can still smack people with scabbard (enchanced against impact with against other Zanpakutō's or eguilevant weapons so it does not shatter) coated katana for self-defense.

There may be some chase both in name of justice (as bullying of the captain nor lieutenant was not public affair altough some may had suspected it), and also learn how he killed them as it's obviously related to his shikai ability which must be very strong (meaning a rare kind Zanpakutō) but they don't know he cannot control it at all.

Above is just draft what I have in mind.

Also, no connection to the Shihoin house, which doesn't exist as a noble family.
