My boyfriend wants to get a tattoo of his dog we had to put down a few months ago.  All he was able to get of her is a picture on a cell phone.  He had to send it from his old phone to his new one, and then he was going to email it to himself, but the picture looks pretty dark.  Is there any program or something he can use to brighten it up?

Or its free counterpart - GIMP. You may also try to bring the photo to the tat studio and ask them to brighten it themselves - it might better suit their need. :-)
