Had the Skynet satellite been launched, it would have interconnected all machines in the world, and commanded them to construct a race of killer cyborgs.  The defense computers it was networked to would quickly have seen all humans as enemies, not just those on the other side.

I find it interesting that they call it Skynet...exactly like the T movies.

A prelude to what the movies predicted? Perhaps. Perhaps not.
