Actually you could in theory get a rating 15. You would need to take the restricted gear quality. It allows you the ability(provided you have the cash) to purchase one item of availability up to R15 if I remember the quality correctly. While I am not exactly a fan of 4e Shadowrun, I know it's mechanics quite well.

History

     William Hudson, a former native of the CAS, enlisted in the Marine Corps, where he spent most of his carrier as a Force Recon operative. As with most Marines, he has served and trained throughout the CAS and UCAS.  Honorably discharged, he took his retirement while at his last duty station at Everett naval base. 

     Living in downtown's Elven District, he currently works as a private contractor. His main line of legitimate income comes from gunsmithing via a small shop he runs from home. Hudson does also offer security consultation, and even some weapon and hand to hand training and refresher courses for various companies and private individuals of varying motives and means. 

An avid fan of Urban Brawl, and other combative sports, Hudson was a regular attendee to various matches. Unfortunately however his all time favorite star had her career spiral out from under her due to accusations of illegal drug use. More unfortunate, this happened after he had placed a substantial wager on her for a big win. Now, in a little debt to some of the wrong individuals Will has been pondering going back into the shadows to perhaps make some quick nuyen and keep things civil with the local crime boss.
