cant disable shoutbox

The disable shoutbox button only makes the shoutbox larger not removes it. And since the shoutbox is always on by default for some reason you can no longer remove it? Is this a bug or a new change?

Same thing happens to me, when I disable shoutbax it gets large and the site gets weird.

As well as the shoutbox acting oddly, I usually use the pink and gray theme and it suddenly looks very strange.

Shoutbox is currently not visible on the default theme.  Full-screen functions, but the 'in-site' version does not appear.  The 'Disable Shoutbox' is there (and doesn't do anything), but the channels (Public/ApprovedBox/Close Shoutbox) do not show.

I don't know if it's a bug. You could set a theme with _ns at the end (in the Look and Layout section). A number of the themes have _ns versions (but if there's one you want to use that doesn't, try setting a different one then change back). That means 'no shoutbox' and it should just be disabled by default.

You could also try ctrl-f5 on the page to refresh it or clear the cookies and see if it solves the problem.
