Yes suspicious indeed. But remember Satan legitimately won in the original timeline before the Cell Games. He was just a Dragonball character in the DBZ Cell saga in the canon timeline.

I've seen plenty of people theorize that if Satan had been around during DB, even without Chi, he'd be strong enough to hang or even beat Goku for most of DB's run.  Not saying I agree but it shows a lot of respect to the character.
