While technology and human innovation are constant, it wasn’t until the year 2070 that humanity took the next leap in technological and biological evolution. The catalyst was the invention of a device called the Electronic Valet Chip, or EV for short. With advances in robotics, cybernetics, bioengineering and nanotechnology, scientists created a device that resembles an organic microchip.

The EV chip was and still is top of the line technology, and functions by using nanobots to forge a brand new nerve that attaches directly to the brain, connecting person and chip. Essentially the EV Chip is everything a person needs to keep aware of the world around them. Telephone, computer, holographic displays and customized personal assistants, etc… Almost everything a person needs could be painlessly implanted shortly after birth. The popularity of the chip was astounding to say the lease, and almost overnight not only did it become a standard, but due to what seemed to be a worldwide consensus of it's use, it was written into law that a person must be chipped after birth.

Due to the ease of life with such a technological marvel, humans began to evolve based on the fact that so much of their life was now automated and easy. Without simple worries, the human brain was allowed to focus on pursuits of happiness and life. Over the next few decades, humanity began to change. And only 100 years ago, the first super hero and super villain rose to the spotlight. After that, the powered population boomed, and now 1 in every 5 people are born with superhuman abilities.

This of course changed the course of the world, and today it’s more normal to see someone zipping around at super speed than it is to see them taking the bus. There are Meta’s in every part of society from law enforcement, to military, to the private sector and even health care. Of course there are legit heroes and villains running around as well. There are even highly publicized groups of superheroes and villains, some of whom are even sponsored by conglomerates or countries. This is where you come in.

Whether you’re a fledgling hero, a rising star, or a fizzle, you haven’t truly made it big yet, or it seems you never will. Project: Hero is looking to change that. A gigantic undertaking of never before seen proportions, The Hero Project seeks to give a few lucky heroes the opportunity to join the best superhero group on the planet; “The Meta Corps.” The Hero Project is a joint venture between the US Government and PrimaTek, one of the largest corporations in the world and creators of the EV-Chip. The result is the worlds most dangerous and entertaining reality TV show, where the would be heroes compete in training simulations, challenges, and real life missions to prove who among them is worth enough to join the Corps.

World Info

EV Chip: The Electronic Valet, a microchip and nanobot system integrated with the human body from birth. The EV provides every man, woman, and child, a personal assistant that helps them learn, grow, and accomplish everyday tasks with ease. Made by PrimaTek  and proven to have brought about the "Metahuman" phenomenon, the EV Chip is essentially the catalyst that has allowed humanity to make the next leap in evolution . Each EV is fully customizable, representing itself as a hologram with a form, voice, and personality of the user's choice. Your personal EV could take the form of a fatherly butler, or a puzzling Sphinx, even a cantankerous old groundskeeper. Due to the nature of the EV-Chip, it is integrated into the body rapidly after being implanted. Because of this a person's powers will never effect the EV Chip in an adverse way. Simply put, you don't have to worry about it shorting out if you can engulf yourself in flames for example.

Power Levels: Despite a humanity wide evolutionary event, humanity still hasn't changed much. Some people will always be better than others at certain things. That's why we have geniuses, star athletes, charismatic individuals, singers with the voice of angels, etc... Powers developed the same way, and while some are godlike, others are worthless and there are many variables in between. To make some sort of sense, the UN came together and created a system that helps identify a metahuman's power level.

Meek - A Meek is simply a person who displays no superhuman abilities whatsoever. A baseline human.
Gene Hazard - Gene Hazards are the unfortunate byproduct of evolution. They are people who possess powers, but are hindered by them in some way, shape or form. For example, a person might be able to grow in size, but experiences intense pain whenever they do. They would be considered a gene hazard. The term is unofficial, but almost globally used and understood.
Class 1 - Class 1's are the metahuman's that possess powerful, useful abilities. I.E. "weather manipulation, super speed, flight, elemental control, etc..." These are the superheros and villains that become known far and wide due to their amazing powers and what they do with them.
Class 2 - Class 2's are individuals who despite not having powers, still manage to make an impact in the super world. Whether by using advanced technology like robotic suits of armor, or training one's self beyond the limit of human capabilities, or even learning to manipulate still esoteric forces like chi. A Class 2 can be just as successful if not more so than a Class 1. They just have to work a little harder.
Class 3 - Class 3's are the individuals who possess powers or skills, yet not to a high enough degree to truly make it in the super world. After all, what good is the power to dim or brighten a lightbulb slightly in the grand scheme of things?

Omni - Omni level individuals are those with powers or technology so extreme that only a few of them seem to exist at a time, and any ones known are heavily monitored. The reason being one of the first Omni's discovered, a villain named Paradigm used his control over heat to create an explosion so large it turned the entire city of "New Marais" into glass.

Super Groups: With so many meta's running around, it was only inevitable that like minded individuals would join forces whether for strength in numbers, similar goals and ambitions, or to make a nice paycheck. Metahuman's have become their own brand of celebrity, and those lucky enough to join popular/infamous super groups are known far and wide. Examples -

"The Forgotten": A surprisingly large and fast growing group composed primarily of Class 3 meta's who want to prove they can be just as effective as Class 1 and Class 2.

"Power Pack": A group of young heroes with the youngest members being 15(age of consent to start a super career) and the oldest no more than 25.

"Outcasts": The Outcasts are a coalition of Meta's with one thing in common. All of them are gene hazards who are against the less than fair treatment their kind receives. They began as a peaceful group, but have devolved into terrorists by this point.

"The Meta Corps": The Meta Corps are the premiere superhero team in the world. Based in America, they accept heroes from all over the world, and only accept the best. They have fought and defeated threats that have put the entire world at risk, and seem to do so on an almost constant basis.





YOU CAN BE A VILLAIN! Anyone who wishes to play a villain may do so. Your character will not be participating in the show, but will be one of the villains the show contestants will face in missions. And may be actively involved in trying to destroy them and the Hero Project.
• This game is original characters only. There are no Wolverine's or Supermen running around.
• This is a mix of sandbox and story, with fast paced and exciting missions, as well as intrigue, drama, and suspense.
• At the end of the day, The Hero Project is a reality tv show, so the more popular you are and the better you perform, the better your chances. Charisma Counts!
• This game will be LGBT friendly, so you can make your character gay, lesbian, futa, whatever you want.
• Due to this game being about super powers, you can look like practically anything. Your character can be a 12 foot tall gargoyle with polka dots as long as it makes sense for their story/powers.
• This group game will take place in extreme for the sake of making this RP as fun, yet genre appropriate as possible. Which is to say so we can get all the fun of Golden Age comics, with all the gritty realism and sexytimes that goes along with the more mature comics and graphic novels(Invincible, Walking Dead, Wanted, Kick-Ass, etc...).
• There will be smut in this game, but remember that your characters are being recorded practically all day every day, so think of it sort of like "Big Brother" in that there's a chance you will be seen on camera.
• I am your GM for this game, and La Dame En Noir will be my Co-GM. Any questions, complaints, problems, or drama needs to be brought to us so we can handle it before it becomes more.

•   While we appreciate insightful and helpful players. There is a difference between helpful ideas and backseat modding. We ask that you let us the GM's do our jobs. Ideas and suggestions can be helpful, but sometimes it needs to be handled by the GM's.
•   All character profiles can be posted here, but must be PM’d for official approval. When PMing your character profile please label it as your character’s name.
•   Questions regarding this game can be posted here or pmed directly to us.
•   Any PMs must have us both included so that we know all that’s going on.
•   Drama is not allowed in the Interest thread or OOC. Disagreements and debates are welcome, but berating, nitpicking, or otherwise being very mean to any of the players will not be tolerated.
•   We are open to character and mission ideas. Just PM us a premise and we can see about working it into the game.  That way, they can make their own missions from time to time. Give the players a bit of interactive control.
•   This is a literate roleplay which means quality as well as quantity. Basically I'm asking for decent length posts, and for you to make sure your spell check is working.
•   People aren't expected to post every day. But all I ask is you give this game some time so we can get it moving and keep it going strong. If you’re in a scene with someone, do not leave them hanging for weeks at a time. Please be courtesy and let us all know if you have to take time away and will be back. Judges/Sample Sheets

The Hero Project is working in conjunction with the Meta Corps, so several of their members have been brought in as judges to oversee the competition and give their tactical input as well as performance evaluations. These judges will be GM NPC'd, and if you want any private scenes with them, just pm la dame or myself. They may step in from time to time to show you how things or done, or if there's a challenge the contestants can't seem to handle.

Power Class: Omni
Power(s): Electromagnetic  Spectrum Manipulation – Blitzkrieg is able to generate and manipulate most, if not all forms of energy associated with Electromagnetism, one of the four fundamental forces of the universe. He can “view” these energies like normal people view the world. As he had had a long time to practice with these powers, Blitzkrieg has shown a wide range of uses aside from the obvious metal manipulation that comes with them. Ranging from energy blasts to distorting light, to manipulating metals, even confusing telepaths with “mental static” and causing natural disasters using wide scale magnetic manipulation.

Ferrokinesis – A mainstay of electromagnetism is the manipulation of metallic matter, aka Metal. Blitzkrieg can manipulate all ferrous metals and some non-ferrous ones by directly affecting magnetic fields present in the environment. He’s able to take apart and put together complex machinery in moments, move metals about in a manner similar to telekinesis, and shape them in any way he wishes. This also comes in handy for stopping or redirecting conventional weapons like bullets and missiles.

Flight – By creating a charge that is the opposite of the planet, he can levitate and propel himself via “magnetic flight”. At maximum velocity he can achieve supersonic flight at speeds of up to Mach 2. He rarely needs to go this fast however.

Force Field – By condensing large amounts of electro-magnetic energy around himself in either a form fitting sheath, or bubble, he can erect powerful force fields that can repel most forms of physical and energy attacks. This force field can be expanded to protect others, or be used as a form of containment by surrounding an enemy with it.

Organic Manipulation – By exercising control over the ever present flow of iron in the human body, Blitzkrieg can achieve a number of effects on said person or people in question. He can force unconsciousness, increase the flow of iron to cause an aneurysm, even alter thought processes and the way a person sees the environment around them. He is also able to control people directly, moving them like puppets.

EM Senses – Blitzkrieg can shift his perception to see the world as shifting patterns of energy. Utilizing this unique form of sight, he can see power sources, stress points in structures; he can even see the bio-electric auras that human bodies generate.

Bio-Molecular Supercharge – Blitzkrieg can flood his cellular makeup with raw electromagnetic energy. This “supercharge” increases his strength to tremendous levels for short amounts of time, allowing him to lift and hit with somewhere in the neighborhood of 80 tons of force.

Energy Discharge – By directing energy along his body’s currents, Blitzkrieg can expel several forms of volatile energy along the EM Spectrum. This includes basic blasts of electricity, EM Pulses, intense heat, concussive blasts of force and other forms of EM energy.

Energy Leeching – All modern power sources generate electricity, and using his powers, Blitzkrieg can drain that energy to bolster his own reserves. He can even drain the bio energy from people if he absolutely needs to. The amount he gets of course is directly dependant on how large the energy source is, and how long he gets with it. This process increases his natural healing by a moderate amount. Not enough to be considered a healing factor, but enough that it is noticeable when his injuries heal faster than normal.

Abilities: Having been trained by the government for nearly a decade, Lucas possesses a number of abilities. Firstly, he knows several forms of close quarters melee combat; mainly Krav Maga, Military CQC and Defendu. He’s also highly proficient with firearms when he decides to use them, going so far as to gain top honors in marksmanship classes. He is highly trained in reconnaissance and real world tactics as well. He is charismatic and a very capable leader; having had his own squad under his command at one point. He also speaks a number of different languages due to his time in the military.

Weaknesses: Blitzkrieg wields one of the most powerful forces in existence, but while he possesses the powers of something akin to a God, he is still a mortal man. He needs to drink, he needs to eat, he needs to sleep. Without the basics of human survival, he will die. There’s also the fact that he can be taken by surprise, and if he is, he can be injured and killed like a normal person.

All of his abilities run on his bodies store of energy; if that’s depleted, not only will his powers cease to work correctly if at all, he’ll be physically drained as well. This will result in sluggish and lethargic actions, slowed mental capacity and other detrimental physical effects that leave him vulnerable and at risk. At maximum power output, Blitzkrieg can use his powers for up to an hour and a half at most. At which time his energy will drop to critical levels and leave him a shell of his former self.

If he ever gets to this point, he’ll need to retreat or find some power source to “jump start” himself, otherwise he will be in trouble.  If he tries to use his powers after this point, it will put strain on his body and could cause severe, possible permanent injury. If his powers are drained, he will naturally recharge to full power in around 12 hours; during that 12 hour period he will essentially be human, with only negligible usage of his powers. For example, he may be able to stop a pistol round with a force field, but any more than that would be a stretch. His weaknesses go beyond physical as well. Lucas is a prideful man bordering on arrogant. He’s had the best training, he’s incredibly powerful, and he leads the Meta Corps; why wouldn't he? This of course causes things like an inability to accept defeat, unwillingness to listen to the counsel of others, and not knowing when to cut his losses.

Personality: Lucas is militant; he is focused on his aims and goals and lets little else get in the way of that. Friends, family, all of that takes a back seat to keeping the world safe; it's just how he copes with the pressure. He’s a hard man, and not easy to get along with. He commands and demands respect from those he considers equal, and discipline and obedience from his subordinates.

He’s not above listening to sound advice, but chances are unless it’s good enough to make him stop and think about it, he’ll go with his original plans. He doesn’t like failure, from others, and especially not himself. You can only disappoint him so many times before he’ll feel the need to make sure you don’t fail him again. Jake is absolutely, without a doubt, ruthless. He has no qualms with harming men or women, making and going through with threats against people to further his goals. He doesn’t like it, but he has to make the hard choices others won’t if things are going to change. He’s a fighter, and even if he’s losing, he will refuse to accept defeat until it’s evident that the conflict is hopeless.  He can be friendly, he can be nice. It’s rare to see that because he’s so focused on the mission, but the capability is still there…somewhere.

History: The infant who would grow up to become Blitzkrieg shocked everyone when he came onto the scene. He was born to Meek parents, so it was assumed he would have no powers either. That was proven false when 12 hours after his birth, baby Lucas caused an electrical surge that killed power for three blocks. Thankfully, buildings of value like police stations and hospitals had been upgraded to handle metahuman activity.

The backup generators kicked in almost immediately, but it was clear from the heat scarring on the floor and in his crib that Lucas was the cause. Due to the extreme power he displayed from that instant, Lucas' family was visited by the government. He could be incredibly dangerous as an infant couldn't be expected to stay awake for more than a few hours, much less control that much power. With his parents consent, the government built a special home where the Hammond family could live, but was able able to negate Lucas' abilities if needed.

And of course they kept an eye on the boy, performing a few tests here and there. A special Government adviser visited his family when he turned eight, explaining that Lucas needed to be trained as quickly as possible in the use of his abilities. His parents agreed, and so he started his training. Eight years he was given the best instruction possible given that there were relatively few people in the world who even came close to fully understanding the scope of his abilities or how to use them to their fullest potential.

By the time he was 18, he was practically a finely tuned machine who only wanted to do good and make his parents proud. He joined the Meta Corps and rapidly worked his way into the leadership position. He was promoted to leader when Manchester, leader of the Corps for the previous decade was seriously wounded in battle.

He seemed to be built for it, and his powers as well as training made him a perfect leader for the Meta Corps. It was supposed to be temporary, but after Manchester healed, the old man realized he was ready for a rest. He formally passed leadership over to Blitzkrieg with his blessing. Blitzkrieg has been dutifully leading the Corps and keeping the world safe from threats stemming from home as well as beyond. Recently he's been given the honor of being one of the judges for the Hero Project.

Physical description/Other pictures: Lucas is a very large, very intimidating man. He stands at 6'6, and weighs 240lbs, with 90 something percent of that being muscle. Aside from being able to frighten people just by standing there, he's a handsome guy. He has a killer smile and likes to keep his head shaved, which the women go wild over. Because he's in the spotlight so often, he always keeps his goatee perfectly trimmed. On the rare chance that you see him out in his civvie's, he looks like pretty much any other person. He tends to wear comfortable clothing like jeans and t-shirts, but he's very used to wearing suits and dress wear(he gets rewards all the time).

Shock Wave Generation

Maritza quite simply generates energy pulses that manifest and function as semi-visible vibratory shockwaves; said shockwaves emanate from her body naturally, but can be channeled through her limbs to give more control and direction. These shockwaves are not auditory, or seismic, and therefore can be broadcast through just about any medium.  This in laymen’s terms means earth, water, or air; her shockwaves can travel through and affect her target.

Shockwaves – By focusing her pulses in a general direction(usually through her limbs), Pulse can cause distant objects to shake themselves apart, blast people off their feet, even do things like liquefy bones and organs.  Another application of this ability is similar to subwoofers; get enough wattage and they put out so much vibratory pressure, it becomes hard to breathe and can lead to unconsciousness; Maritza can do the same thing with focus.

Tremors – Pulse can cause localized earthquakes and tremors by directing her energy into the ground. The shockwaves do what their name implies, shake the ground to the point that tectonic plates react and begin to shift against each other. This of course causes said localized quakes. In optimal conditions, she can cause up to a 8.5 reading on the Richter Scale.

Enhanced Strength – By concentrating her energies around her limbs, a concentration of distorted energy is created; using this method she can increase her striking power to superhuman levels. Technically her strength isn’t actually enhanced in any way, but the concentrated energy expands and or explodes upon impact. This funnels all the energy into one concentrated area, dramatically increasing the damage done. For example, if she punched a brick wall normally, she’d break her hand. If she punched it while using her powers, she’d knock a hole in the wall and more than likely demolish the room behind it. If she were able to enclose something in the bubble however, like a body part; she can contain the energy and cause an explosion within it. This of course is a very devastating usage of her power, and can cause a lot of damage if used properly.

Defensive Capabilities – The pulses that she generates are noticeable, but usually harmless; Maritza can however intensify and speed up the generation of shockwaves and make a pseudo force field around her person. This force field can stop anything affected by vibrations. Bullets get shaken off course, weapons are shattered, even certain types of energy can be caused to dissipate. She can even soften impacts by creating cushions of energy at the impact point.

Seismic Senses - Because her powers are connected to the Earth, Rumble can sense the Earth itself; she can even sense the number of moving people around her by their footsteps. She can also eavesdrop on distant conversations by focusing on the vibrations given off during speech. This of course makes it hard to sneak up on her, but this power isn't always active, as she has to be constantly focusing for the senses to be working.

Abilities: Growing up on a farm and being the stereotypical sister-mother archetype, Maritza learned a lot about a lot. And since she was such a tomboy, she learned just as much from her father. She's good with her hands and knows a ton about cooking, sewing, home repair, wood working, even mechanics. Anything a farm girl who was one of the boys would know, she does. Before marrying her father, her mother was a nurse and EMT, so she knew a lot about first aid and the like and taught Maritza all she could.

She also knows how to defend herself, as all of her brothers were avid boxers and wanted their little hermana to know how to defend herself if they weren't around. She's also mean behind the wheel of a car, as her father had a 69' Challenger and a lot of open land she could practice in without fear of wrecking. Since joining the Meta Corps, Pulse has been further trained in basic hand to hand techniques, so she'll always be able to fight.

Weaknesses: Her control is something of a clutch twenty-two, and while she’s shown great finesse, power, and skill when manipulating the shockwaves, she hasn’t yet figured out how to turn them off so to speak. She constantly generates shockwave pulses, even when sleeping; although usually they’re just visible and can barely be felt.

To make matters worse however, the intensity of the unconscious generations is directly dependent on her mood and state of mind. If she’s calm, everything’s cool; if she’s agitated, moody, scared…things can get bad. Obviously she’s also got the standard human weaknesses, so guns, bats, anything like that can and will kill her if she’s exposed to them. She can go all out for about 30 minutes, and stay at a comfortable power level usage for a few hours before she needs rest.

Personality: To be frankly honest, Maritza is insecure about a lot of things; her looks, her feelings, everything really. She can’t let people know that though, so she hides behind fronts and acts certain ways to keep people from seeing the scared little girl on the inside. First off, she can seem like a bit of a bitch, and she’s not afraid to speak her mind…other peoples feelings be damned.

In truth she might be concerned about a homeless guy on the street begging for change, but more often than not she’d tell him to get a damn job(pot calling the kettle black obviously). This of course helps her keep people at arms length for a time, and lets her see where their head is…after awhile she’ll open up to certain people and let them see the real her. She’s also a massive flirt and will hit on anyone she finds attractive. That too is one of her insecurities; she wants to feel needed, loved, like people actually care about her.

History: Maritza was born and raised on a farm near the outskirts of Santo Domingo; she was the 4th of five children, all spaced about a year apart; and despite her being the second youngest, she quickly became a secondary mother-like figure to her siblings. Even from a young age, she took to the farming lifestyle like a fish to water, and if she wasn’t in the fields, she was in the house cooking or fixing clothes like her mama. Life was…well it was farm life; Maritza woke up before dawn, did her chores, went to school, came home, did more chores, then did her homework and anything else that needed doing before going to bed.

It was a hard life, but it was an honest life and one Maritza could see herself in forever. That was not to be however, and at the tender age of 13,  Maritza’s powers manifested, violently. She was playing football(soccer) with  some of her friends, and when something caught her attention, she caught the ball with her face. It hit hard enough to get the tears flowing, and while it wasn’t as dramatic as some of the causes of manifestation,  it was enough to trigger trigger her powers nonetheless. The other kids fell down while the ground started shaking; thinking it was an earthquake, they all panicked and ran towards the clubhouse.

Of course no one noticed the energy radiating from her body, or the ball exploding as vibratory pressure waves shook it apart. She was still blurry eyed and bloody nosed from getting hit, so she didn’t know she was the cause; but she started to get wise when she neared the clubhouse with the others and it collapsed when she got too close. The whole thing freaked her out and she ran all the way home where she hid in the old shed and cried her eyes out.

The structure was old, and her constant vibrations were causing it to creak and sway like it was caught in a storm. She finally calmed down after a few hours though, and while she thought things were going to be okay, her mother coming to check on her caused a whole new influx of emotions. She was coaxed out of the shed, but it caved in on itself shortly afterward; of course her mother had questions, and she explained best she could. Powers had run in her family for generations, so this was nothing new.

They usually just weren't so violent when they showed up. She was immediately transferred to the nearest hero school, where she stayed until she was eighteen. One day during a field trip to the Meta Corps HQ, it was attacked by the Mechanists, a small, yet powerful group of people who used robotics and cybernetics to take what they wanted. The field commander was a man who called himself Hi-Tec, and he'd gotten the drop on one of the Corps members Shialla. He was about to kill her when Maritza blasted his armor off.

Then blasted him clean out of the building. She'd been one of the only students who didn't absolutely freak out when the attack happened, and after the Mechanists were captured and the rest driven off, the Meta Corps members talked to her. They offered her a provisional spot on their roster. And surpassed everyone's expectations. Now, several years later she is one of the highest ranking members of the Corps, and a dedicated hero.

Physical description/Other pictures: Maritza is not a large woman at all, and standing at only 5'8, while weighing about 115lbs; people often assume she's just a tiny, adorable thing. How wrong they are. Her Dominican heritage is plain to see in her tanned skin and strong features, even with the small scar on her lip(from a rock). She went through a bit of a rebellious phase, and as a result has several tattoos as well as piercings, but she likes them so she never got them removed. Her hair is long and silky and kept in a ponytail. And despite being so tiny, she's not small. Her body has curves in all the right places, and she is a vision of beauty. Seduction is never out of the question if necessary.

Omni-Morph Duplication - Shift possesses the ability to bodily duplicate at will the physical properties of anything he touches or that touches him. This power extends to both animate and inanimate objects as well as forms of energy. The matter of Shift's body undergoes a material and physiological change so that his body actually becomes composed of the matter or energy with which he is making contact. While he is in this altered state, he still possesses his sentience despite the fact that his brain is now composed of the same material as the rest of him.

Through years of practice, Shift has learned to only absorb the properties of objects that he wishes to absorb, when he was younger he would sometimes randomly absorb something.So far, there's no ime limit to how long he can retain a given property. When he is rendered unconscious or in a coma, he retains the form which he last consciously assumed. There would also not appear to be a minimum amount of time he must retain one form before assuming another. He can even become more than one substance at once.

Shift can also absorb specific properties relating to the form or mass of an object he touches. For example he can assume the height of a skyscraper or the spikes of a mace.

Shift can alter the molecular structure of his body, his clothes, and any weapon he might be holding at the time, to mimic the properties of any material he touches. This process also gives him enhanced strength, endurance, and in most cases, resistance to injury depending on what he's absorbed. If the object touched holds some form of energy, Shift absorbs these properties as well. He also has limited shape-changing abilities when absorbing certain objects, such as forming hammer-like fists when touching a hammer or growing to enormous size when copying items of massive power or strength.

Full Body Restoration - If he should somehow become damaged beyond repair in one of his altered forms, through an act of will, he can piece his body back together. For example, if he turned into glass and was shattered, it would take a while, but he would be able to mentally recall his pieces and meld into his humanoid form once more.

Adaptive Ability Shift - Besides gaining different levels enhanced attributes during a shift, depending on the shift. He also gains new abilities depending on what he's become, most of the abilities are the most basic available, but they're noticeable. If he becomes stone or steel, he may gain the ability to form crude melee weapons like spikes or blades from his limbs. If he becomes water, he can liquefy and slip under doors, or shoot torrents of water at an opponent, etc...

Abilities:  : Andrew is an extremely talented individual, he's trained in several forms of martial arts for a number of years, he's also well versed in many military areas of expertise thanks to a three year stint with a Shadow Cabinet, Covert Ops unit code-named Black Box.. Such areas include interrogation techniques, infiltration methods, extensive firearms training, computer hacking, etc.....

Thanks to traveling all over the world, he has picked up several languages, and can speak them fluently. Included among the list are several Asian languages, with several dialects per language, along with several European languages as well.



Weaknesses: When he shifts, he gains all the strength of the material, but he also gains it's weaknesses. So if he became fire, he would become pseudo-material, but at the same time, if you douse him with a sufficient amount of water, he would be literally put out. Everything has a weakness, you just have to find it.

While absorbing solid matter, like metal, stone, etc....the process only takes a few seconds, with the transformation starting at the point of contact, and spreading until his body is completely shifted. However, when absorbing energy or things such as water, the process is more gradual, and can take anywhere from 20 seconds to a whole minute to shift. Until he is fully transformed, any part of him that hasn't, is still human and vulnerable.

He must be physically touching whatever he is trying to shift into, so if he wants to turn into granite, it has to make contact with his skin. He can't absorb any matter through his clothes, except the property of his clothes.

Should he be forced to put himself back together, so to speak, the process drains him immensely. His power level drops for a hours to near nothingness, and staying shifted for longer than 10 minutes is nearly impossible.

Personality: Put simply, Shane is a silver tongued devil of a businessman. He knows exactly what to say, and just when and how to say it to get you to do just about anything he wants. He learned this from years of living on the streets. He can stay cool under the most intense pressure situations, and never lets his anger get the better of him, to do so would have gotten him killed several times over earlier in his life. It's true he has a hint of arrogance about him, but you have to to survive on the streets. He's a team player though, and has no problem taking orders as long as they make sense.

History: Shane was born without a father, and while he was healthy, his mother was poor. They lived in a slum called New Haven on the outskirts of Detroit. It was...it was a place for Gene Hazards. His mother was one, and her powers were slowly killing her. New Haven was a hard place to grow up, but Shane managed for 10 years. His mother suddenly died though, leaving him with literally nothing. Before her body was even cold the scavs came and started taking everything they could.

That is, until Shane punched a hole through one of them. Despite being just 10 years old, he slaughtered half a dozen gene hazards. But he was just a 10 year old boy. He panicked, and he cried, and he just...he left. In the fighting an outlet had shorted out and as his house burned down, the last things connected to him were destroyed. He spent a few years on the street after that, hustling, using, and abusing his powers to get by. When he turned 18, he enlisted in the Marines, and there his powers were quickly noted.

He was placed into the Meta-Division of 112th Company, a Combat Recon unit called the "Mad Dogs". He did his four years, then did another four where he was given his own command. And then he was transferred to an off the books operation called Black Box. He served his country faithfully, until he was betrayed and hung out to dry so Uncle Sam could use him as a scapegoat to increase relations with the Koreans. He survived though and when he made it back to the US, nobody knew he was even there until he was in his General's house at 2am.

The terms were simple. Shane got his record cleared, a sizable sum of government cash, and the military never looked for him again...or he killed the general right there. And started working his way through his friends. After looking at his options, General Treyster decided the terms were fair. After his name was cleared, Shane vanished. Then he reappeared several years later as a hero calling himself Shift. He gained the attention of the Meta Corps and Blitzkrieg himself extended the offer to join. He's been with them ever since.

Physical description/Other pictures: Shane is huge. He's 6'6 and built like a brick outhouse. 290lbs of solid muscle before he transforms. His hair is naturally spiky, and he gels it to keep it that way in a fight. He's got quite a few tattoos from not only his time on the streets, but the military as well.

Yes. As mentioned, if you play a villain you are who the good guys will go up against during missions, and will have opportunities for other nefarious things.

You could play a Meek yes. But to play a Meek would mean you're not a villain or a hero. At most you could be in some sort of support role like participating in running the show or being a liaison or something.

Personality: Satomi tends to be very shy in social situations. Being bullied in the past due to her pushover personality and appearing to be fizzle due to not unleashing her hazardous combat powers to show off, her self-esteem and courage are little to null when around them. Despite her personality, when she sees someone in danger, she will try to save them due to her moral fiber and the inner fact she desires to be much better than the antagonistic people that treat her like crap. Despite her armored form being hazardous, she seems more calm and collected inside it, as it gives her sense of heroism and does a nice job of limiting social interaction.
History: Satomi is a very studious college sophomore that currently lives alone in a middle class apartment.  She also is an anime and manga otaku, a hobby takes up most of her time when she is not studying. She tended to be very lonely most of her childhood, as her parents were constantly at work and she wasn't exactly the most well-liked through her school years. As the years went on, the small pool of friends she had dwindled into nothingness. She mostly started developing her current traits around middle school, as around that time she honestly felt less reasons to leave her room. The meek girl mostly stuck to the internet and her small television set, becoming engrossed in tokusatsu, anime, manga, and internet culture. However, the constant news reports of crime constantly keep convincing her to go out and fight anyway due to her mentioned moral fiber. She ended up creating the mantle of "Kamen Rider Duel", as her abilities seemed to mirror the legend of the masked warriors she idolized as a child.

For instance, she can grow the the enormous size of the giant in The Valiant Little Tailor. She can even summon objects like the magic mirror from Snow White. Sister Grimm theorizes that she taps into the collective consciousness of the world and uses their knowledge of the tales to manipulate reality through psionic means.
Abilities: Gisela is a scholar specializing in German literature and linguistics. In addition to her native tongue, she is fluent in English and know some Italian. Gisela is an excellent pianist and a pretty good dancer. She has started training in grappling and boxing but in no expert in combat.
Weaknesses: Sister Grimm has to think about a fairy tale in order to channel it. Hence she can be taken by surprise before she can gain a useful ability. Lapses in concentration leave her vulnerable. She is limited to one character at a time. While fit and possessing a bit of training, Gisela is not a significant threat without her powers. As she frequently channels villains as they tend to be the most powerful, Sister Grimm has begun to be influenced by their evil.

Personality: Gisela is an outgoing young woman with a strong sense of personal freedom. She believes a person should be able to do what they want as long as it doesn't harm another. She is against laws that restrict this freedom and stands up for those who are being oppressed. She is proud of her German heritage but doesn't ignore its darker history. As Sister Grimm she takes inspiration from the fairy tales, as they frequently feature common people defeating overwhelming odds. Use of her powers has cause some darker aspects to emerge with in her and Gisela can display greed, jealousy, anger, and other negative emotions more often than is normal for her.
History: An indirect relation to the Brothers Grimm, Gisela was born in the German city of Kassel. Her family is quite affluent and she was free to pursue her interests.  Gisela never lacked confidence, excelling in academics while having a rather notorious social life. She discovered an early draft of the fairy tales while working on her dissertation. Uploading the information to her EV activated her powers. Gisela did not use them very often for a few years as she concentrated on scholarly and social work. However, she sees the Hero Project as a chance to get her message across and applied as Sister Grimm.
Physical description/Other pictures: Gisela stands 5' 8" tall and weighs 137 pounds. Her dark hair is bleached blonde and her 34DD breasts aren't natural either. She has several tattoos and piercings, some of which can be seen in this nude photo. As Sister Grimm she wears revealing latex outfits that are usually black and/or red.

I've got a chip manipulating martial artist who is a cross between Johnny Cage, Vegeta, and Iron Fist almost done. I'll put the finishing touches on him after work. I have a few questions though: is chi manipulation (a'la Iron Fist) too much of a stretch for the setting? Also, is it a problem if he's already a famous actor?

No. This is an overall super power setting, so stuff like Chi Manipulation would be possible. And he can be an actor, just he hasn't made it successfully as a hero.

Power(s): -Awakened Chi. Tyler can manipulate his own chi, or life energy, to enhance his physical attributes such as strength, speed, durability, stamina and agility to superhuman levels. Typically a Chi user expends power from an aura of ambient Chi that surrounds them, but they can draw on a much smaller pool of internal, or Chakra Chi in times of great need. This is, however, very dangerous. Internal Chi is generated by the living energies of the body, and drawing on it too much can be debilitating or even fatal. Tyler can restore his entire pool of chi within an hour provided he can engage in peaceful meditation.
-Chi Enhancement. While he has Chi remaining, he typically increases all of his physical attributes across the board, for a lifting capacity of two tons, speed and stamina sufficient to run at 60 mph for up to three minutes, enough durability to withstand direct small arms fire without harm at ranges of thirty feet or greater and agility, senses and reaction time keen enough to dodge bullets and other fast-moving projectiles at approximately ten feet away and navigate unhindered even in total darkness by using his other five senses. He can focus his chi to enhance a specific physical attribute beyond these limits, though this depletes his chi quickly and requires intense concentration.
-Chi Healing. By entering a meditative trance and focusing his chi on healing his body, Tyler can recover from even greivous injuries at an accelerated rate, able to recover from broken bones in a matter of days and even bring himself back from deaths door in the space of a week. His control over and awareness of his chi is sufficiently refined that even if he is rendered unconscious he can enter this healing trance reflexively.
-Chi Sense. Like all Chi users, Tyler can sense the flows of chi around him and within other living beings, and can even identify a disguised individual by their unique chi pattern if he has seen them often enough to know their pattern.
Abilities:-Peak physical fitness maintained by a regular regimen of intensive exercise, with a focus on agility, speed, and stength.
-Tyler has mastered three types of Karate, American Kickboxing, Savate, and the stealthy acrobatic style of the Tiger Warriors, and is proficient in Jujutsu, Judo, Tae kwon do, Aikido, several forms of kung fu, and even spent a brief stint as a professional wrestler. His unique fighting style combines all of his fighting knowledge into his own egotistically named but terrifyingly effective Iron Tiger style which combines swift, dynamic acrobatic moves and lightning-fast, bonecrushing strikes. In combat he is a constantly moving target, bounding around the battlefield and hitting his opponents from every angle to overwhelm theirs defenses before striking a decisive blow, and he looks extremely cool while doing it.
-Tyler is a talented actor, despite what the movie critics say.
-Skilled in the stealthy ambush techniques taught by the Tiger Warriors.

Signature Techniques
Tigers signature techniques, refined by years of training and application in hand to hand combat. Each one is powerful, but consumes Chi faster than his other moves.

-Leaping Tiger Pounce. A staple move of all Tiger Warriors used to close the gap between themselves and their opponents, this move is a lightning fast aerial takedown executed by focusing chi into the legs for a split second to get a burst of explosive energy that propels the user like a human bullet, and it can even launch the user up fast and high enough to bring down flying opponents.

-Iron Claw of the Celestial Tiger. A single devastating chi powered strike that is Iron Tigers most famous technique, the Iron Claw is a fast and powerful blow that can pulverize stone and bend steel when used by Tyler, and against enemies too tough to be broken the sheer force of the blow either stuns them or sends them flying. Unfortunately when it misses, it leaves the user overextended, unbalanced and very vulnerable.

-Rabid Tiger Frenzy. Tigers ultimate technique is a risky but potentially devastating move best used against large or very slow opponents. The user makes himself into a gushing geyser of chi and opens with a trio of relatively slow but powerful strikes to disorient his opponents that increase in speed and power with each hit that lands until their strikes are a blur to the naked eye. If a hit misses the users chi flow and momentum are both broken, and the combination ends. If the technique misses entirely the user is left stunned momentarily as the chi flowing through him discharges wildly into the space around him.

Weaknesses: -Caged Tiger. The Celestial Tigers powerful chi does not rest easy inside the one who has claimed it, and its influence makes its bearer restless, brash, and extremely prideful of its own power. This is especially bad when paired with the already overpowering ego of someone like Tyler Williams, and when cornered or seriously challenged he becomes insufferably egotistical (moreso than usual) and will go to any lengths to accomplish whatever feat is set before him, no matter the consequences. Even the smallest and pettiest of challenges can transform Tyler into an obsessed monster that pursues his goals with no empathy or consideration for others, and a terrifying violent streak. He will remain this way until he either accomplishes what he set out to do, or is thoroughly defeated and humbled.
Look/Appearance: Form-fitting black shorts, a T-shirt or no shirt at all, and athletic shoes.

Personality:Tyler is an intense personality who is rightfully proud of his natural talent and hard-won skill, and though he can be unbearably egotistical at times, anyone who gets to know him well quickly learns that just a mask that conceals a good-hearted, if flawed, person with an unswerving sense of devotion to that which he cares about. When he makes a promise, he will keep that promise come hell or high water, and for those few he considers a real friend he will happily make any sacrifice to help them, up to and including his own life.
History: One of the Seven Divine Weapons of Heaven, Iron Tiger is the champion of the Celestial Realm known as the Hunters Paradise, a verdant celestial realm protected by the Tiger Warriors. Tyler was the child of a single father and a then-unknown mother, Tyler grew up in the crime-ridden city of Detroit, where he and his father lived a relatively normal, if sometimes difficult, life. A generally good kid, Tyler was fascinated with the martial arts from the time he was a child, driven by the strange and vivid dreams of fighters he'd never seen battling fantastic monsters with their martial arts. Tyler watched martial arts movies constantly, and when he was six years old he got his first taste of real martial arts practice when his father enrolled him in a local karate school, where the small but tenacious boy excelled despite being smaller and physically weaker than the other children.

By the time he was sixteen years old, Tyler had mastered all his original sensei could teach him, and he'd similarly taken in and learned the lessons of a half-dozen other teachers of other diverse martial arts styles, including Judo, Jeet kun Do, Aikido, Savate, and two forms of Kung Fu and had won numerous championships across countless disciplines, even competing and winning in age and weight categories far above his own against far more experienced fighters. Guided by the dreams he'd always had Tyler studied and effortlessly mastered more styles than any other martial artist in history and defeated some of the best fighters in the world, and his ego grew to enormous proportions. Believing that there were no more challenges remaining to him, Tyler set out on a different path - becoming an actor and making the martial-arts action movies he'd loved ever since he was a child, another endeavor he excelled at with his larger-than-life personality and supreme confidence.

It was his movie career that finally revealed him to enemies he never knew he even had, and while at a party to celebrate the release of his latest hit movie a legion of green-clad assassins descended on the party, killing many of the attendees including Tylers father and attacking Tyler himself. Although he was an incredibly skilled fighter and personally slew several of the mysterious attackers, he was seriously wounded and would have fallen under their superior numbers if not for the timely intervention of Smiling Tiger, his uncle and the man who would become his next teacher. Smiling Tiger easily dispatched the assassins and took his poisoned and nearly-dead nephew away to Hunters Aerie, where he revealed the source of Tylers strange dreams - Tylers mother was the last and greatest of the Tiger Warriors, and she'd fallen in love with tylers father and given birth to Tyler in secret to protect him and his father from their eternal enemies of the Serpent Clan, the very same people who had attacked him and killed his father. For the next five years Tyler trained with the Tiger Warriors, learning martial arts skills that exceeded anything a mortal fighter could even imagine with his awakened Chi, and for the first time in his life Tyler was truly challenged. Time and again he was defeated and humiliated by the other Tiger Warriors, who disdained the earth-born fighter and had been trained since birth to harness chi.

If they thought they would humble the proud warrior, they were wrong. As he had done his entire life, Tyler persevered through every trial and overcame every challenge the Tiger Warriors set before him, and after five years he surpassed all of the other Tiger Warriors, including Smiling Tiger in mastery of fighting skill and chi manipulation, angering the other Tiger Warriors, who hatched a plan - he would be allowed to undergo the ultimate trial of the clan, entering the den of the mighty Celestial Tiger to challenge the sacred guardian of the clan to claim its power and the place as the greatest of the Tiger Warriors, believing that he would surely be slain by the powerful heavenly functionary.

Once again, they had underestimated his skill and determination. Tyler battled the and defeated the Celestial Tiger, plunging his fist into the massive creatures heart and bathing in its blood, claiming its powerful chi for himself and emerging as the greatest of the tiger warriors. Now having a true champion, the Hunter's Paradise sent their warriors to compete in the Tournament of Heaven against the warriors of the other six Celestial Realms, and Iron Tiger accomplished a feat that even his famous mother  had not - he won, giving the Hunters Paradise their first victory in the tournament in over a thousand years and displacing the Serpent Kingdom as the supreme heavenly city. This allowed the heavenly realm to merge with the earth, and when the nation of warriors appeared in the midst of the pacific ocean and made itself known to the mortal world once more, everyone was shocked at the emissary they sent to represent them - the missing and presumed dead actor and martial arts champion, Tyler Williams.

Being a diplomat was an important, but ultimately unsatisfying duty for the driven martial artist, and so when word reached him of a new reality TV show that was also a superhero team was announced, Iron Tiger saw a way to represent his realm, enhance his own reputation, and find greater opponents that was perfectly suited to his talents and signed up without a second thought.
Physical description/Other pictures: A bit on the short side given his occupations, Tyler is 5'10" tall and boasts a dense, muscular build designed for power and speed. Although he keeps his hair short, if he were to grow it out it would be a thick, curly black mop.

Power(s): None
Abilities: Mélissa is an expert with blades of all types, most importantly machetes, knives, and her specialty, kukris. It's always her first move in a combat to draw her blades and sprint toward the enemy to overwhelm them before they can even react. Her style is extremely lethal, resting almost entirely on the initial surprise attack, meant to impale her enemy with her kukris before they can even understand what's happening to them or who she is. In the event that she cannot take the enemy down in the very first seconds of a fight, she will instead go for quick slashes and swings of her knives until she gets them tired, and then go for the kill.
She's a quick thinker, and light enough on her feet that she can dodge most of what's thrown at her. She has practiced a lot of parkour and seems to be good enough at it to reliably move around rooftops of a city or navigate in a very short time to places where she's not expected to be, so as to get the drop on her opponent.
If it comes down to it, Mélissa is also an excellent fighter, even without her weapons. On top of being very athletic since her days in the military, she's trained in various martial arts, most importantly brazilian jiu-jitsu and muay thai.
Against meta-humans that are too powerful to be taken down the conventionnal way, she tries to always find a good counter to their powers, using her vast knowledge of military tactics, and her extreme marksmanship skills. Such strategies often involve booby traps, followed by a hail of bullets or grenades.
Mélissa's strength, while not that great, is fueled by her rage. The angrier she gets, the stronger she becomes, capable of pushing herself way past her limits by sheer determination. Another thing to be noted is that while she's not impervious to pain from her injuries, she will usually keep fighting no matter how badly she's hurt, until she's either knocked out or killed.

Weaknesses: Mélissa's frailness is her main flaw. All of her tactics and abilities are based around compensating for that, but when it comes down to it, she's just slightly more resilient than the average person. While she's used to taking a few punches to the face, she still goes down pretty quick, and she's definitely not immune to pain. In fact, if she doesn't manage to pull a lethal move in the first moments of a fight, odds are she is going to lose on the long run. A good strategy then would be to move back, but then comes her second most important flaw.
Mélissa is way too pride to ever back away from a fight. Her short temper combined with her inferiority complex means that even if she was to get her bones crushed, she'd keep attacking recklessly until she's knocked out or killed. While she can be a great tactician and an exceptionnal marksman, as soon as she starts taking a few hits, she snaps in a rage that makes her go completely careless, only able to try slashing at her opponents or punching them until they go down, or she does. The same goes for her firearms skills. As soon as she starts missing her targets, she gets more and more impatient. Any attempt at shooting a firearm then only results in her having mediocre accuracy, unable to hit even a steady target at a moderate distance. It also becomes a social weakness in the sense that nobody is ever able to calm her down. The only thing that can bring her satisfaction then is getting to murder her target.

Look/Appearance: During combat, Mélissa sticks to clothes of military nature. She usually goes with black or grey as her main color for her pants, T-shirt, kevlar vest and boots, as well as elbow and knee pads. She usually doesn't bother tying up her hair, which can be an inconvenience at times.

Their background
Personality: The blonde is not a person of many words. As such, nobody knows the turmoil that's inside her mind. Being originally a very calm and decent person, a combination of events in her life slowly drove her into madness. Mélissa sees her whole life as a perpetual competition, and gets frustrated to endless amounts whenever she fails, to the point where she becomes completely incapable of rational thought.
The reason she acts that way is because of her over competitiveness. After she's been regarded for a long time as the absolute best at what she did, Meta-humans rapidly started beating her at everything she ever thought to be good at. Defeat after defeat, one humiliation after another, all that's left of her is an empty shell of who she once was. While she wouldn't define herself as crazy, nor would other people see her as that, she's definitely too far gone to be reasoned with.
In a conversation, Mélissa is extremely passive, prefering to listen and act. Never will she talk about her problems. It's been noted by psychiatrists since her childhood that she displays signs of benign autism. The only emotion she often shows is her rage. Despite all this Mélissa somehow still has remains of decency and kindness. She can sometimes make a friendly gesture toward an ally or lend somebody a hand. But as soon as the fighting starts, she becomes a complete stranger, only obsessed with victory, and never feeling any satisfaction when she achieves it.
It's often noted that if she managed to keep her cool, Mélissa might actually be a lot more efficient, but instead, she causes her own defeats by refusing to accept whenever she's out of her depths.
Sometimes, a brief moment of lucidity and clear-mindedness comes over her. That's when she reveals her true color. Turns out she still has a good side, only it's burried so deep in her heart that nobody can ever expect to find it. She then realizes how miserable and messed up she's become, but there's nothing she can do about it as she's suffocated by her own pride.

History: Of algerian descent, Mélissa was born in France. She pretty much grew up in poverty and never had too many friends due to her autism. At age 17, seeing nothing holding her back, she joigned the Foreign Legion for a duration of 5 years. After giving her very best to pass the initial tests and being ranked among the bests, Mélissa finally felt like she had a purpose, something she was good at. After her tour ended, however, she decided she would try something different, breathing some fresh air and finding out more about the world.
On the advice of her mother, she went to visit Algeria. There, she found that she was considered just as much of a stranger that she was in France. Disappointed, feeling like she had no place to call her home after all, she signed up for another service at the Foreign Legion. There, she found that things had changed a lot since the recruitment had been opened up for Meta-Humans. Intrigued at first, and impressed by their abilities, she quickly discovered that their growing number meant that her unit was soon gonna be disbanded, replaced exclusively by those superpowered beings.
Kicked out of a place she considered her home, once more, Mélissa began wandering from one pointless job to another, spending her nights at the bars, drinking too much. One night, one of the bar patrons, a pathetic drunk slob, started messing with her. Pretty confident she could take him, Mélissa stood up and fought. To her surprise, she ended up getting the beating of her life by a Meta-Human with super-strength. As the man kept hitting her and no one could stop him, Mélissa, shocked, humiliated, realized this was the way she was gonna end up. It left a taste even more bitter than the blood in her mouth, when she realized that her intense years of training had all been for nothing, and she was gonna get killed by some random piece of junk with super-powers.
After months of reeducation spent thinking about this event over and over, Mélissa was at her lowest, darkest point. She felt weak, useless, like she was a complete failure. Her lot in life always sucked, she never did have much for herself, but now, thanks to Meta-Humans, she was deprived of everything. It was the most enraging thought in the world. It's this intense fury that enabled her to keep pushing forward and eventually recover from her injury. From there, the fire inside her only got more intense. Later, she was informed that one of her acquaintances was preparing some kind of big heist. Without knowing all the details, she immediatly asked to get in, knowing it was the fastest way to get into a fight with some Meta-Humans.
The night of the heist, she realized she was sadly unprepared. She failed at protecting the other members of the crew, and she barely managed to make it out herself. Another failure. Even when she was the attacker, she still couldn't beat them. On the other hand, her little stunt opened her a new path. The following day, she received a call from a man saying she had performed well considering what she was up against, and that he would like to purchase her services for a job. From there, Mélissa became a mercenary, hired by the dirtiest criminals as an insurance against Metas. Mélissa was now tasked with fighting them, and she was provided all the equipment she ever wanted to do that properly. It was the job of her dreams.

Physical description/Other pictures: Mélissa used to be a natural beauty. However, years of sleep deprivement and bad nutrition took away some of that. Now, while still pretty enough to attract attention, the bags under her eyes and her emaciated face are the features she's remembered by.

Power Class:Gene Hazard although certain government agencies might argue.
Power(s):Invisibility - Mr Nobody cannot be seen at all.  Machines cannot detect him.  He doesn't show up on sonar.  He can be touched and heard but is otherwise completely undetectable.  Everything he picks up becomes invisible as well. 
Abilities: Mr Nobody has learned to anticipate the movement of crowds so that he can move through them without touching anyone.  He has perfected the timing on moving through doors behind the person opening them so he can pass through them without having to open them himself.
Weaknesses:Mr Nobody cannot turn his power off.  Being undetectable, he is also unemployable.  His EV chip doesn't interact with anyone other than him, so he cannot use it to interact with things as simple as an ATM.  He can't hail a cab or pay for a meal.  He literally has to steal every meal and every article of clothing.  If he wants to travel, he has to stow away on the vehicle.
Look/Appearance: (when not in street clothes)  He's invisible.  He doesn't look like anything.

Their background
Personality:As expected, being Mr Nobody has made John very bitter.  He suffered from severe paranoia, because he knows that if he is ever caught, they could do literally anything to him and no one would ever know.  He is also incredibly egocentric, thinking only of himself.  He doesn't care who's food he eats or who's clothing he steals.  He also doesn't care who he uses to satisfy his sexual urges, although he's smart enough not to pick people who can successfully fight back.  His victims are rarely believed because he leaves no detectable physical evidence.
History:John always wondered why no one ever spoke to him when he was growing up.  He just assumed that he wasn't popular.  He wondered why people would bump in to him constantly.  He just assumed that they were in a rush and weren't paying attention.  Then things stopped working for him.  At first he thought it might have been a problem with his EV but he finally realized what was happening when he looked in a mirror and realized that he wasn't there.
Physical description/Other pictures: People would have a hard time describing John if they could see him.  He's incredibly nondescript.  He's average height, average looks, average everything.  Nobody would look at him twice.  He's stronger than he 'looks', with wiry muscles hidden by a slender frame.  He's far more graceful on his feet than you'd expect, a trait honed by years of having to avoid behind bumped into.

Your Hero in detail
Power Class:Class 1
Power(s):Flight - Shrike has wings that allow him to fly.  He has yet to break the sound barrier but he continues to try, especially in power dives.
Hollow bones - Although at first this might seem like a disadvantage, Shrike's hollow bones are similar to graphite or carbon fiber, being light but incredibly tough.  This allows Shrike to survive the punishing impact when he hits his target during a 500+ mph power dive attack.  His bones also heal incredibly quickly; a crushed wing can be functional again inside of a month.  The reduced weight also allows him to stand on surfaces that would not support the weight of others of similar size.
Pinion attack - Shrike is capable of launching his feathers like so many throwing knives.  Made of material similar to his bones, they are light, strong and entirely non-metallic.  This limits the materials they will penetrate but they are razor sharp and can leave marks on most metals.
Abilities: Shrike has the agility of a trained gymnast; small wonder because he taught gymnastics for most of his life.  He can dodge most non-laser based attacks while he is in the air.  He has exceptional balance and a keen sense of direction.  He's also been able to fabricated body armour out of his own feathers, giving him some added protection against small arms fire and weak explosives.  Years of training have given him a significant skill at martial arts.  He refers to his fighting style as 'Crane Style' but this is more facetiousness than truth.
Weaknesses: Because of an increased metabolism, Shrike must eat far more than a normal individual.  This forces him to be active only for short periods.  He occasionally carried high protein, high calorie snacks in case he needs a short boost but even these will only stave of hunger and exhaustion for so long. 
His sense of direction is highly vulnerable to electromagnetic interference; more than one he has plowed into a building at full speed because of an EM burst.
Obviously he only has a limited number of pinions that he can use before it begins to affect his flying.  He needs at least 50% of his feathers to fly so if his wings get mangles he's walking home (assuming he survives) and nursing a grudge for the next month while his wings heal.  Of course if they are ripped off, he's not going to be able to regrow them.

Look/Appearance: Shrike is small, barely over five feet tall.  He looks like he might weigh in the 135-150 lb range but weighs barely 65 pounds.

Personality:Shrike is an adrenaline junkie.  He enjoys the rush of flight and the thrill of combat.  As fit as a man 20 years younger, he's making the most of his gifts.  He has been granted one of the most common of wishes - he can fly.  He's fast.  He's maneuverable.  He's fairly certain that one day he will crash and burn in a very spectacular manner but for the time being he is the Shrike and he's going to enjoy every aspect of what that means.
History:Christopher taught gymnastics and martial arts to those who were interested.  He'd once been world class but that had been decades ago.  He never expected to return to training until his muscles screamed for relief and the sweat dripped from him in rivers but then he'd never expected to grow wings.  Once the changes in his body were finished, he was more than a new man.  He was the Shrike.  It took him ten years to return to what he considered peak condition.  He knows it should have taken far more.    Now he's ready to stretch his wings, literally as well as figuratively, and do something to make the world a safer place.
Physical description/Other pictures: Christopher is a small man, slender and lithe.  You could almost get away with calling him petite.  His hair is sandy blonde and is kept cropped short.  His brown eyes dart constantly like a bird's.  He favours dark colours and clothing that he can move in.  His voice is soft and low but he is quite capable of raising it to astonishing volumes to make himself heard in a crowded gymnasium.

You mean your character is normal, then initiates a change that turns them into a full hero? Along with suit and everything?

Pretty much.  It comes with one or two unexplainable powers via the magic which is the only reason I'd not change it over to a pure metahuman/mutant type character.  Also cool if that's not allowed, I'll just modify the character, but the one I have in mind transforms.  The two extra bits are the costume...being able to stand up to their super-speed and minor-strength abilities and the mask conceals her identity to the point that even those that see her transform don't recognize her, or that she can say her name and people will hear it, but can't remember it a second later.

Hmmmm. I think if the power is going to be super speed/enhanced strength, I don't think the pseudo mystical suit summoning will work. You could always have it so she puts on the suit so fast no one can figure out it's her.

I guess. I was just trying not to rip off the Flash directly.  The suit really wouldn't be much in the way of powers, but I could do it the Flash way.  Maybe she even plays it off as magic?  I'm not sure if they would have a durable material that would stand up to her powers though, which is another reason for the transformation thing.  But again, I can always adjust, I just try to play the character as originally designed first. ^_^

Keep in mind people have had powers for decades at this point, and technology has advanced quite far as well. There's definitely material's out there for heroes and villains to wear that's tough and durable. Otherwise everyone would be running around naked, lol.

Abilities: Known abilities Of the subject seem rather obvious from all exterior appearances. The woman heretofore known as Kali has four additional limbs and seems to be able to control all six with the dexterity and speed of a highly trained military operative. Thanks to a combination of military experimentation and nanomachines, she seems to be possessed of heightened strength, reflexes, speed, and advanced healing capacity. Her military training makes her an extremely deadly combatant from nearly any range. She has demonstrated exceptional CQC ability and is a champion-level marksman. Thanks to her multiple limbs she can wield many weapons at once, or use multiple limbs to support a single heavy weapon that would be unusable by a single normal soldier. Kali does not seem to need to sleep, nor does she eat in a traditional sense; she is fed a medicinal cocktail and nutrient paste through a port in her side. Kali is extremely clever and will often lay traps for opponents, uses extensive preparation before any mission, and will always leave herself an avenue of escape.

Weaknesses: Despite her exterior strength and ability, her insides seem to be rather weak. Kali seems to constantly wear a respirator mask and the raspy voice she speaks with indicates some kind of lung trouble. She often emits a wheezing, hacking cough. Her immune system may have been compromised by the experiments she underwent. While resilient against normal damage, illness may have a crippling effect on her. She is much deadlier at range than up close and any Meta with enhanced toughness and physical strength should engage her in close combat. Despite her willingness to kill for money, Kali will not harm children or the innocent and prefers to keep civilian casualties to an absolute minimum. This is something that could be used against her by an enterprising hero or villain.

Look/Appearance: The battle suit she wears is high tech military-style gear and usually covered by a bullet-proof vest. Over this she wears a heavy cloak that seems to be a combination of moose leather and chainmail, rendering it impervious to blades and small caliber ammunition. The respirator mask she wears filters any air she breathes, rendering her immune to any airborne toxins or gasses so long as it is functional. She seems to be armed with at least two pistols and two knives at any one time, though when Kali is in the field she carries, at minimum, four firearms and six knives. Kali is especially proficient with rifles and other semi-automatic weapons, preferring to engage from afar where possible, though it's wise to assume she is carrying some kind of automatic weapon on her. Her suit rigging holds at least four karambits (an Indonesian, curved, hand-held knife) at any one time.

Their Background
Personality: Kali is cold and unfeeling, treating human lives as nothing more than a means to an end. She kills without hesitation, especially if someone unfortunate gets in her way. Implacable and almost unstoppable when she has her sights set on a target, it is extremely rare for her to fail. Her cold, aloof, and utterly terrifying nature have made a name for her in the underworld. Kali seems to care little what others think of her; she only does what she needs to live. Though she seems willing to kill anyone for almost any reason, she will not harm children and does not go out of her way to cause collateral damage. Rumors indicate she may have associates in the homeless community, indicating perhaps a softness for the impoverished. A sympathy for those who shared her roots, perhaps?

History: Background data Tells us that Kumari Natarajan grew up with a childhood fairly typical for someone in a lower social and economic standing living in India. Nothing remarkable is on record about her until sometime in her late teens. Around that time she joined the army (most likely for the food, shelter, and structure it would provide) and managed impressive scores in most fields, but proved to be an exceptional marksman and CQC combatant. Shortly after joining up with the Ghatak Commandos she simply disappeared and the Indian government has zero data on where she went or even the specific day and time she vanished.

She resurfaced several years later, the apparent result of some unknown military experiment. Her appearance was apparently not sanctioned by the Indian government, as we have picked up numerous communications and data transfers regarding her re-capture. She fled her homeland and took up the name 'Kali' while selling herself as a mercenary. The woman once known as Kumari Natarajan has long since abandoned her old name and life and seems only to live for combat. Where the money from her contracts goes is a mystery. Attempts to trace it have resulted in stumbling upon a massive tangle of fake names, fake mailing addresses, and shipments of cash practically circling the globe. It would take extensive research to find out what the subject is doing with her funds, or where she keeps her assets.

Need for Speed - Kate has always had a thing for speed.  In her first car she topped out the speedometer on a regular basis.  In the military she pushed jets to their very limits and now she pushes herself to her limit.  Kate isn't sure how fast she can run at her top speed or if she even has a top speed.  While moving at speed her reaction times become that much greater, though even towards her top speeds she has trouble turning when she needs to turn.  As of yet it hasn't been measured how fast she can move, but often she can leave a residual image of herself on someone's retina while having moved around behind them.  She often disappears from sight completely, or appears as a blur.

Durable - Her durability is more of a side effect of being so fast.  If she weren't durable her body would break in half every time she tried to run fast, or when she trips she'd get plastered against a brick wall as an unrecognizable mess.  Her durability scales up with her speed, but even standing completely still someone could swipe at her with a sword and only just cut her skin.

Powerhouse - A side effect of the side effect is that her body doesn't break.  She's able to lift many times what a normal woman of her stature can lift.  Her strength caps out at about 2 tons.  While it's super human, it's nothing to write home about.

Abilities:
Survival - Kate learned how to fight in the U.S. Air Force but more than that she learned how to survive off the land.  The martial arts was great when she needed it, but once she learned just how fast she could run, she quickly adopted the thought that she didn't need the hand-to-hand combat near as much. 

Weaknesses: Her speed can be used by any part of her body, but her legs are what propel her in any direction.  If one can take out her legs, then one can effectively take her out.

Tripped Up: Moving even at a fraction of her top speeds makes it hard to see thin wires close to the ground.  They have to be secured but if her ankle or shin finds one it's likely to make her misstep by just a fraction of an inch.  That may not seem like a big deal, but it can easily make her ankles cross or send her careening out of control.

Wet when Slippery: It could be ice, an oil slick, or any number of other situations where the ground is simply too slippery for good traction.  Just like the trip-wire, hitting this at speed is almost impossible for her to tell in the heat of the moment, and will likely send her to the ground, and crashing into some distant wall, car, or light post.

Clothes Lines: Many clothes lines don't hang at chest, neck, or even head level, but one that sets up a wire or bar at said height could get her to either not see it, or turn a corner, or otherwise camouflage it so she'll be pulled off of her feet.  She'll either almost comically flip around it, or again be sent careening off to hit something very hard.

Drugs: While drugs can't be injected into Blue Angel they can be applied topically, or forced down her throat.  It could be a gas, or a rag soaked in chloroform.  Whatever the case she can't run very well while drunk or dazed.

Bondage: Tying Blue Angel up can completely immobilize Blue Angel.  If she can't move, then she can't run, and if she can't run then she's a lot less dangerous to villains...or even thugs.

C-bust: She might be durable but a kick, baseball bat, or any number of attacks right between her legs still hurts like a bitch.  If it doesn't knock her out then it'll make her too distracted and in pain to run much of anywhere.

Cocky: She's cocky.  The smart thing would be to take someone out and tie them up.  She'd prefer to gloat and taunt her enemies.  While she can dodge most attacks that she's facing, this opens her up to all kinds of attacks from either a distance or from behind. 

Look/Appearance: Blue Angel dresses in a full-body, skin-tight suit that's royal blue in color.  The suit looks like spandex but is really a much tougher material that can stand up to her abilities.  She wears her hair up in a strict pony tail, and her face is covered in a royal blue domino mask.  It's adhered to her skin with something so strong it'd sooner peel her flesh off than come off of her face.  It can come off with the right aerosol spray.  Finally she wears a pair of heeled boots that reach up to her knees.  The heels add an extra three inches to her height and make her mile long legs seem just a hair longer. 

Their background
Personality: Blue is a bit of an adrenaline junky and a speed demon.  She loves going faster and testing her limits even if those kinds of speeds aren't always necessary.  She's confident to the point of being over-confident.  She's something of a flirt, especially with other heroes and especially as Blue Angel.  Kate is only slightly less a flirt, but the anonymity that the mask gives her lets her hit on whomever she wishes.
History: Kate has always had an addiction to speed.  Her mother swears she came out of the womb running, skipping right over the crawling and walking stages.  While not true, it's always been a constant in Kate's life.  If she found a way to do something faster then she'd do it.  First it was scooting, then crawling, then walking, then running.  Then it was learning to ride a bike, taking the training wheels off and finding the biggest hills to pedal down.  When she got a car she topped the it out, put new parts in, and topped it out again.  It's a wonder she's made it this far in life without killing herself.

After high school she moved on from cars to fighter jets.  Now those things can move!  The military taught her to contain her excitement for speed somewhat.  They taught her skills that she could use and instances where speed was more of a detriment than a help.  In terms of powers she was a bit of a late bloomer, she didn't develop much of her running speed until she was 19.  The military really drew it out of her from the high-altitude runs to races that they held for competitions.  At first it was assumed she was just naturally fit, but then she started out running the drill instructors, she started outrunning cars

At that point the Air Force disqualified her from many of the normal racing that went on, but included her in drag races.  The difference was that she couldn't use a car.  She was trained to push herself, to go above an beyond, and to keep going faster.  It wasn't long before she was outrunning race cars and then the jets that she thought were so fast before seemed so slow. 

Kate served her three years in the military and then got an honorable discharge to return home.  She couldn't just stand by and do nothing though... so she became a superheroine.  At first she wore the same suit that the military issued her.  It was olive green and a little bulky.  It wasn't terribly different from what they issued the pilots themselves.  She wanted a better suit so she took some money from her savings and put it into buying herself a super suit.  She bought the royal-blue body suit she still wears today and started doing patrols around the city.

She's just started her career as a superheroine even though she's been doing it for about a year and half now.  She feels like there's some kind of ceiling she's hit.  That no matter what she does that no one really knows who she is or what she does.  She's been defeated a number of times in various different ways, but everyone gets defeated every now and again!  She swears that a few lucky thugs and supervillains can't be the only reason she's not getting any recognition. 

That's when she saw the opportunity of a lifetime pop up.  A reality show! She could show her talents to the whole world and gain recognition that way.  Maybe she'd be the next big superheroine!

Physical description/Other pictures: Flat footed Kate stands at an even 6 feet tall.  She has long legs, C-cup breasts, an athletic frame and a bubble butt.  Her eyes are green and hair is a dirty blonde.  Kate is physically intimidating even without the three inch heels.  As Blue Angel she stands at 6'3" and looks like she can kick someone's ass without using her powers.

Mmhm. It's highly probable, though the deciding factor is which side has a higher probability of leading to fun sexytimes. Silly perhaps, but the action i like can be had on either side, so that leaves the potential for relationship drama as the only variable.

And then some. RL has been a straight up bitch to me lately in that I just can't seem to find any free time to sit down and make this thing. BUT I'm in luck. I'm basically free all day today, and that's what I'll be doing, working on Hero Project. Gonna put up the rules shortly. Finish my personal app and several NPC apps for members of both the Meta Corps as well as some villainous sorts(who you baddies can and will be working with) and independent heroes/villains. Put up some info about the HP Group Mansion, etc, etc...

Power Class: omni
Power(s): Perfect Shot - Reaper has supernatural level ability to make any shot to happen. Even break laws of physics as they are known. Exact origin how this works (metal manipulation, telekinesis, extreme natural focus etc) is unknown. As his shots always land on the target despite any circumstantial hazards, even hit targets which he cannot see (but which he is aware of and are inside range of his rifle). The shots impact are not more powerful nor special in itself, it's just sheer accuracy of them that it has reached point that he never misses. With supers powers included which would normally interfere with his shots (shots cannot penetrate absolute perfect barriers raised in time before his shot lands, but even narrow gap in such defense he can find and exploit).

Camouflage - This creates him almost perfect invisibility when he remains still; not detectable to electronics and most super senses. But when on move he creates 'glimmering' air pattern. This is produced by high tech camouflage cloak which he is wearing and in default setting it is pure white garment which conceals all his features.

Uncanny Survival - Reaper has shown several times in past to defy death, it's unknown is he truly immortal or just damn hard to kill as he shows no signs of regeneration, healing factor or other means to heal himself if injured. It's just that when superhero who bombards entire area with high density energy barrage which is comparable being fired at several napalm bombs and nuke rockets in area where he was at, still surviving it, indicates he can be tougher to kill very least blindly firing at his location. More so when he has high wired danger sense which tells him when to jump and run.

Foresight - Reaper has shown incredible sense to anticipate actions of others which makes others think he has supernatural power to see things to future, not even Reaper is sure does he has such ability but he takes benefit where it's due. It could also be actual source of his supernatural shots which never misses and which he never actually 'aim' but rather 'pull trigger in right time'.

Super Acceleration - Through using a long forgotten military medicine which attempted create 'super' soldiers before era when supers were common, Reaper uses this drug to highly accelerate his reflexes and stamina. The powered up mode allows him access to what is basically almost supernatural speeds in movement and reaction along with increased endurance and strength but it lasts only ten minutes and after that drug after effect renders him exhausted (and thus more slower and sluggish for a hour).
Abilities: Reaper has shown deep insight to military tactics and strategies and he knows how move silently and unseen in any terrain and scenario. He is adept in making traps and analyze details of supernaturals both in field and also in media (which he got access to anyways). He is highly skilled in being elusive and shown remarkable lack of fear and remain almost serenely calm in all situations. He shows military training based unarmed combat skills and knows how use improvised weapons and military knife in close combat. He knows how drive any vehicles with expert skill and the way how he plans his skills shows remarkable strategic mind.
Weaknesses: He has no EV Chip at all, meaning he cannot access any medium where EV chip is needed. Which means pretty much everything and it means he always accepts his commission work payments in physical substances than any electronic (and that's problem) and he heavily depends on various contacts to do work for him who work exclusively both for skill and for them having EV chip. One reason why his identity is largely unknown is lack of EV Chip.

Besides this weakness is that despite his supernatural aiming skills he is regular human physically all ways. It's even unknown is he superhuman at all. Albeit his case he has pushed his physical fitness extreme as humanly possible without drugs. Also his heavy independence on others for EV Chip usage leaves him dependable on them. Also effect of impacts from his shot heavily depend on weapon he uses; if super has higher toughness than his rifle can harm, his accuracy (and foresight) is pointless then. But usually he does not fire a shot which he knows cannot penetrate supers armor or toughness.
Look/Appearance: Without his costume on Reaper looks fit, young and handsome young man in his prime. He favors jeans and leather jackets, casual street wear. He is also relatively short for a man; just 5'2 so those who had seen him on job may had suspected him to be a woman.

Their background
Personality: Reaper is calm, almost creepy serene manner and he shows absolute lack of fear which goes to unnatural. His eyes have certain sharp focus in them. Reaper likes animals, one reason or another and his favorite animal is a wolf. He likes calm cold serenity of winter and snow falls and he thinks hot summers suffocating but rains refreshing and he likes outdoors. It's even unknown to others or himself why he is top rated assassin as he has no actual craving nor emotions going on at all when he is doing the jobs. His only motivation seems to 'prove' something which is unknown; prove what? Overall he can be thought as enigma, a mystery. He is man who focuses on the moment and acts professionally and cool headed.
History: In short Reaper does not know his history past ten years. Somewhere when he was twenty or more happened which resulted him waking up in hospital where doctors planned to kill him and he killed them and he escaped. According other doctors scans he had suffered a headshot which had tore through mid center of his brain where empathy and memory/identity areas had been (and possibly blown off EV Chip from back of his brains). He noticed he lacked EV Chip very quickly and it made living in the world difficult for him and nobody had no information about him (so could not employ EV Chip replant because model number nor any information about him was not available). So only way to get by was to take gray jobs but those did not provide all sustenance he needed....so he picked up illegal jobs and once he got gun he quickly realized potential of his accuracy and then became assassin. He almost instinctively knew all what was needed to become a perfect assassin, perfect killing machine. It's literally part of him. So he accepted his nature and then soon over time became world famous assassin called 'Reaper', name which he took on himself as that's fitting for him than actual various fake aliases he takes. He formed curious bond with some orphans (in various cities, low social class places), who had nothing but EV Chip on them and he provided for them in return for them using EV Chip for him. Soon over the years the orphans he helped grew skilled forgers, hackers and information gatherer network which he supports financially with work he is doing.

Overtime he had assigned to various elimination jobs against non-supers and super targets and because his foresight and skilled research team he always get ammo and weapon suitable for the task and his perfect accuracy combined creates so far unmatched kill record. Thus give him 99% lethality classification in records (and so far successful avoidance of capture) has made him classed as omni class superhuman despite he has none flashy powers in super world.

I'm not certain Kali can have a shooting rivalry with a dude who's superpower is he never ever misses. That seems a bit favored to one side, I think. Also, and I am just trying to be constructive here, if there is a villain Omni-Class, I think he should have powers that can give the hero Omni (Blitzkrieg) a fight. I know, I know, Blitz is probably just a judge or mentor-figure in the game, but still. Just fun pondering. As it is, Reaper doesn't stand a chance against him.

Really, Blitzkrieg is Magneto so maybe Reaper could shoot him with a plastic bullet? Some kind of special ammo? He'd also have to be far enough away that Blitzkrieg wouldn't see it coming. You would essentially have to hit him hard before he can see it or sense you coming. Otherwise, you'd have to try and not get yanked around by his puppetmaster-like ability until he gets tired. Or your character could have a power that turns them into something else, kind of like Iceman.

Actually, the character I just submitted might have a shot, but she's on the hero team. She can control paper. If she wrapped herself in armor thick enough he wouldn't be able to control her. That... wouldn't stop him just ripping piping out of the ground, turning it into shrapnel, and shredding her to pieces though. So, yup. Tough guy.

But fun to think about.

I hardly see any relationship working between Reaper and Mélissa, aside from Mélissa completely hating his guts for being that insanely powerful, and being smart enough to avoid his path.

Well, Reaper is smart enough if he would expect encounter or get contract to try kill Blitzkrieg he would not use metal bullet :P. Also his key weakness is that when he is caught off guard he can be hurt (he got not even time to think he is under danger when bullet already explodes inside his skull). As Reaper could make shot even insane distances where most sensory powers would not even detect him (it all depends carry range of weapon he is using; he could use 12 meter long rifle to fire shot which is powerful enough launch plastic projectile for 10 km away example).

Perhaps not shooting accuracy contest but more a 'kill count'. Reaper takes lots of time to prepare and analyze his target so he is well prepared when he actually starts to move. So his own key weakness is also being caught off guard completely. But he has sort foresight and high danger sense to know bit beforehand that somebody is about jump on him and he runs and takes on cover/hides. So his powers are not 'OP' like Blitzkrieg but he is omni level threat because how deadly effective he has been (compared to other assassins and snipers in the world).

So his best defense is basically that he is never close to his target (too far away to most powers) and that he hides well and he eliminates all targets before they have time to react. If thing busts some reason he immediately withdraws and tries sometime later to finish the kill (and he covers all his tracks to vanish perfectly).

Blitz is totally beatable. In fact, I already thought about how Tiger can take him no problem.

In terms of power, Blue Angel miiiight could take on Blitzkrieg but in terms of the character I don't think she'd do well.  I guess she could if she practiced at it hard enough but there are a lot of things he could do to counteract her.  It's actually something I really like about Blue.  She's able to take on some pretty mean characters but then doesn't much have the skills for it always to have the same outcome.  Part of her problem is that she's immature enough to stop and gloat.  If she ran around at top speed all the time she'd be a serious force... luckily for the badguys she doesn't.

I'm curious if Reaper could hit her in a full run since it'd be tough to see her, much less track her.  Again, it wouldn't be even close to impossible to put a bullet between her eyes (it'd just knock her out) since she stops a lot or even for him to set a trap for her. =P

If reaper would need take down Blue Angel he would attempt bait her into a trap (use hologram perhaps) where she trips and crashes and he lands then a shot which knocks her out (either blunt trauma or tranquil dart which drugs her silly, shot from high powered rifle ofc so it gets through her natural toughness). Although discussing in PM now in extend about Reaper's abilities if any but first thing was 'nobody starts omni' amongst PC cast :P. But also my guy is not omni in first place (as he does not got powers to cause mass destruction).

Hitting a bird on the wing isn't all that hard either, so White Death could drop him like a bad habit.

Any person is vulnerable if rendered 'unable to fight back'.  It would require too much effort to render her unable to fight back when there is a Muggle down the street who's trying to unlock her door with an armload of groceries.  Mr Nobody is an opportunistic predator, not a hunter/stalker.  He's strictly small potatoes.

Heh, so he might be more of a punching bag for Blue than him stalking her? I'm really curious what the heroes' missions will look like.  I'm fairly certain Blue and Shrike may get in trouble for Blue flying Shrike like a kite at super-sonic speeds. =P

Power(s): Shiori possesses multiple paper-themed abilities. First and foremost is simple Paper Generation - she can produce an infinite amount of blank white eight inch by eleven inch sheets of copy paper. She can manipulate these sheets by making them move through the air as if on their own, shaping them at will, or combining them into a single paper object. The culmination of these abilities has been dubbed Papyrokinetic Combat; the ability to create tools, objects, weapons, armor, and even appendages out of paper. With enough practice she may soon be able to actually add color to the paper, but Shiori isn't quite there yet.

Abilities:  An avid fan of martial artists Bruce Lee and Jackie Chan, Shiori has studied Jeet Kun Do, Hapkido, and Tae Kwon Do extensively. She is extremely fit and athletic. Shiori possesses a near genius-level intellect and has a sound tactical mind. She uses her smarts to make the most of her power and outwit opponents many times stronger than herself. In short, she is simply a smart and athletic woman possessing of no real astounding qualities outside of her power.


Weaknesses: Water, fire, anything strong enough to puncture or break paper. While Shiori can layer her creations and create surprisingly strong barriers out of mere paper, it's still paper and quite flammable and prone to getting soggy. She is also, for all intents and purposes, a normal twenty year old woman without enhanced durability or regeneration, rendering her vulnerable to physical attacks.

Look/Appearance: Normal Appearance - Shiori Izayoi is a young woman of mixed Asian/American descent with fair features, dark hair, and brown eyes. She is just over five feet tall and has a slim, athletic build. Her street attire consists mainly of simple t-shirts and jeans. Her costume resembles a schoolgirl outfit, sporting a black blazer, checkered plaid skirt, white blouse and red tie. To hide her identity she forms a complex mask shaped like a rabbit. Shiori is not known to carry any weapons or equipment on her person.

Personality: Too serious for the power set she has been given. Shiori thinks the world of herself and her ability and is seeking to prove her usefulness to everyone around her. She will not hesitate to take on any opponent, even if they outclass her (which is more or less everyone). Shiori hates having her ability or her serious attitude mocked and can be quite easily angered or annoyed into fighting. Despite how seriously she takes herself and how easy it is to push her buttons, she is unflinchingly loyal to those she trusts and has a strong sense of honor and justice. Shiori considers herself a hero, has her own ideas about what that means, and will do anything it takes to uphold that code.

History: Shiori Izayoi, daughter of Ken Izayoi and Maria Penderghast. Father, a lawyer. Mother, a nurse. Shiori had an upbringing typical of an upper middle-class family; sleepovers, birthday parties, friends, homework. Unique in it's non-uniqueness. No slain family members, no tragic accidents, no life-changing events. Shiori was a typical teenager, smart and likable, with a fondness for kung fu cinema and music. At the age of sixteen her power began to manifest, showing itself for the first time in her schools computer lab when Shiori became annoyed at a jammed printer. Angry, she swatted the machine and it began to spit out a seemingly endless amount of copy paper until the room was nearly flooded. Unnerved by the event and feeling that she had somehow caused it, she went home and started experimenting, trying to replicate the event.

She had no luck. It wasn't until a month later when her powers next manifested. After having a romance with a girl she cared about come to a bitter end (as highschool romances are wont to do) she found herself behind the school with tears rolling down her cheeks. As if sensing her emotions, the sky seemed to open up and it rained. Paper. Fluttering white sheets fell from the clouds, forming a pile around her. Shiori knew for sure this time she had caused it and re-doubled her efforts to manifest her metahuman ability at will. After practicing at home by herself she was finally able to master her generation of paper and revealed her ability to her parents. They were amazed and, surprisingly, supportive. Of the ability. Not so much her penchant for donning a paper mask and attempting to fight crime.

Against normal street thugs she found herself to be surprisingly capable, but her secret vigilante spree came to an end when, attempting to thwart a bank robbery, Shiori was shot in the chest. At the last moment she generated a paper barrier in front of herself, which took most of the impact, but still bruised her sternum and it put her in the hospital. Her parents were understandably upset, but instead of forbidding her to use her power, they simply told her to seek proper training from her peers. The best way, they figured, was to seek the help of The Meta Corps. The only way they could think of doing that was to join The Hero Project.

I once played a similar character with the same name.  Also Japanese.  He couldn't create the paper but he had the additional ability to fold himself up.  He frequently traveled via Purolator.
