X (your character) rules his kingdom with an iron fist. (or could be more modern setting)  He finds it easier to be feared than loved.  Y (my character) is a seasoned spy sent right into X's court by one of his enemies to gather information on him.  All goes well, until he makes one little slip and is caught.  X could just kill him, but decides it would be better to use the spy to send a message, and of course, find out what he was up to....
