Corrupt Prison Warden

Justine Coates had just been promoted to jail warden.  He immediately knows what he wants to do and has enough eyes looking out for him to have the company of at least one female prisoner to amuse him at any moment of the day.any of the female inmates with
him, pleasuring him, at whatever needs pleasuring.

He thinks they do it to avoid his wrath.  The main reason however is to manipulate him.  There are two factions on the side of an issue___WE WOULD DISCUSS WHAT THIS IS----Which side will be more influential?

Does either side win or does he get the best of both sides resulting in less power after the battle for both sides and his increased power.

HE ALWAYS GETS WHAT HE WANTS BUT WHAT THEY WANT IS USUALLY SUPERFLUOUS ONCE ACHIEVED AS HE MAKES UP NEW RULES AT HIS WILL.

Does any one prisoner have control of him if both groups do not?

What is the issue?

What does he give them in exchange for their silence on what he did to them and others.  How about for their cooperation.

This is all very broad and I'm putting it up here like that intentionally to possibly get some unique responses.
