There is this youtube video I want to take a few seconds from, and make it into a gif but I've no idea how, or if I even can.

You could use Reddit's Jiffy Bot, I'm not sure if it still works, though

If you have GIMP or any other image editor with layers, you can change the size of the canvas to be what you want?
