I like this function, but I don't entirely know what it's for. Can someone explain, beyond having the names of the 'buddies' come in bold in the 'who's online' box?

In the new on/off system, you can set it so that your IM info is visible only to buddies. There are also a couple settings you can make "buddies-only"... basically, it's just another way of managing those people you know.
