After talking to a friend who is part of the fire service he said some of the main concerns he had were as follows.

The task to raise a ladder on your own was abolished for holding weight over your head

and the minimum height limit was pretty much abolished creating a strain for tasks where different heights would be a disadvantage, like said ladder carrying.

But I will stress this is third hand information so likely hood is that this could be wrong.
