Trying to make an avatar

So I have found this really cute picture I want to use as an avatar.  Sadly I'm not very experienced and try as I might I just cant get it to the right size.  While still keeping the image.



Does anyone have any tips on how to do it? Or... does someone want to help me out? ^^

When I made my avatar, I couldn't find the right dimensions either.  I think that I tried uploading around five times before I found a size that worked.
