clearing a cache

Having a lot of computer problems lately....

One of them is yahoo mail not working.  There's a cache I want to clear to try and fix it.  There's a website you can go do it on.  I just can't remember the name of the program to do it.  It's not flash player or java.

I don't know if its a browser problem. I had a problem with an extension for a tool bar not letting my Hotmail to load properly.
