I don't think in concept it's wrong to advertise or ask if people are interested in joining a forum you created. Most sites allow it and it usually is totally harmless. In his first post he didn't spam the link he was just asking. But i just think he went about it the wrong way. It makes me question if he only joined this forum to try to find members for his own.

I think we all can agree a brand new RP site will not take much or anything away from Elliquiy.
