He has the evidence to put her behind bars, but why not play a bit before the curtains close? Holding all the aces in a solid game of blackmail, he emails her his first demand.

I would like to see a story of cat and mouse, where the mouse has fangs. A game of hide and seek, where being found may well mean two sad lines in the morning news.

He can push her and likely, his demands will grow, but he does not dare to give away his identity or come too close or he may end up like so many investigators before him.
