Posting - Technical Issue

I'm having a technical issue with my post box. Everytime I type more than the box and the scroll bar has to scroll down, it starts freaking out. When I stop typing, it returns to the top of the post, but everytime I hit a key, it shoots down to where I'm typing and the second my keystroke is done, it goes back to the top. It makes it hard to type out anything long at all. It also gives me a headache as it seems like my post is having a seizure. Is it a normal occurrence or is it something wrong with my browser? I'm using Internet Explorer currently
