General Setting: The Fallout Universe, specifically in the former United States’ deep south and bayou regions primarily focused on the ruined city of New Orleans, now dubbed Old Orleans by locals, and surrounding regions.

Synopsis: The American southeast was one of the last portions of the old United States that Vault-Tec would establish and develop vaults in given it’s lack of high priority bombing targets. New Orleans, one such target, in legend is said to have a single, solitary vault, numbered 99, hidden somewhere but no one has ever discovered it (though many have claimed to).

My main character, a gambler and rum-runner (smugglers essentially who take fanboats across the dangerous boglands to trade in alcohol and drugs to dryland settlements) named Remy Ledeaux, has made it his life’s goal to one day find the mythic Vault 99 which he imagines to be like a paradise. But in the meantime he’ll have to navigate the dangerous, damp streets of Old Orleans and all of it’s various gangs and denizens and make a couple of allies along the way.

Setting Details: New Orleans was spared a direct hit by nukes though only through the providence of poor targeting as the bomb intended for downtown instead landed about 20 miles off the coast in the Gulf of Mexico. However, the explosion caused a tsunami to hit New Orleans soon after, breaking through the levies and filling a half of greater New Orleans with irradiated sea water. Over time land south of the Mississippi River vanished leaving only the upper half of New Orleans above water, for now. Creating what’s now called the Mississippi Sea.

Modern Old Orleans has been carved up into five main parishes each with their own distinct culture and home to various gangs and organizations all vying for control of the damp city.

Uptown: The driest and highest of the parishes, Uptown is home to the most commerce and trade in the city with the residents being called Uptowners or Uppies. Though many of the taller buildings have decayed and are slowly falling apart many places of business can be found here. Uptown is ruled by The Gentry, a society of rich tycoons who control a variety of business interests that maintains their shared but strained power. Most of Uptown has working power.

The Gentry are directly opposed within the parish by the Dome City Saints, a gang made up of normal residents who rose up together a decade ago to fight the Gentry and were successful in taking the old ruins of the Superdome in the northern half of Uptown, which they still use as a base of operations today. At first the Saints were seen as saviors of west Orleans to the people but the years have turned them into nothing short of vicious guerilla fighters who will ignore any and all collateral damage so long as it serves the purpose of undermining the Gentry’s hold on the area. Fighters who acquit themselves well and deal a blow to the Gentry will, quite literally, be sainted by the elected Provost of the Dome, it’s de facto leader. And thereby the soldier will gain the title of “Saint,” be written into the Book of All Saints and be afforded various perks of the rank.


Carnal Street runs along the old interstate in the north of Uptown, a play on the old name of “Canal Street” as it was pre-war. The highway has become the home of many brothels, bars, and other lurid entertainment controlled by both the Gentry and the Saints, as well as independent bordellos and cabarets. It is an agreed upon ceasefire area by both sides, though that agreement can sometimes fall through. The most famous locale on Carnel Street is The House of the Falling Sun.



Namiland: The old garden and industrial district of the city is home to a variety of parks and some encroaching bog to the southwest while the north is littered with the remnants of old industrial warehouses and development projects. It’s considered the most dangerous part of the city. It’s main denizens are the Drowners, ghouls and their descendents of those who were drowned by encroaching irradiated sea water, and somehow adapted to being able to survive without air, underwater. Unlike other ghouls, the Drowners have a semi-aquatic appearance with gills on the neck, and webbed hands and feet. Most humans do not dare to go into Namiland unless absolutely necessary.


Cane Lane: Directly east of Uptown and across a broken and fallen section of the interstate that has been retrofitted into a wall is the parish known as Cane Lane. It is a section of the city controlled by a group called the Papality, a zealously religious sect born of the pre-war catholic faith. However, their religious practices differ much from the old world counterpart including but not limiting to:
  • Calling all members of the clergy popes with a Grand Rector at the head. They will frequently wear large pointed hats and carry ceremonial canes. 
  • Enslaving non-believers and forcing them into laborer and foot soldier roles.
  • The stripping of all rights of women, even going in so far as keeping them caged as breeding stock for the “blessed seed” of the popes alone.
  • The condemnation of all vice and depravity, making them staunch enemies of Frenchtown and Carnal Street. Though they have occasionally been aligned with the Gentry for various matters.



Frenchtown: Frenchtown is the most southeastern populated area of what was once the state of Louisiana buttressed directly against what was the Mississippi River but is now a coastline of ruined bridges and wrecked ships. Much of Frenchtown is built up on wooden stilts that have gotten progressively higher across the decades as the sea level have risen. It encompasses the old French Quarter alongside a larger area to the east. The residents of Frenchtown are called Oodoo folk who speak a cajun and creole blend of french, haitian, and english that is incomprehensible to the untrained ear and considered a separate language entirely to the rest of Old Orleanians. 


They have no unified groups or leaders but the most powerful among them are the Oodoo Queens, a group of women who control various gambling dens and bandos. The locals hold various legends and tall tales about the magic of oodoo and the mystical power the Oodoo Queens hold. Practicing such abilities as divining the future via reading bones, taking control of other’s bodies even after death, and providing sexual favors with the aid of powerful drugs including turning girls into Oodoo Dolls and making them fall in love with a man who’s willing to pay for the pleasure.



Westairie: A watery grave of new bog in a concrete jungle of old Metarie, this wild wetland is home to the Bog Boys, a group of fanboat riding slavers and cutthroats who live on the rooftops of ruined buildings and have mastered the treacherous routes in and out of Old Orleans. The Bog Boys are hated by most of the rest of Old Orleans but even more especially by the Drowners who always find eachother at odds.


The Cajun Wasteland: A few miles beyond the reach of Old Orleans to the northwest, the land gradually begins to dry and become livable again with a number of small settlements dotting the land of what once was southern Louisiana up to the bombed, destroyed city of Baton Rouge. The largest city closest to Old Orleans is Morta Rouge, located a handful of miles west of Baton Rouge’s ruins. Morta Rouge has recently been claimed and overtaken by the Kingdom of Greater Texas, a rapidly expanding nation founded by a splinter group of the Brotherhood of Steel half a century ago. Greater Texas has laid claim to all of old Texas, Oklahoma, and parts of New Mexico, Arkansas, and more recently Louisiana, going by old pre-war state lines. It’s rumored that Greater Texas has their eyes on taking Old Orleans as well.


What I’m looking for: A creative partner who will contribute and help me put together a fun story that stays within the spirit of the fallout universe. You don’t need to be a super fan of the setting and know everything, but at least have the capacity and interest to learn as you go. I would imagine you’ll come up with a main character to play opposite Remy but I’d also appreciate willingness to play various other female side characters who could show up.
