Rebellion (M looking for F) plotheavy!

In looking for someone to take the female role in the following plot concept. The concept itself would ideally be played in a modern or slightly futuristic setting, or could go further science fictional depending on mutual agreement. I'm looking for an epic game with intrigue, politics, mystery and strong elements of star-crossed lovers in a warlike background.

The plot concept:

In a war torn world, the Empire has recently conquered Britain (or other nation/world, depending on specific setting). This Empire still uses an anachronistic version of nobility and the concept of the ubermensh that gives them a natural superiority over all conquered races in this Empire. The Imperial Family, comprising of the Emperor and his Court of Consorts, reigns with an iron fist. The Emperor himself stays in the capital city in the homeland (Germany or other, for example) to dictate ever expanding conquests to eventually conquer the entire world, while facing war on multiple fronts against alliances of Free Nations (the Americas) or other large federations/empires (China and Russia for example). Conquered nations are turned into provinces under the direct rule of one of his many heirs each, where people from the homeland immigrate as a new upper class of management, and nobles for all the higher up functions of administration and rule. Strong garrisons are stationed in many cities and the local populace is treated as second class citizens, used to beef up industry and used to increase resource gathering to fuel the perpetual war machine of the empire. Locals live in ghettos, have to live of rations and only a few can carve out a life for themselves, while no mercy is given to any who try to break this enforced status quo.

Now, the halfbreed daughter of a noble industrialist in the province of Britain and his local concubine, wishes to change the world and joins the growing rebellion. There, she meets the mysterious, masked leader of the rebellion, who in reality is one of the many heirs/sons of the Emperor, living in exile in the Province of Britain and wishing to destroy the Imperial family. When not part of the rebellion, these two actually know one another quite closely, as they are still attending the same school/college/academy/university, depending on the preferred ages of the characters.

Alternatively, the halfbreed daughter is the unexpected, masked leader of the rebellion and my character is one of the more cunning sons of the Emperor, sent to assist his corrupt half-brother that governs the province in casting the rebellion down, but he and the daughter fall in love with one another. True star crossed lovers on opposing sides of the same conflict, secrets within secrets,...
