Megablock Idea (Looking for GM)

Some group RP ideas are rattling in my mind, but I have enough GMing on my plate, I'm not looking for more. If someone wants to take the idea, put their own spin on it if they wish, and get it started, I'd most likely join.

I just watched Dredd (the remake) and it gave me the idea of a self-sufficient megablock. The first few floors are shops and recreational, and then the upper floors are apartments. Very selective in their tenants, they would go for people without children, with rather big budget. The crime rate would be low, and breaking the law would mean being evicted. The choice of tenant is justified by the fact that clothing is optional, and there are no real no-sex zone. As long as it's consensual and not breaking the law, everything is good.

I think I would join as long as it isn't just a smut fest with no stories. I do need some character interactions before I can write my characters without having the feeling that it's forced.
