On and Offs?

Could i get some information on the "On and Offs" thing. I was searching through the forums for s topic that intrested me and i kept seeing it. It is probably a dumb question and is in plan site since everyone has it.

It is a list that, if you are approved, you will be able to create for others to view.  It explains what you look for in RPs, RP partners, RP settings, genres, kinks, RP systems, and more.  It lets others know what you like and don't like so they can browse it and see if your interests match theirs if they are thinking about starting an RP or asking you to start one with them.

Does that make sense?
