It's pretty obvious from even a cursory glance at this list what's going on here. It has nothing to do with spotting terrorists, and everything to do with spreading the net as widely as possible (and then using the number of hits generated as circular justification for spreading it wider).

And Unix security. So basically any modern platform. This, though I'm not sure I blame them for - when your job is to spy, and tools that leave you unable to do so in certain contexts are publicly available, you're really interested in who's using them and why. Hm... time for me to take a closer look at that list.

EDIT: ...no, it's just completely arbitrary. DES makes the cut, but AES doesn't. PGP yes, GPG no. RSA yes, ElGamal no. There's basically no rhyme or reason, even in their officially designated field.

Interesting note: Artichoke and Badger, along with a number of other apparently-confusing terms, appear to be part of a list of intelligence-gathering platforms or outfits - likely ones with US government connections. (Keyhole is what tipped me to this bit, but Vinnell is an Arabic private intel outfit, MediaBadger is an "Internet intelligence" company, BDM is a private intel corporation, and the string of flower names smacks of "unimaginative names for sensitive operations".)

A lot of entries on that list are similarly dated. Keyhole, frex, is so ancient that it relied on actual film, and one of the platforms is now a museum piece. DES has been broken for a long damn time (and 3DES isn't on the list). Compsec has been pretty much entirely replaced by Defcon as the place where experts talk security, and anything discussed at Compsec '97 (before we really had any idea how to do proper security) is guaranteed to be laughably useless now. Enigma and Bletchley Park date back to WW2. Blowfish is little-used except where there are processing or memory constraints; its authors admit that it is inferior to Rijndael in other regards. SHA is badly, badly broken (it was used as an example of what not to do in a 101-level course I took). The list goes on.
