I read the rules about no lolicon etc. and understand that but I'm a little unclear about one thing :

In the book, Alice from Alice in Wonderland is clearly not an adult.
I'm guessing that makes cartoon depictions of Alice against the rules (not that I would want one).

Would it violate rules to have an avatar of what is clearly not child but is wearing a costume that is obviously intended to reference Alice from the book?

If you mean an evidently full grown woman/man wearing an Alice in the Wonderland costume then no, I'd say that it is not a rule violation.
