Sgt Andy Karlson is one of the most ambitious officers on the force.  Having served in the Marines, he was only a PC for 2 1/2 years before being promoted to Sergeants.  Since then he has served as a team Sergeant and just got his transfer to Vice Squad.  He finds the Vice Squad in a sorry state.  Most of the officers seem lack-lustre and cynical, no-one really wants to go out and get things moving.  Sgt Karlson has come in and turned them on their head - and generated a lot of enmity while doing so.  In contrast with his desk-bound colleagues, Karlson is out on the streets with his officers and since starting he has been responsible for some major arrests.

All of which has upset the status quo.  The people running the vice rings in London had a nice arrangement with the Vice Squad.  They would hand the Squad some minor arrests at regular intervals and in return the Vice Squad would let most of their dealings go uninterrupted.  The compensation for this was considerable.  They quickly learned that Karlson could not be dealt with in the same way.

Karlson has now left himself vulnerable - he has got involved in an undercover operation that involves a series of sex clubs that he believes are fronts for smuggling, human slavery and drug trafficking.  Thanks to their informants inside the Squad, the criminals know exactly who he is and what he is doing.  They don't want to kill him - instead they have decided to turn him.  By the time they have finished with him, not only will he not dare go against them, he would happily help them for the pleasure they can bring him.
